Mobile broadband is internet access delivered to a phone, tablet, laptop or hotspot over a cellular mobile network, rather than over a fixed line such as cable, fiber or DSL. In the Federal Communications Commission’s broadband data collection context, a mobile broadband connection must allow information to travel to or from the internet at more than 200 kbps in at least one direction. That figure is a regulatory and measurement threshold. It is not a general standard for how fast mobile internet should be.

What mobile broadband means

Mobile broadband describes a service, not a piece of hardware. The service is the data connection that a carrier or reseller provides over its mobile network. A smartphone with an active mobile data plan uses mobile broadband directly. A portable hotspot uses the same service, then shares it with other devices over Wi-Fi.

The FCC describes a mobile network as one that lets providers reuse radio frequencies across many cell sites and supports seamless handoff of a subscriber’s data connection as the device moves between them. That wide-area link is what separates mobile broadband from the local Wi-Fi link that a hotspot creates inside a room or car.

The FCC definition, criterion by criterion

The FCC’s Broadband Data Collection Help Center defines the term in its article “Mobile Broadband Subscription Definitions,” dated April 11, 2022. The core sentence reads:

“Mobile wireless broadband service allows end users to receive information from and/or send information to the Internet from a mobile device and using a mobile network at information transfer rates exceeding 200 kbps in at least one direction.”

Broken into parts, a connection qualifies only when each of the following holds:

  • Device: the connection runs from a mobile device.
  • Network: the traffic travels over a mobile network.
  • Speed: the transfer rate exceeds 200 kbps in at least one direction.
  • Content: the device and subscription together permit access to lawful internet content of the user’s choice. Connections whose content is restricted to customized-for-mobile material do not count.
  • Status: the connection is in service.

Because the test combines the device and the subscription, a capable modem with a plan that blocks general internet access does not meet it, and neither does a plan that only reaches a carrier’s own portal.

Which plans and connections are counted

Plan types

The FCC includes monthly data plans that offer either a specified amount of data or unlimited data. Those plans may be bundled with a voice plan, added to one as a separate line, or used with a non-voice device such as a tablet or a hotspot.

Who sells the service

The count includes directly billed subscribers, prepaid subscribers, and subscribers served through resellers. A reseller’s customer therefore counts the same way as a customer of the network operator itself.

Multiple connections on one account

An account with several lines is counted per connection, not per account. A family with three phones on one bill contributes three qualifying connections if each one meets the criteria above.

Other official definitions use different measures

Mobile broadband is defined differently depending on who is measuring it. The table below compares the three definitions most often cited, with each row tied to its source.

The OECD figures are expressed per 100 inhabitants, and this article does not quote country values. Readers who need current national figures should consult the OECD’s indicator page and its methodology notes, which govern how each country’s subscriptions are reported.

The 2017 order sets a scope for broadband internet access service rather than a measurement threshold. Regulatory treatment of broadband has changed through later FCC actions and court decisions, so the 2017 language describes the definition as written in that order, not the rules in force today.

Mobile broadband compared with Wi-Fi and home internet

Most confusion comes from the phrase “connected to the internet,” which describes two different links in the same setup. The table shows which link is which.

A Wi-Fi network is therefore never mobile broadband by itself. It becomes part of a mobile broadband setup only when a cellular connection sits behind it.

Mobile Wi-Fi hotspots

The FCC describes mobile Wi-Fi devices as mobile routers with wide-area mobile broadband connections that let nearby Wi-Fi-enabled devices reach the internet. That is the product category this article covers. The FCC’s description is historical in part, drawn from its 2013 order on mobile hotspots and mobile data devices, so it establishes what the equipment does, not what any current model offers.

Before buying or using a hotspot, check these points:

  • Active service: the device needs a mobile data plan it can use. Hardware alone does not connect.
  • Coverage: confirm the carrier’s network covers the places you will use the hotspot. Indoor and rural coverage often differs from the outdoor map a carrier publishes.
  • Bands and network technology: the hotspot must support the bands and generation your carrier uses in your area. Check the manufacturer’s specification sheet for each named model.
  • SIM or eSIM: confirm whether the device takes a physical SIM, an eSIM, or both, and whether your carrier supports that format.
  • Region: a device sold for one country may not be certified or supported for a carrier in another.

This article does not recommend a specific hotspot model. Product specifications change, so verify them on the manufacturer’s current page before purchase.

Comparing mobile broadband plans

The FCC’s criteria recognize bundled, add-on, non-voice, prepaid, and reseller plans, so the same network can be sold in several forms. Plans differ on the following points, and each one is worth checking against your own use:

  • Coverage where you will use it: compare maps against the places you actually need service, including your home, commute and travel areas.
  • Advertised and expected speeds: an advertised speed is a maximum the carrier states, while expected speeds depend on the network load and your location.
  • Data allowance or limits: check whether “unlimited” plans slow after a set amount of data, and whether a hotspot is allowed on the plan at all.
  • Device compatibility: confirm that your phone, tablet or hotspot is approved for the carrier’s network.
