An MMSI and a call sign are different maritime identifiers. An MMSI (Maritime Mobile Service Identity) is normally a nine-digit number used by digital selective calling (DSC), automatic identification systems (AIS) and some other maritime equipment. A call sign is an alphanumeric identity assigned to a transmitting radio station for radio communications. A vessel’s records may contain both, but they are separate fields and are not interchangeable.
The exact assignment rules depend on the station’s circumstances and the responsible national administration. International Telecommunication Union (ITU) rules also recognize cases in which a maritime station identified by an MMSI or another permitted method does not have to receive a separate call sign.
Quick comparison: MMSI and call sign
| Question | MMSI | Call sign |
|---|---|---|
| What form does it take? | A nine-digit number for a ship station. Other station and equipment categories can use different MMSI formats. | An alphanumeric identity made from a call-sign series allocated internationally to an administration. |
| What does it identify? | The maritime mobile or coast station identity used by compatible digital equipment. | A transmitting radio station’s identity. |
| Where is it used? | DSC distress, urgency, safety and routine calls; AIS broadcasts; and certain other maritime equipment. | Voice and other radio communications in which the station identifies itself by its assigned call sign. |
| Who assigns it? | The responsible national administration or authorized registration route, according to the station and equipment type. | The telecommunications administration using the international call-sign series allocated to that administration. |
| Must a vessel have both? | Not universally. ITU rules allow a maritime station already identified by an MMSI or another permitted means to operate without a separate call sign in circumstances covered by the rules. National requirements still matter. | |
| Can you substitute one for the other? | No. Entering a call sign where equipment requires an MMSI, or vice versa, can make records and transmissions incorrect. | |
The distinction is practical: the MMSI is primarily an equipment-readable digital identity, while the call sign is the radio station’s alphanumeric identity. A database can display both for the same vessel without treating them as duplicates.
What is an MMSI?
The U.S. Coast Guard describes an MMSI as a nine-digit number used by maritime DSC, AIS and some other equipment to identify ships or coast stations. In the familiar ship-station format described in the ITU’s 2025 List V guide, the first three digits are the Maritime Identification Digits (MID). The MID indicates the administration responsible for the station; the remaining digits identify the station within that numbering arrangement.

An MMSI is therefore not simply a shortened registration number or a vessel name encoded as digits. It is the identity that compatible equipment places into digital messages. A DSC-capable VHF radio uses it when sending a selective call or distress alert. An AIS transponder broadcasts it as part of the vessel’s static data so receiving stations can associate position reports with the correct digital identity.
The nine-digit ship-station pattern is the one most recreational and commercial operators encounter, but it should not be generalized to every maritime device. The ITU guide describes separate formats for craft associated with a parent ship and for handheld VHF DSC transceivers. Before entering an identity, check whether the administration issued a ship-station, craft-associated or handheld-equipment format.
Why the MMSI matters in an emergency
Correct registration gives rescue authorities a way to connect a DSC alert or AIS transmission with vessel information. The U.S. Coast Guard warns that outdated registrations, inaccurate details or an invalid or missing position can complicate response and make it harder to distinguish a genuine distress alert from an inadvertent one. In the United States, inaccurate MMSI use also violates Federal Communications Commission rules. Those warnings are U.S.-specific; operators elsewhere should follow their own licensing authority’s requirements.

The ITU defines a call sign as “A Call Sign is a unique alphanumeric identity assigned to a transmitting radio station.” A call sign is selected from the international series allocated to the responsible administration. It may contain letters, numbers or a combination, and its visible pattern is not the same in every country.
Call signs identify the station when it transmits by radio. An operator may state the call sign in a voice exchange, include it in station records or use it when a service requires a station to identify itself. The call sign belongs to the transmitting station identity, not to a particular brand of radio or to an AIS screen label.

Because administrations receive different call-sign series from the ITU, a reader should not infer a vessel’s country, license class or equipment from a pattern alone unless the relevant administration documents that pattern. The ITU’s 2025 guide lists formation patterns, but it does not make one visible format universal.
How MMSI and call sign work together on a vessel
A vessel can have an MMSI in its DSC radio and AIS transponder while its station records also show a call sign. The two identifiers travel through different channels:
The Tool Desk
Outbyte PC Repair FREERepair Windows errors before they cause bigger problemsFix Now →Outbyte Driver Updater FREEFix the driver behind crashes, sound loss and screen glitchesFind Drivers →- DSC: The radio addresses another station or sends an alert using numeric MMSI identities. This lets the receiving equipment recognize the intended station and, where supported, display its associated information.
- AIS: The transponder broadcasts the MMSI with navigation and static data. Other AIS users see the digital identity alongside fields such as vessel name and call sign when those fields have been programmed and transmitted.
- Voice radio: The station identifies itself with its assigned call sign when radio procedure or licensing rules require that identity.
These uses overlap operationally but do not turn one identifier into the other. A crew member may know that a vessel’s AIS record shows both values, yet still must enter the MMSI in a DSC menu and use the call sign in a voice identification procedure.
Do boats need both an MMSI and a call sign?
There is no universal yes-or-no answer. ITU rules state that assignment of call signs is not compulsory for a maritime station already identified by an MMSI or otherwise easily identified by a permitted method. That rule explains why some official records contain an MMSI without a separate call sign. Other stations, licenses or national rules may require a call sign, so the absence of one in a particular record does not prove that the record is incomplete.
Requirements can change with the vessel’s flag, radio license, voyage area, station type and equipment. A ship station, a coast station, a craft associated with a parent ship and a handheld DSC transceiver can be treated differently. National authorities also decide how operators apply for, update or cancel an identity.

What a U.S. operator should do
U.S. MMSI registration routes vary by vessel and use. Use the route specified by the responsible U.S. authority for your vessel, radio license and operating area rather than copying a process from another country. Enter the assigned MMSI exactly as issued in every DSC-capable radio, AIS unit and other device that requests it, and keep the registration information current.

What an operator outside the United States should do
Start with the maritime or telecommunications administration for the vessel’s flag state. Ask whether the station needs a call sign in addition to an MMSI, which equipment categories use special MMSI formats, and which office is authorized to make changes. A U.S. Coast Guard instruction cannot be assumed to apply in another jurisdiction.
MMSI prefixes and numbering details
For a standard ship station, the MID occupies the first three digits of the nine-digit MMSI. It identifies the responsible administration, not necessarily the vessel’s current location. A vessel can sail into another country’s waters without its MMSI prefix changing; the identity follows the station’s assignment until the responsible administration changes it.
Do not apply the ship-station MID-plus-six-digits explanation to every maritime identity. The ITU 2025 List V guide distinguishes ship stations from craft associated with a parent ship and handheld VHF DSC transceivers. If a form or device asks for an MMSI and the number does not look like a standard ship-station identity, consult the issuing administration instead of altering digits to fit a familiar pattern.

The ITU Maritime mobile Access and Retrieval System (MARS) can retrieve operational information for ship stations notified to the ITU Radiocommunication Bureau. Its search options include:

- ship name;
- call sign;
- MMSI;
- EPIRB hexadecimal identification (hex ID);
- IMO number; and
- national registration number.
Search with the identifier you actually have, then compare the returned fields rather than assuming a name match is enough. Common vessel names, changes of ownership and stale entries can produce more than one plausible result. MARS covers stations notified to the ITU Bureau; a missing result does not by itself prove that a vessel has no identity.
Check U.S. AIS data with USCG VIVS
The U.S. Coast Guard’s Vessel Identification and Verification System (VIVS) checks AIS static information against official data in its coverage area. It can show broadcast MMSI and call-sign data and highlight discrepancies with official records.
- VIVS is intended for the Coast Guard’s North American AIS coverage area, not worldwide use.
- Results are not a live global tracker.
- The Coast Guard says data can lag by up to two business days.
When checking a recent change, allow for that delay and compare the vessel’s broadcast data with the official registration details. A discrepancy can reflect stale equipment programming, an administrative update that has not propagated, a transcription error or a vessel operating outside the service’s coverage.
How to verify and correct an identity mismatch
- Record the source and time. Note whether the value came from the AIS display, the radio’s DSC menu, a paper license, MARS or VIVS. Save the date and the exact digits or characters.
- Check the field label. Confirm that the screen says MMSI, call sign, IMO number or another identifier. Vessel names and registration numbers are not substitutes for either an MMSI or a call sign.
- Compare all onboard equipment. The DSC radio and AIS transponder should contain the MMSI issued to that station. Check the call-sign field separately; do not paste the MMSI into it.
- Look for a simple transcription error. Nine digits are easy to transpose, and letters in a call sign can be misread. Re-enter only from the official assignment record.
- Allow for database delay. If you recently changed registration details, VIVS may take up to two business days to reflect them, and an international database may depend on when the administration notifies the ITU Bureau.
- Contact the issuing authority. If the identity is wrong, duplicated or assigned to a previous owner, ask the authority that issued or registered it to correct the record. Do not invent a replacement number or alter an MMSI to match a vessel name.
- Test only in an authorized manner. Avoid sending an unnecessary distress alert while checking equipment. Follow the radio manufacturer’s and licensing authority’s procedure for a routine DSC test.
Common mistakes and why they cause trouble
Calling the MMSI a “digital call sign”
The phrase may sound convenient, but it obscures the technical distinction. An MMSI is the number equipment uses for digital addressing and identification; a call sign is the alphanumeric station identity. Use the field name shown by the form or radio.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitchesAssuming every vessel must display both
ITU rules permit circumstances in which an MMSI or another approved identification is sufficient. Whether a call sign is additionally required depends on the station and jurisdiction.

Using a vessel name as the DSC identity
DSC equipment addresses stations by MMSI. A name on an AIS display is useful for human recognition but is not the numeric identity the DSC system uses.
Copying an MMSI from an old owner or old radio
An MMSI belongs to the station assignment, not to whichever device happens to be installed. Reusing a previous identity can connect alerts and AIS reports to the wrong vessel and can interfere with rescue coordination.
Treating an online lookup as live and worldwide
MARS and VIVS have different scopes. MARS contains stations notified to the ITU Bureau; VIVS covers a North American AIS service area and can be delayed by up to two business days. Neither should be presented as a real-time, universal tracker.
Practical examples
A recreational boat with DSC VHF and AIS
The owner receives a nine-digit MMSI through the applicable national registration route and enters it into the DSC radio and AIS transponder. The vessel may also receive a call sign if its station license requires one. In operation, the radio uses the MMSI for a selective call, AIS broadcasts the MMSI with static data, and voice traffic uses the call sign when required.
A vessel record showing an MMSI but no call sign
That record is not automatically erroneous. The station may fall within an ITU-permitted case where a separate call sign is not compulsory, or the administration may maintain the fields differently. Confirm the requirement with the issuing authority before assuming a missing call sign needs to be created.
An AIS display shows a different call sign from the license
First verify that the displayed value is actually the call-sign field and not a vessel name or another static-data entry. Then check the AIS programming and the official record. Correct the equipment through the authorized service or operator procedure and allow for database propagation before judging the update unsuccessful.
Quick Recap
Which identifier should you provide?
| Situation | Provide first | Why |
|---|---|---|
| Programming a DSC radio | MMSI | DSC addresses stations by their maritime mobile identity. |
| Programming or checking AIS static data | MMSI, then call sign if the unit has a separate field | AIS broadcasts the MMSI and can broadcast the call sign as separate static information. |
| Identifying a station in a voice radio exchange | Call sign when the station’s procedure or license requires it | The call sign is the transmitting station’s alphanumeric identity. |
| Searching an international station record | Either MMSI or call sign, if known | ITU MARS accepts both, along with several other identifiers. |
| Checking a U.S. AIS discrepancy | MMSI and call sign as separate fields | USCG VIVS compares broadcast static data with official information. |
Key takeaways for owners and operators
- An MMSI is normally a nine-digit maritime identity used by DSC, AIS and certain other equipment.
- A call sign is a unique alphanumeric identity assigned to a transmitting radio station.
- The first three digits of a standard ship-station MMSI are the MID for the responsible administration.
- MMSI formats differ for some station and equipment categories, so do not force every identity into the ship-station pattern.
- A vessel can have both identifiers, but ITU rules do not make a separate call sign compulsory in every circumstance.
- Keep registration data and equipment programming accurate; in the United States, inaccurate MMSI use violates FCC rules and can hinder emergency response.
- Use ITU MARS for notified international station records and USCG VIVS for its North American AIS coverage, remembering that VIVS is not worldwide or real-time and may lag up to two business days.
- For assignment, changes or disputed records, follow the current instructions of the vessel’s responsible national administration.
