Mississauga City Council approved a motion on September 29, 2026, to establish a temporary Hyperscale Data Centre Task Force. The City’s recap headline says Council “proposes” a task force, but its account confirms the motion was approved. The task force is an input and transparency forum for a broader municipal policy review—not the measure that pauses development applications. That separate measure is an Interim Control By-law approved on September 16.
What the task force will do
The temporary task force is intended to provide input while City staff review policies and regulations for major digital infrastructure facilities. The City says it will receive regular updates and offer opportunities for stakeholder feedback and public reporting. The recap describes its role as “a forum for regular updates, public transparency and stakeholder input before any recommendations are brought forward to Council.”
Its proposed membership includes Members of Council, City planning staff, industry stakeholders and citizen members. The City’s recap does not identify individual members or explain how citizen and industry representatives will be selected.
The task force is to dissolve after the review is complete and Council has considered any recommendations. The City has not specified meeting dates or a confirmed date for a report or final recommendations. It has said an interim report will outline the study’s scope and timeline, without giving an exact presentation date.
How the task force differs from the development pause
The task force and the Interim Control By-law are separate measures with different purposes. The by-law is a temporary land-use control; the task force is a forum for input during the larger policy review.

What the City is reviewing
The City describes the review as a comprehensive examination of planning policies, zoning and development approvals for major digital infrastructure facilities. Its stated areas of consideration include:

These are topics for review, not conclusions already reached. The City has also said it will provide opportunities for public engagement. Its July 30 announcement set out the planned comprehensive review, and its September 16 announcement described the by-law and review context.
