On December 10, 2024, the U.S. Department of Commerce awarded Micron Technology up to $6.165 billion in direct funding through the CHIPS Incentives Program. The money supports planned memory-chip manufacturing facilities in Boise, Idaho, and Clay, New York. It is not the same as Micron’s later, company-wide plan to invest approximately $200 billion in U.S. manufacturing and research.
What Micron’s final award covers
Commerce announced the final award after due diligence and definitive agreements. Micron’s subsidiaries entered those agreements on December 9, 2024, according to the company’s Form 8-K. The Commerce announcement identifies Boise and Clay as the project locations.

The New York funding agreement specifies a maximum grant of up to $4.6 billion for two planned Clay fabs. The reviewed filing does not provide a complete state-by-state breakdown, so an exact Idaho allocation cannot be stated.

The award supports planned memory manufacturing capacity in Boise. Micron’s later expansion announcement identifies two planned Idaho fabs and names high-bandwidth memory (HBM) among the technologies targeted by the broader expansion.

Clay, New York
The New York agreement covers two planned fabs in Clay. Micron’s current New York project overview describes a possible four-fab complex developed over more than 20 years, subject to the company’s plans, public approvals and construction decisions.
Micron’s memory portfolio includes DRAM, NAND and NOR. The CHIPS award is therefore an industrial-manufacturing investment in memory production rather than a consumer subsidy for finished computer parts.

How Micron’s plan expanded after the award
On June 12, 2025, Micron announced a separate, much broader U.S. investment vision of approximately $200 billion. The company described that figure as approximately $150 billion for domestic memory manufacturing and $50 billion for research and development. It is a company investment plan, not the amount of the federal grant.

The later plan has a wider geographic and technical scope than the projects named in the original award. Its total should not be added to the federal grant or treated as money already spent.

Micron also said in June 2025 that New York ground preparation depended on completion of state and federal environmental reviews. That condition means a present-tense construction start or approval should not be inferred from the investment announcement alone.

What the CHIPS funding does—and does not—prove
- It is direct federal funding: the award was made through the CHIPS Incentives Program for specified Micron projects.
- “Up to” is important: $6.165 billion is the maximum announced award, while disbursement and project spending remain tied to the agreements, milestones and eligible work.
- The projects are planned: the award does not by itself demonstrate that every fab is complete, that projected jobs exist, or that scheduled output has begun.
- The $200 billion figure is separate: it is Micron’s later U.S. manufacturing and R&D vision, with a broader scope than the CHIPS grant.
Remaining details readers should treat cautiously
- The exact Idaho share of the federal award is not established by the available filing; reporting a precise Idaho amount would require the complete Idaho funding agreement.
- The latest Clay permitting decision and any revised New York construction timeline require current state and federal environmental records. The June 2025 company statement alone does not establish approval or a start date.
