A customer who bought a PowerSpec AI90 workstation containing an NVIDIA GeForce RTX 5090 Founders Edition at Micro Center’s Tustin, California, store said the retailer required photo ID and an “Advanced Computing Product Purchaser Declaration” before approving the sale. The reported form included a no-export declaration, but the account does not establish that this is a chain-wide Micro Center policy or that it applies to every RTX 5090 purchase.
What happened at the Tustin store
Tom’s Hardware reported a customer’s account of buying a PowerSpec AI90 prebuilt workstation with an RTX 5090 Founders Edition at Micro Center’s Tustin location. The buyer said a manager requested government-issued photo identification and completion of an “Advanced Computing Product Purchaser Declaration” before the transaction was approved. The account concerns the workstation, not necessarily a standalone graphics-card sale. Tom’s Hardware’s report reproduces the form’s name and wording.
The form reportedly asked for the purchaser’s legal name, address, phone number and email, along with identification details. It also requested the actual end user if different from the purchaser, where the product would be installed, and its intended use.
What the declaration says
As reproduced in the report, the form states: “Micro Center will not sell this product to a purchaser who intends to export, reexport, resell, transfer, or otherwise cause it to leave the United States, regardless of destination.” It also displays the warning “NO EXPORT – NO EXCEPTIONS.” Those are statements attributed to the retailer’s form, not a quoted explanation from a named Micro Center spokesperson.

What this report does—and does not—establish
Established
- One customer described being asked for photo ID and the declaration while purchasing an RTX 5090-containing PowerSpec AI90 workstation at the Tustin store.
- The reproduced form requests purchaser and end-user details, installation location and intended use, and states that the product must not be caused to leave the United States.
Not established
- Whether the same paperwork is required at other Micro Center locations.
- Whether it applies to every standalone RTX 5090 card sale, or only to the reported transaction or product configuration.
- Why Micro Center adopted the form; the reporting did not establish a public explanation from the retailer.
A separate report assesses that the document appears to reflect anti-diversion guidance but that this specific form does not appear to be federally mandated. That is the outlet’s assessment, not a definitive legal ruling. Read the separate report and its context.
How export controls fit into the story
U.S. export controls and licensing requirements apply to certain advanced computing products and destinations. NVIDIA’s 2026 annual filing describes the broader controls, including measures announced in October 2023. That background does not determine the current classification or licensing treatment of the exact RTX 5090 product in this transaction, and it does not establish why the store asked for the declaration. NVIDIA’s annual filing provides the company’s overview.
