Michigan’s Sept. 24, 2026 deadline required absentee ballots to be available for issuance, not necessarily in every voter’s mailbox. A Sept. 29 Votebeat report said voters in Antrim and Presque Isle counties were still waiting, and described late mailing or mailing that began after the deadline in several other jurisdictions. That was not evidence of a statewide failure, and the reported county status is not confirmation of what happened after Sept. 29.
If you are waiting for a ballot, check its status with Michigan’s official tracker and contact your city or township clerk. If it arrives, plan around the rule that a regular absentee ballot must reach the local clerk by 8 p.m. on Election Day, Nov. 3.
What Michigan’s Sept. 24 ballot deadline meant
The Michigan Department of State’s 2026 election calendar set Sept. 24 as the date absentee ballots had to be “available for issuance to voters.” Votebeat described the date as the statutory 40-day deadline to send ballots. The distinction matters: ballot printing and delivery to municipal clerks happen before local clerks can mail ballots to voters, and the calendar’s wording does not mean every voter had to have a ballot physically delivered by Sept. 24.

As reported that day, Antrim and Presque Isle county voters were still waiting. Waterford Township and Grayling reportedly mailed ballots Sept. 25. Farmington Hills, Commerce Township, Chocolay Township, and Klacking Township had ballots available for pickup by the deadline but did not begin mailing them until that week. No verified countywide update in the available reporting establishes whether all remaining voters in Antrim and Presque Isle received ballots by Oct. 3.

Votebeat also reported that more than 1.9 million voters were on Michigan’s permanent mail ballot list. That figure describes the list, not the number of voters affected by delays.
Why some ballots were delayed
Officials and the report pointed to a compressed period between the August primary and November general election. Primary results had to be finalized and general-election ballots prepared, while counties also had to arrange printing and delivery to municipal clerks. The report cited a limited pool of approved ballot printers and a concentration of final print orders in a short window.

Antrim County Deputy Clerk Annette Marcus said the county finalized primary results about a week before she prepared to send ballots to the printer. “I don’t know how, honestly, to get it out any faster,” she said. Her comment describes the county’s experience; it does not establish that every late jurisdiction faced the same constraints.
Jennifer Morrell, CEO and co-founder of The Elections Group and a former elections official in Colorado and Utah, recommended that counties use an absentee-ballot production plan to map tasks, owners, deadlines, vendor commitments, and internal bottlenecks. That is expert advice, not a finding that a missing plan caused the delays in these jurisdictions.

A separate Hamlin Township reprint
Hamlin Township had a distinct issue: ballots were being reprinted after a trustee facing recall died. A township notice said reprinted ballots would be mailed starting Oct. 1. The report treated this as a separate circumstance, not as evidence that printer capacity caused the broader delays.
What the report says about penalties
Votebeat reported that state officials described missed deadlines as not unheard of and said there is typically no penalty when a county has a plan to get ballots to voters as soon as possible. That is the report’s characterization of officials’ comments, not a complete legal analysis of possible consequences in every situation.

How to check whether your ballot was sent
- Use Michigan’s ballot tracker. The official service shows when the clerk sent an absentee ballot and whether the clerk received the voter’s completed ballot. Voters can also sign up for email notifications. The state notes that an in-person ballot return may not immediately appear as “received” in the tracker: Michigan ballot tracking.
- Contact your local clerk if the record is unclear or there is no update. Michigan directs voters to their city or township clerk for questions about mailing and receipt. Use the state’s official election information to find the appropriate local office: Michigan elections information.
What to do if your ballot arrives
Choose a return method that fits your location and the time remaining. Michigan lists prepaid mail, a secure local drop box, the clerk’s office, an early voting site, and—in most places—direct tabulation at the voter’s Election Day polling place. Detroit voters cannot tabulate an absentee ballot at a Detroit polling place on Election Day; they may return it to a drop box or clerk’s office. Check the state’s instructions for the options that apply to your location: Michigan absentee voting instructions.
- Mail: Allow enough time for delivery. The state encourages mailing at least two weeks before Election Day and says mailing is not recommended within 14 days of an election.
- Drop box: The ballot must be deposited by 8 p.m. on Election Day.
- Clerk’s office, early voting site, or eligible polling place: These provide an in-person return option, subject to local rules and hours.
For a regular absentee ballot to count, the local clerk must receive it by 8 p.m. on Nov. 3. A postmark by Election Day alone does not preserve a regular ballot for counting. A separate six-day receipt provision applies to military and overseas ballots postmarked on or before Election Day.

Can you vote in person if you requested an absentee ballot?
Yes. If you have an absentee ballot but have not returned it, Michigan says you may vote in person during early voting or on Election Day. You can submit the absentee ballot at the in-person location or spoil it and receive a new ballot. Once you cast a ballot at an in-person location, you cannot cast another.
The state calendar lists the 2026 mandatory early voting period as beginning Oct. 24. Confirm your local early-voting site and hours through official election resources before traveling.
