Mexico City’s permanent Type A licence for a new applicant costs MXN 1,500 and covers automobiles, not motorcycles. First-time applicants without a licence previously issued in CDMX must pass an evaluation. Because official instructions differ on whether that evaluation is online or in person, check the current SEMOVI/Llave CDMX workflow before booking or paying.
Who can apply—and who needs an evaluation?
SEMOVI says applicants who have never held a licence issued in Mexico City must pass the relevant evaluation to obtain the new permanent licence. Its first-time FAQ includes applicants with an address in CDMX or the State of Mexico who lack a prior CDMX-issued licence, and says an 18-year-old resident may apply if they pass.

A licence from another state does not remove the stated requirement for a prior CDMX licence: check SEMOVI’s current first-time route if you hold an out-of-state credential.

SEMOVI’s first-time FAQ lists these items for a new user:

The captured FAQ does not establish a complete, reliably current 2026 checklist or sequence. Check the live [SEMOVI vehicle-procedure portal] for the operative requirements and appointment information. The portal uses Llave CDMX to consult appointment generation and tracking information and lists “Licencia permanente” under “Todo 2026.” A service listing does not guarantee available appointment slots.
How to apply
- Open the SEMOVI service portal and sign in with Llave CDMX. Find the permanent-licence service and confirm the current instructions for first-time applicants.
- Check the evaluation route before scheduling. Official SEMOVI materials differ on whether the first-time evaluation is online or in person; see the explanation below. Follow the live workflow rather than relying on older instructions.
- Book the appointment shown in the current system. Confirm the module, date, required documents and whether the appointment is for the evaluation or another part of the procedure.
- Prepare the listed documents and complete the evaluation. Bring the printed appointment and the identification and proof of address specified by SEMOVI.
- Verify the fee concept, then pay and complete the issuance steps shown in the official workflow. The fee page lists separate amounts for a new permanent licence and a replacement. Confirm the correct payment line before paying.
Why the exam instructions need a live check
SEMOVI’s first-time FAQ search result describes a theoretical evaluation taken in person at a Macromódulo by appointment, but also displays a programme period ending in December 2025. By contrast, a December 3, 2024 [SEMOVI and ADIP announcement] describes an online exam accessed through Llave CDMX.
That 2024 announcement specifies 20 questions drawn from a pool of more than 200, 25 minutes, a passing score of 8.0, and up to two attempts per day. Those are the mechanics reported at the time, not confirmed October 2026 instructions. SEMOVI’s portal lists the service for 2026, but does not resolve which evaluation channel currently applies. Follow the live SEMOVI/Llave CDMX route for the current procedure.
Fees and licence options
The CDMX Finance fee pages list the following amounts. The permanent-licence figures are from the fee detail page; the three-year figures are from the broader licence-concepts list.

No. SEMOVI’s first-time permanent-licence FAQ says the newly issued credential authorizes driving automobiles only, not motorcycles. Do not assume that every credential described as “permanent” has the same scope: SEMOVI’s separate motorcycle FAQ indicates that an older permanent licence may cover both cars and motorcycles. Check the wording and category of your own credential before riding.
Appointments, modules and hours
Use the SEMOVI portal and Llave CDMX to check appointment information, location and current requirements. Module availability and hours can change. A June 5, 2026 SEMOVI notice said permanent, Type A and Type B licence modules continued operating during a separate vehicle-control service disruption; it listed weekday hours of 9:00–14:00 and 15:00–17:00, and Saturday hours of 9:00–13:00. Those are hours reported in that dated notice, not a guarantee of current hours or a complete module list. Consult the current [SEMOVI service notice] and appointment system before travelling.

Digital licence availability
In its December 3, 2024 announcement, SEMOVI and ADIP said the permanent licence could also be generated digitally through AppCDMX and would have the same validity as the physical credential. That dated statement does not establish that digital issuance is currently available through the app. Check AppCDMX and the live SEMOVI instructions for present availability.
