On August 29, 2023, Meta announced that it had removed thousands of accounts and Pages tied to what it called the largest known cross-platform covert influence operation. Meta said its investigation connected the activity across more than 50 apps, called the operation “Spamouflage,” and linked it to individuals associated with Chinese law enforcement. That is Meta’s attribution—not a court finding that the Chinese government directed every account.
What is Spamouflage?
“Spamouflage” is the name used in public threat research for a persistent, China-linked covert influence operation built from fake or hijacked accounts, coordinated posting and impersonation. The name describes a set of related activity observed at different times; it does not necessarily mean that every account in every report was active simultaneously or belonged to one unchanged network.
The operation has repeatedly favored volume and distribution. Operators have created or taken over accounts, amplified videos and articles, posed as people from the countries they were targeting, and pushed political or social narratives across several services. The activity has persisted even as its personas, subjects and techniques changed.
What did Meta take down in August 2023?
In its August 29, 2023 announcement, Meta said it removed thousands of accounts and Pages associated with Spamouflage. Chief Information Security Officer Guy Rosen wrote that Meta had “for the first time” tied the activity together as one operation and linked it to “individuals associated with Chinese law enforcement.”

Meta said the network targeted more than 50 apps. Its announcement named Facebook, Instagram, X, YouTube, TikTok, Reddit, Pinterest, Medium, Blogspot, LiveJournal, VKontakte and Vimeo, among others. The figure is Meta’s count, not an independently verified, complete inventory, and the announcement does not establish that each named service hosted the same volume of activity.

- Geographic reach: a network operating across many international platforms rather than only Meta’s services.
- Attribution: individuals associated with Chinese law enforcement, in Meta’s wording.
- Operational description: the largest known cross-platform covert influence operation, as Meta characterized it.
Meta directed readers to its second-quarter Adversarial Threat report for additional detail. Public material does not provide a complete account-by-account takedown list or the exact date on which every service removed related content.

Why the 2023 announcement was not the beginning
Graphika’s September 25, 2019 report, Spamouflage, had already described a network using hijacked or fake accounts on YouTube, Twitter and Facebook. The accounts amplified videos and attacked Hong Kong protesters. Graphika called it “an active and prolific, but ultimately low-impact, cross-platform political spam network in Chinese.”

The reports are snapshots of an evolving operation, not a single public roster of accounts.

The comparison shows persistence and adaptation: early video amplification, a broad cross-platform network identified by Meta, and later personas designed to look like U.S. voices. It does not prove that every account in these snapshots belonged to one continuously intact set of operators.
Who is behind Spamouflage?
The safest answer depends on whose finding is being described. Meta’s public claim is that it linked the operation to individuals associated with Chinese law enforcement. That wording does not establish that the entire Chinese government ordered every post, nor does it amount to a court judgment.

OpenAI’s 2024 case study separately reported that the FBI attributed some activity to a unit within China’s Ministry of Public Security. This is a chain of attribution—OpenAI reporting what the FBI attributed—not an independent finding by OpenAI or a published legal ruling. The public accounts do not establish a complete chain of command for all Spamouflage activity.

Some associated accounts used OpenAI models for operational tasks, including debugging code, researching social media, researching news and generating some content. OpenAI assessed the AI-generated material as a minority of the activity it observed.

That distinction matters. The evidence supports describing AI as an auxiliary tool in parts of the operation, not as proof that Spamouflage was an entirely AI-generated campaign. The broader activity still involved account creation or hijacking, persona management, cross-platform posting and distribution.
Did Spamouflage reach real people?
Operational scale and persuasive reach are different measures. Meta’s count of more than 50 targeted apps shows distribution ambitions, but it is not a measure of authentic audience size or influence.
OpenAI said none of the observed blogs, articles or social accounts gained high engagement or follows from real people. Graphika likewise reported that most of the U.S.-focused personas it identified failed to gain significant authentic traction. It did report one TikTok video with 1.5 million views in July, but that is a report-time figure for one video. Views alone do not show that viewers were authentic, that they accepted the message or that public opinion changed.
No general prevalence rate, success rate or independently measured total audience has been established in the public accounts cited here.
What the takedown does—and does not—show
- It does show: Meta connected clusters of activity across a large number of services and removed thousands of accounts and Pages in August 2023.
- It does show: researchers had identified related activity as early as 2019, and later reporting documented U.S.-focused impersonation and limited use of generative AI.
- It does not show: that all targeted platforms removed the same assets or did so on the same date.
- It does not show: that the operation ended after Meta’s action.
- It does not show: that every account was controlled by the Chinese government or that the campaign materially changed public opinion.
Public reporting does not supply a fully reconciled list of every participating platform, every removed account or the complete relationship among the 2019, 2023 and 2024 activity. What it does establish is a durable pattern: a cross-platform influence effort that repeatedly changed its presentation while generally struggling to win sustained, authentic engagement.
