Charlie was a CIA-developed, catfish-shaped underwater robot built to study aquatic robotics and explore discreet water sampling. The agency describes a concept in which it would swim upstream, collect a sample and return it to handlers. Public sources do not establish that Charlie carried out a real intelligence mission or produced useful intelligence.
What was the CIA’s robotic catfish Charlie?
Charlie was an unmanned underwater vehicle developed by the CIA’s Office of Advanced Technologies and Programs. The agency says it and a second catfish-shaped vehicle, Charlene, were developed to study aquatic robot technology. Charlie was designed to resemble a catfish rather than a conventional underwater vehicle.
The CIA’s museum artifact entry lists Charlie’s dimensions as 61 × 28 × 18 centimetres. Its body contained a pressure hull, ballast system and communications system, while propulsion was located in its tail. The CIA does not give a publication year for those specifications.

The CIA describes discreet water sampling as the intended use: deploy Charlie in a river, have it swim upstream to collect water, then return the sample to human handlers for testing. The agency names nuclear runoff and biochemical agents as examples of what scientists might test for. This is a proposed mission scenario, not confirmation that Charlie collected a sample in an operational setting.

The CIA’s 2024 account of animals in espionage likewise describes the catfish vehicles as technology studies. It does not identify a particular target, facility or group that Charlie monitored.
How was Charlie controlled?
The CIA museum says Charlie was controlled with a wireless, line-of-sight radio handset. The agency also lists maneuverability, speed, depth control, autonomy and radio communications among capabilities considered or studied. That list does not establish that Charlie completed a mission autonomously; the documented control method involved a human operator with a radio handset.

The museum entry does not provide a speed, operating depth, endurance or navigation-accuracy figure. Its dimensions describe the artifact, not how fast or how far it could travel.
How does Charlie fit into underwater-robot history?
Underwater vehicles can be built around different priorities. The fish-like Charlie was shaped to blend into an aquatic environment for the proposed sampling task. By contrast, the University of Washington Applied Physics Laboratory’s SPURV research vehicle, discussed by IEEE Spectrum, used a utilitarian torpedo-like form. The contrast illustrates how a vehicle’s shape can reflect its intended task; it does not establish that Charlie outperformed conventional designs.

IEEE Spectrum places unmanned underwater vehicles (UUVs), including autonomous underwater vehicles (AUVs), in uses such as scientific research, education and surveillance. Charlie is notable in that history for its biomimetic appearance and covert-sampling concept, but public sources do not supply matched performance data to compare it quantitatively with other UUVs.

The public record establishes the CIA’s technology-study purpose, the proposed water-sampling scenario and basic artifact details. It does not establish when Charlie was built more precisely than the broad 1990s context reported by IEEE Spectrum, how many field trials it completed, whether it collected a sample outside a demonstration, or whether it was sent against a real target.

IEEE Spectrum says details of Charlie’s missions remain unknown and whether it brought in useful intelligence is not known. The available accounts therefore support calling Charlie a CIA robotic-technology project with a spying-oriented use concept—not a confirmed successful spy mission.
