A Premier League independent commission found Manchester City liable under league rules on every charge except Charge 4(B). City denied the charges and lodged an appeal on 1 October 2026. The finding is not a criminal conviction, and the appeal means the case has not reached a final outcome.
What the commission found
The commission’s redacted core decision says, “The Club denied each of the Charges.” It found each charge proven except Charge 4(B). That exception matters: reports that say every charge was proved overstate the formal finding. The commission describes the core decision as a roadmap to the detailed appendices; together, those documents make up its decision and reasoning. Read the commission’s redacted core decision.
This was a finding under Premier League rules by an independent commission, not a criminal court verdict. The headline phrase “found guilty of cheating” comes from The Economist’s opinionated analysis headline, syndicated by Hindustan Times; it is not the wording of a criminal judgment or a phrase that changes the legal nature of the decision. What the charges covered
The case involved Premier League financial reporting and compensation information, compliance with UEFA financial regulations, the league’s profitability and sustainability rules, and cooperation with the league’s investigation. The table below uses The Independent’s grouped explanation of the 115 charges; it is a press summary, not a substitute for the commission’s charge-by-charge decision.

How the case reached a decision—and what happens next
The proceedings began in February 2023. The substantive hearing started in September 2024 and concluded in December 2024, according to the commission’s decision. Sky News reported on 2 October 2026 that City had filed its appeal the previous evening. Under the Premier League rules described in that report, a new three-person commission is to hear the appeal; Sky also notes possible later High Court proceedings concerning fairness. Neither the appeal outcome nor any later court process can be predicted from the filing alone. Sky News on the appeal filing.

What punishment could Manchester City face?
No sanction is established by the commission’s findings alone. BBC Sport reports that a separate sanction hearing is expected and identifies a fine, points deduction or demotion as possible outcomes—not penalties already imposed. Clubs have also sought legal advice about potential compensation claims, but whether any club has a viable claim and what any amount might be remain unresolved. Why the case reaches beyond one club
The consequences are not limited to the sanction process. The Economist argues that the case raises questions about Premier League integrity, club finances and the risks of regulation, including whether financial rules can constrain investment by mid-sized clubs. That is analysis, not a finding made by the commission. The Economist’s analysis, syndicated by Hindustan Times.

The Economist also reports an estimate of about £830 million in additional sponsorship-related revenue associated with the commission’s findings about sham sponsorship contracts. It should be treated as the publication’s estimate, not as a precise total stated here as an official commission figure. The Guardian discusses potential historical and financial repercussions but notes that the appeal remains outstanding; stripping titles would not automatically mean reallocating them to other clubs.
