Manchester City has filed its appeal against an independent Commission’s findings in the Premier League financial-rules case. City says the opinion contains legal, principled and factual errors; the appeal has not overturned the findings, and no sanction had been announced as of 3 October 2026.
What has happened in the Manchester City case?
City says it filed a comprehensive appeal at 7pm on 1 October 2026. The Premier League confirmed the appeal on 2 October. The club is appealing to the League’s independent Appeal Board, with the appeal lodged to the Chair of the Judicial Panel. The Premier League’s appeal notice confirms the filing and says the hearing will remain private and confidential until publication of the outcome is permitted.
The appeal follows an independent Commission’s decision. According to the Premier League’s public summary, the Commission found City guilty of all charges related to serious financial-rule breaches over the nine seasons from 2009/10 through 2017/18, and upheld three of four groups of alleged failures to cooperate with the League’s investigation. This describes the League’s summary of the decision, not a separate review of the full Commission opinion. The League’s statement on the Commission decision sets out its account of the findings.

“The 115 charges” is shorthand commonly used in public discussion; it should not be read as a single allegation or as 115 findings of the same kind. The Premier League says the Commission’s findings covered several categories, including alleged disguised sponsorship and other arrangements said to inflate income or reduce recorded costs, misstated accounts, spending-limit breaches under Premier League and UEFA rules, and failures to cooperate.

The League says the Commission found that sponsor arrangements artificially inflated revenue and reduced costs by more than £900 million. That is the League’s rounded figure. Associated Press reported more detail from the Commission findings: of £949.94 million recorded as sponsor payments, sponsors reportedly paid £119.25 million, while £830.69 million was attributed to Abu Dhabi United Group Investment & Development Ltd (ADUG). Those granular amounts are AP’s account; they are not the rounded figure published in the League’s summary. AP’s report gives that breakdown.
Why is Manchester City appealing?
City disputes the Commission opinion. In its statement, the club said it believes the opinion contains “clear material errors, of law, principle and fact” and is “unsafe.” City also says it is innocent and has evidence supporting its position. These are the club’s arguments in the appeal, not findings that the Commission decision was wrong. City’s appeal statement sets out its position.

Premier League Chief Executive Richard Masters has characterized the decision differently. The League quoted him saying the core decision establishes what happened at City during the period and that the club “systematically broke Premier League Rules for nearly a decade.” That is Masters’s description of the decision, not the Appeal Board’s eventual ruling. The League’s statement includes his comments.

What happens next in the Premier League case?
- The Appeal Board considers the appeal. The League says Appeal Boards have three members, including one who should have held judicial office. The Board may allow or dismiss the appeal, or make another order, including varying the Commission’s order. The hearing is private while the proceedings continue. The appeal notice and the League’s general process note describe the procedure.
- A separate Commission considers any sanction. The Premier League says sanctions will be considered separately by an independent Commission. Its rules include fines, points deductions and other sporting sanctions. Associated Press also lists reprimand and, at the extreme, expulsion as possible outcomes; these are possibilities, not penalties imposed or predictions. AP reports that no English top-flight team has ever been expelled. The League statement and AP’s report describe the possible consequences.
The stages matter: the Appeal Board’s decision on the case is not itself a published sanction decision. The League’s general account is that its investigation began in December 2018, a formal complaint followed in February 2023, and the 42-day hearing concluded in December 2024. The League statement gives that timeline.

Could Man City be deducted points or relegated?
A points deduction is among the sanctions the Premier League says its rules allow, but no penalty had been announced as of 3 October 2026. AP identifies expulsion as an extreme possible outcome and says no English top-flight team has ever been expelled; that does not establish that City will be relegated or expelled. Any sanction remains contingent on the separate process and its outcome.

The Premier League has not given a public date for the outcome in the cited statements. It says it intends for the full process, including appeals and relevant publication, to conclude as soon as possible. Because the hearing remains private until publication is permitted, there is no confirmed public schedule to report. The appeal outcome and any sanction are both unresolved as of 3 October 2026.
