If your Mac’s top menu bar seems frozen, first check whether it is simply hidden. If it is visible but unresponsive, relaunch Finder, then try a normal restart. Force a shutdown only when the Mac will not restart normally, because unsaved changes may be lost.
Check whether the menu bar is hidden
Move the pointer to the top edge of the screen. A hidden menu bar should appear. If it does, adjust its visibility behavior in Apple menu > System Settings > Menu Bar. Under “Automatically hide and show the menu bar,” choose the behavior you want: Always, On Desktop Only, In Full Screen Only, or Never. The exact appearance of settings can vary by macOS version. Relaunch Finder if the bar is unresponsive
Finder is always open, and Apple recommends relaunching it if it stops responding. Press Option-Command-Esc to open the Force Quit window, select Finder, then click Relaunch. This is a targeted recovery step before restarting the whole Mac. Apple’s Force Quit instructions document this procedure.

If the menu bar is still stuck and the Mac accepts input, choose Apple menu > Restart. A normal restart is preferable to cutting power because it gives macOS the opportunity to close apps and processes. Save any open work first if you can. See Apple’s restart and shutdown guidance.

Force a shutdown only if the Mac will not restart
If the Mac is entirely unresponsive or cannot restart through the Apple menu, hold its power button for up to 10 seconds until it turns off, then press the button again to start it. On a laptop with Touch ID, hold the Touch ID button. This forced shutdown can discard unsaved changes, so use it only when a normal restart is unavailable. Apple notes that steps can vary by Mac model in its startup and shutdown instructions.
Investigate if the problem keeps coming back
A recurring freeze does not by itself identify a particular cause. Check for available macOS updates, consider whether the issue began after connecting a peripheral, and review recently installed third-party plug-ins or interface enhancements. Apple’s app troubleshooting guidance includes checking for updates and disconnecting accessories; Safe Mode is another Apple-documented way to investigate startup-related software problems.

Use Safe Mode as a diagnostic step
Safe Mode starts the Mac in a limited environment to help identify software that loads during startup. The startup procedure differs between Apple silicon and Intel Macs, so use Apple’s instructions for your model: start your Mac in safe mode. If the menu bar works in Safe Mode but the issue returns during a normal startup, that is useful evidence to narrow the investigation; it does not prove which app or extension is responsible.
Activity Monitor is an advanced option
Activity Monitor can show processes marked “Not Responding.” Select a process and use its stop control to choose Quit or Force Quit. Quit allows the process to exit when safe; Force Quit ends it immediately. Forcing a process to stop can lose data in open files or affect apps and processes that depend on it. Apple’s Activity Monitor guide explains the distinction. Do not routinely terminate a named system process as a menu-bar fix: a process that appears unresponsive is not necessarily the cause, and stopping it may have side effects.
