Keep the link activity that earns a reference because it helps the people who read it. Cut anything whose main purpose is to manufacture ranking credit. That test, drawn from Google’s current link spam and search guidance, is the most reliable way to audit a link-building plan going into 2027.

Google has not published a 2027 rulebook, so this is a forward-looking application of guidance as it reads in October 2026. It is not a forecast of future ranking changes, and it does not promise any ranking result from keeping a particular tactic.

Why purpose decides the audit

Google defines link spam by manipulative purpose rather than by the tactic alone. The same guest article can be a legitimate editorial reference or a policy violation, depending on whether a payment changed hands, whether the anchor text was engineered, and whether the page exists to be linked. Google’s Search Central documentation states the underlying idea plainly: “Google uses links as a signal when determining the relevancy of pages and to find new pages to crawl.” Links are useful to Google when they reflect a real editorial judgment. They lose that value when they are bought or built to look like one.

Keep: the activity that earns a reference

Original resources people cite

Publish original information, reporting, research, analysis, or tools that serve a real audience. Google’s helpful-content guidance asks whether a page offers original information and substantial additional value. A resource that passes that test is the kind of thing other publishers reference on their own initiative, and that unprompted reference is the link worth having.

Promotion aimed at the intended audience

Google’s SEO Starter Guide notes that it primarily finds pages through links and recommends making people aware of your site. Treat promotion as discovery and audience-building: contact the people who would genuinely use the resource, tell them what it does, and accept that nothing guarantees a link or a ranking change.

Crawlable, descriptive links on your own site

Google generally follows links that are written as HTML <a> elements with an href. Use concise, descriptive, natural anchor text that matches the destination. Connect related pages in context so readers and Google can understand how the site fits together. Google says there is no ideal number of links per page, so judge each link by whether it helps a reader.

Rank #2

Qualified advertising and sponsorship

Advertising and sponsorship placements are allowed when the link does not pass ranking credit. Google’s examples of qualifying attributes are rel="nofollow" and rel="sponsored". Keep the placement only if the qualification is actually implemented and the commercial relationship is clear to readers where that matters.

Outreach judged on relevance and usefulness

Decide whether a placement or outreach effort merits time by asking whether the linking page reaches people for whom the resource is useful, whether the editorial reason would hold without the link, and whether the relationship produces referral traffic or a useful contact. These are editorial decision aids drawn from Google’s examples. They are not an official Google scoring formula.

Cut: activity built to manufacture credit

Google’s link spam examples describe the following patterns. Each one is a reason to stop, not a tactic to redesign until it looks acceptable.

  • Paid links intended to pass ranking credit, including payment, goods, or services exchanged for a link.
  • Excessive reciprocal linking, including partner pages created only to cross-link.
  • Automated link creation, including scaled programs whose purpose is ranking manipulation.
  • Low-quality directory and bookmark links, distributed widget links, template footer links, and optimized forum-comment or signature links.
  • Paid placements that pass credit or use optimized anchors, such as guest posts, advertorials, native ads, or press releases whose link is meant to move rankings.
  • Low-value content made to manipulate linking or ranking signals. Relabelling thin pages as a “linkable asset” does not change their purpose.
  • Expired-domain repurposing done mainly to manipulate rankings with content that gives users little or no value.

Qualify before you cut: guest posts and partner content

Guest posting is not automatically a violation. Google’s policy examples target specific conditions: a paid link that passes ranking credit, optimized anchor text used to manipulate rankings, and low-quality content produced to manipulate links. An unpaid guest article for a relevant audience, with a natural link and no credit-seeking motive, sits outside those examples. A guest article bought for its link, with a keyword-rich anchor, does not. Describe the risk by those conditions rather than banning the format.

The same logic applies to partner pages. A page that genuinely helps readers and links to a partner in context is different from a directory of cross-links that exists only to exchange credit.

Decision table for borderline cases

When a tactic does not fall clearly into either list, compare it on these axes.

Axis Points toward keep Points toward cut
Reader and topical relevance The linking page reaches readers for whom the resource is useful, and the reference fits the surrounding text. The link sits where no reader would expect it, such as an unrelated footer or a sidebar of partners.
Editorial reason The publisher would reference the resource even if no link were involved. Ranking credit is the main thing being bought or exchanged.
Link qualification A paid or sponsored link carries rel="sponsored" or rel="nofollow". A paid link passes credit with no qualification.
Usefulness beyond a backlink The work yields a referral, a relationship, or an original asset that stands on its own. The only output is the link itself.
Effort and policy risk Work is manual, limited in scale, and anchors are natural. The tactic relies on automation, mass placement, optimized anchors, or thin content.

If a manual action has already hit the site

Search Console reports unnatural incoming links in its “Unnatural links to your site” report. Google’s recommended recovery sequence is:

  1. Review Google’s link spam policy and identify which of your incoming links match the patterns above.
  2. Download the link data from Search Console and inspect each flagged link rather than working from memory.
  3. Ask the site owners to remove the links, or to prevent them from passing PageRank by qualifying them.
  4. Use the disavow tool only for links that could not be removed, and only where that is appropriate.
  5. Submit a review request after remediation.

Do not disavow every backlink in bulk. Google warns that blanket disavowal is not a good-faith substitute for removal efforts, and organic links should not be disavowed. The same logic applies in reverse for outgoing links: the “Unnatural links from your site” section asks you to find paid or policy-violating outgoing links and remove them or qualify them so they no longer pass PageRank.
