Neither channel is universally better. Linear TV is usually the stronger starting point when you need broad, scheduled reach around premium live or tentpole programming. Connected TV (CTV) is usually better when you need precise audience or geographic targeting, incremental reach beyond linear viewers, programmatic buying, faster optimization, or outcome-oriented reporting. For many campaigns, the most defensible answer is a coordinated plan that uses linear TV for scale and CTV for extension and precision, measured with deduplicated reach and frequency.
The right choice depends on your objective, geography, audience size, budget, required reach, acceptable frequency, inventory quality and measurement design—not on a blanket claim that streaming is cheaper or that broadcast is obsolete.
What linear TV and CTV advertising actually mean
Linear TV
Linear TV is scheduled broadcast or cable programming delivered at a set time. Advertisers commonly buy it through upfront commitments, scatter markets, sponsorships or local spot schedules. Planning uses ratings, gross rating points (GRPs), target rating points (TRPs), reach, frequency and cost per rating point. A spot reaches whoever is watching that program or daypart in the purchased market; the buyer generally selects the program, time, market and demographic guarantee rather than an individual household.

Connected TV is video delivered through an internet-connected television, smart-TV operating system, streaming box, game console or similar device. It includes ad-supported streaming services and digital-network television inventory. Depending on the platform and deal, buyers can use audience, geographic, contextual and device-level segments, then buy directly, through a private marketplace, an open exchange or programmatic guaranteed inventory. Reporting may include impressions, completed views, reach, frequency, conversions or lift, but definitions differ materially between providers.

CTV is not identical to all online video. A CTV impression is normally viewed on a television screen or TV-connected device, while desktop and mobile video are separate environments. A cross-media plan should state which screens and inventory sources are included.
What the market data says—and what it does not
Viewing and advertising are moving toward internet-delivered television, but the shift does not make every linear placement ineffective. IAB and PwC projected combined TV and CTV spending to grow by more than $12 billion from 2023 through 2027, with CTV/OTT the fastest-growing media channel in 2024. Nielsen reported that 56% of global marketers planned to increase OTT/CTV spending in 2025, up from 53% in 2024. IAB estimated CTV advertising spend at $20.3 billion in 2023 and $23.6 billion in 2024, a 16% year-over-year increase, and projected $26.6 billion for 2025. The same IAB analysis projected digital video would represent nearly 60% of total TV/video advertising spend in 2025.
These are market-level estimates and projections, primarily global or U.S. depending on the report. They describe adoption and spending, not the return a particular campaign will achieve. Inventory availability, privacy rules, audience definitions and measurement products vary by country and change quickly.
| Indicator | Reported value | Qualification |
|---|---|---|
| Marketers planning to increase OTT/CTV spend | 56% for 2025 | Global Nielsen survey; 53% reported the same intention for 2024 |
| CTV ad spend | $20.3 billion (2023); $23.6 billion (2024) | IAB estimates; 2024 represented 16% year-over-year growth |

Nielsen also found that only 36% of media channels globally—and 20% in the United States—performed above average for both sales and awareness in its analysis. Campaigns that put more than 85% of budget into one channel reached at most 17% of the target audience in the analyzed results, while diversified campaigns reached 90% across CTV, desktop and mobile. Those figures are observed campaign results, not a universal guarantee or a recommended budget split.
Linear TV vs. CTV: the practical differences
| Decision axis | Linear TV | Connected TV |
|---|---|---|
| Reach pattern | Broad, scheduled reach; particularly powerful for live events and mass audiences | Incremental and addressable reach, including lighter-TV viewers and streaming-only households |
| Targeting | Market, program, daypart and demographic buying | Audience, geography, contextual and device-level options, subject to each platform |
| Buying methods | Upfront, scatter, sponsorship and local spot schedules | Direct, private marketplace, open exchange and programmatic guaranteed deals |
| In-flight control | Limited once spots are scheduled; make-goods and cancellations depend on the contract | More flexible pacing, audience and creative controls, within inventory and platform limits |
| Typical measurement | Ratings, GRPs/TRPs, reach and frequency, often finalized after the campaign | Impressions, completed views, reach, frequency, conversions or lift; definitions and deduplication vary |
| Context and scale | Established premium context and simultaneous mass attention | Growing premium inventory, fragmented across apps, publishers and devices |
| Cost planning | Compare CPM, cost per rating point, market scale and minimum buys | Compare CPM, cost per completed view, target reach and incremental reach; a low entry price does not guarantee efficient scale |
Google’s planning tools can estimate reach, frequency, CPM, TRP and cost per TRP across linear TV, CTV and other digital channels. Google cautions that forecasts do not guarantee performance. Use such forecasts to make assumptions comparable, not to treat an estimate as a promise.
When linear TV is the better starting point
National or broad local awareness
Linear TV can deliver a large number of people in a short, scheduled window. If the target is most adults in a market rather than a narrowly defined segment, broad distribution may be more efficient than paying for precise digital selection. This is especially relevant for household products, public-service messages, major launches and brands whose potential buyers are widely distributed.
Live and tentpole programming
News, sports, award shows and other appointment viewing create simultaneous attention and social conversation. Sponsorships, integrations and high-demand placements can provide context that a run-of-network digital impression cannot replicate. Premium inventory may command a premium price, so compare the cost of the quality and concentration of attention—not just the nominal CPM.

Advertisers with reliable local sales data, broad geographic coverage and an experienced station or cable-buying operation may already have benchmarks for rating delivery, make-goods and market reach. Linear remains useful when those operational relationships and guarantees matter more than individual impression-level controls.
Audiences for whom narrow segments add little value
If nearly every household in the target geography is a plausible customer, detailed behavioral segments can reduce scale without improving relevance. In that case, select programming and dayparts that index well against the broad audience, then validate actual delivery with an independent measurement source rather than relying only on a seller’s projected rating.

When CTV is the better starting point
Specific audience or geographic requirements
CTV can select by geography, audience attributes, context or device signals, depending on the platform and data permission. That helps a regional service avoid paying for national exposure, or lets a marketer reach a defined customer group that is poorly represented in a general TV schedule. Confirm how the segment is built, its recency, minimum audience size and whether the provider can report on-target delivery independently.
Incremental reach beyond linear TV
People who watch little or no broadcast and cable can still watch streaming television. CTV can extend a linear schedule to those lighter viewers and to streaming-only households. The relevant metric is incremental reach against the linear audience, not the sum of two platform-reported reach numbers.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitchesProgrammatic access and operational flexibility
Programmatic CTV can provide centralized pacing, frequency controls, audience suppression and creative rotation. It is easier to move budget among eligible inventory than to renegotiate every scheduled linear spot. Flexibility is not unlimited: platforms can cap frequency differently, withhold user-level data, restrict categories and run out of desirable inventory.
Outcome-oriented reporting
IAB’s 2024 buyer research found business outcomes were the top KPI for 54% of CTV buyers. CTV can connect exposure to a site visit, app event, lead, store-visit study or sales-lift analysis more directly than traditional ratings, provided the conversion event and attribution method are defined in advance. Two-thirds of buyers in the same research reported measurement problems, so “trackable” does not mean automatically accurate.
Is CTV cheaper than linear TV?
There is no universal cheaper channel. CTV may have a lower apparent entry cost because a buyer can purchase a small audience or a modest impression volume. That does not establish lower cost per qualified reach, lower cost per completed view or better business results. Fragmented inventory, data fees, verification, minimums, frequency waste and limited scale can raise the effective cost.
Linear TV can look expensive on a CPM basis while delivering broad, simultaneous reach that a collection of CTV deals would need many impressions to match. Conversely, a national linear schedule can waste money when only a small geography or audience matters. Compare like with like:
- Use the same geography, audience definition, flight dates and budget for both scenarios.
- Calculate CPM and cost per target reach, not CPM alone.
- For linear, include cost per rating point, TRP delivery, minimum buys and expected make-goods.
- For CTV, include data, platform, verification and measurement fees, plus completed-view rate and frequency distribution.
- Value incremental reach separately from duplicated exposure.
A forecast is an input to negotiation and planning. It is not evidence that either channel will produce a lower acquisition cost after launch.
Which channel gives better reach?
Linear generally wins on rapid, broad reach among people watching scheduled television, particularly during major live programming. CTV generally wins when “better reach” means reaching a specific segment, a particular geography or people underrepresented in linear viewing. A campaign can have high gross reach and still miss its target, or achieve strong on-target reach while failing to scale.

- Total reach: the estimated number of people or households exposed.
- On-target reach: the portion matching the agreed audience definition.
- Frequency distribution: how many received one, two, three or more exposures.
- Incremental reach: people reached by one channel who were not reached by the other.
Do not add linear reach and CTV reach unless the measurement system can deduplicate people or households. Device counts, cookies, app IDs and co-viewing can otherwise make the total look larger than the actual audience.

One free scan finds every outdated or missing driver and matches the right update for your exact hardware.Free scan · exact hardware matchCan CTV target customers more precisely?
Often, yes—but precision depends on the signal and the provider. A CTV segment may be based on declared information, modeled behavior, household data, contextual content or a device graph. Ask whether the segment is person-level or household-level, how frequently it is refreshed, which geography it covers and what percentage of impressions are expected to be on target. Privacy restrictions and platform policies may prevent the buyer from seeing the underlying identifiers.
Linear targeting is broader but not indiscriminate. Program selection, daypart, market and demographic ratings can align a schedule with likely customers, and a trusted editorial environment may improve attention or brand suitability. The trade-off is less individual-level control and slower optimization.
How to choose: a campaign decision workflow
- Define the business objective. State whether success means awareness, consideration, leads, sales, store visits or another measurable outcome. Choose a primary KPI and a secondary diagnostic metric.
- Set the audience and geography. Document age or demographic requirements, customer or prospect definitions, serviceable ZIP codes or markets, exclusions and the estimated audience size.
- Set reach and frequency requirements. Decide the minimum on-target reach, desired average frequency, maximum tolerable frequency and campaign dates. A launch requiring broad awareness in two weeks has different channel needs from an evergreen lead campaign.
- Build three scenarios. Model linear-only, CTV-only and blended plans using the same audience definition, creative length, budget, flight and assumptions. Request estimated reach, frequency, CPM, CPP or cost per target reach for each.
- Evaluate inventory quality. For linear, review programs, dayparts, market coverage and guarantees. For CTV, review apps, publishers, content categories, device mix, ad load, completion expectations, fraud or invalid-traffic controls and whether the inventory is direct or resold.
- Check operational requirements. Confirm creative specifications, trafficking deadlines, tags or pixels, brand-safety controls, cancellation terms, make-goods, data fees and who owns reporting.
- Predefine measurement. Choose a reach-and-frequency source, conversion window, lift or attribution design, co-viewing treatment and rules for invalid traffic before launch. Make sure every vendor uses the same definitions.
- Test when uncertainty is material. Use a geographic holdout, phased flight or controlled budget split where feasible. Compare incremental outcomes rather than platform totals, then reallocate according to independent, deduplicated results.
How to build a blended linear-and-CTV plan
Assign each channel a job
Use linear TV to establish broad reach, provide premium live context or cover markets at scale. Use CTV to extend to lighter viewers, refine geography or audience, control exposure and test outcome-oriented creative. The assignment should be explicit; otherwise both channels may buy the same people repeatedly.
Set one shared reach target
Start with a target such as “reach 70% of adults in the service area at least twice,” then allocate toward the least expensive source of incremental on-target reach. Do not set separate goals such as “one million linear impressions plus one million CTV impressions” and call the sum reach.
Coordinate suppression and sequencing
Where the technology and privacy permissions allow, suppress people already exposed on one channel, or sequence messages so that CTV follows a broad linear introduction. If the systems cannot share a privacy-safe audience key, label the plan as an estimate and use independent cross-media measurement after the flight.
Use a cross-media measurement system
Google Cross-Media Reach can deduplicate reach across campaigns, evaluate on-target demographics and estimate incremental reach against traditional linear TV where licensed third-party data is available. Nielsen says cross-media systems should be independent and transparent, cover the relevant market, use person-level calibration and account for co-viewing. Confirm product availability, licensing and methodology for your geography before relying on a report.
How to measure CTV conversions without misleading yourself
Define the exposure event
Decide whether an exposure means an ad served, an ad rendered, a completed view or a minimum viewable duration. A completed-view count is not interchangeable with an impression count. Record whether the platform measures a household, device or person.
Specify the attribution window
Write the post-view and post-click windows before launch. A long post-view window can claim conversions that would have happened without the ad; a very short window can miss a legitimate delayed response. Keep the window consistent across vendors when comparing results.

Separate attribution from incrementality
Platform-reported conversions usually credit users or households associated with an exposure. They do not by themselves prove that the exposure caused the outcome. Use a randomized holdout, matched-market test, conversion lift study or sales-lift analysis when the decision requires causal evidence.
Audit quality and duplication
Request invalid-traffic and fraud filtering, co-viewing assumptions, identity-match rates, frequency caps and the treatment of households that use multiple devices. Reconcile delivered impressions with the ad server, publisher and measurement provider. Investigate large discrepancies before optimizing toward a number that may be defined differently from the other channel’s number.

Choosing on CPM alone
Problem: The cheapest impression comes from a large pool that delivers little on-target or incremental reach.
Fix: Compare cost per on-target reach, completed view and incremental person reached, with all data and measurement fees included.
Counting platform totals as unique people
Problem: Linear ratings, CTV devices and app reports are added together, double-counting co-viewers and people who saw both channels.
Fix: Use an independent deduplicated system or label the result as unduplicated delivery and avoid calling it unique reach.
Assuming every CTV impression is premium
Problem: Open-exchange inventory can vary in content quality, ad load, resale path and fraud exposure.
Fix: Require app and publisher transparency, supply-path information, brand-safety controls and invalid-traffic reporting.

| Campaign situation | Likely starting emphasis | Reason | Watch-out |
|---|---|---|---|
| National product launch with a broad adult audience | Linear-led, with CTV extension | Fast mass reach and live or premium context, plus incremental streaming viewers | Deduplicate reach and control repeated exposure |
| Service available in only a few metro areas | CTV-led or local linear plus CTV | Geographic controls reduce wasted coverage | Check local inventory scale and segment accuracy |
| Retail promotion with a short flight and measurable store action | Blended test | Linear can create awareness while CTV supports geographic sequencing and lift analysis | Define store-visit methodology and attribution window before launch |

| Niche B2B audience | CTV test with carefully validated segments | Audience selection may outperform broad TV waste if sufficient scale exists | Small segments can cap reach and increase frequency |
| Performance campaign requiring rapid creative rotation | CTV-led, possibly with linear support | Programmatic pacing and creative controls | Do not optimize to inconsistent platform conversion definitions |
Questions to put in every media proposal
- What exactly counts as an impression, completed view, reach and conversion?
- Is the audience person-level, household-level or device-level?
- What percentage of delivery is expected to be on target, and who verifies it?
- Which markets, apps, publishers, programs and devices are included or excluded?
- How are co-viewing, shared devices, identity matches and frequency caps handled?
- What are the minimum spend, data, verification, platform and measurement charges?
- What is the make-good or credit policy for underdelivery, invalid traffic or inventory failure?
- Can the provider deliver deduplicated reach and incremental reach against the other channel?
- Which data, privacy and geographic limitations apply to targeting and measurement?
- When will the final report be available, and can the underlying definitions be audited?
Is linear TV still worth it?
Yes, when its broad reach, live context, market-level buying or simultaneous attention matches the objective and the delivered audience can be measured. It is not automatically worth it when a campaign needs narrow geography, precise audience selection or rapid optimization that a scheduled buy cannot provide. The practical test is whether linear adds efficient on-target or incremental reach after CTV and other channels are considered.
CTV is not automatically the replacement. Its growth, targeting and reporting advantages come with fragmentation, changing platform rules and measurement uncertainty. A disciplined plan treats both as tools: define the outcome, model comparable scenarios, assign each channel a job, and judge the result with independent, deduplicated evidence.

Should a small advertiser split its entire budget between linear TV and CTV?
Not automatically. First determine whether the budget can buy enough reach and frequency in either channel to produce a measurable result. If a split would leave both channels below useful scale, test one channel in a defined geography or phase, then add the other when incremental reach can be measured.
How often should a blended TV plan be rebalanced?
Set review points around delivery milestones rather than making daily changes from noisy platform data. Rebalance when independent reporting shows a material gap in on-target reach, excessive frequency, underdelivery or incremental performance, while honoring linear make-good and cancellation terms.
Does streaming inventory eliminate TV ad clutter?
No. Ad load and pod position vary by app, publisher, device and program. Ask for pod position, frequency and completion reporting, and compare the viewing environment—not merely the delivery channel.
What should be written into the insertion order about measurement?
Specify the source of truth, event definitions, attribution windows, co-viewing treatment, invalid-traffic filtering, deduplication method, reporting schedule and the remedy for discrepancies or underdelivery.
