Alan T Kelly’s letter to the Irish Examiner, published on 2 October 2026, argues that child poverty in Ireland should be treated as a national emergency. It cites “some 200,000 children” living below the poverty line, but the letter’s page does not identify the source, year or definition behind that estimate. The latest child-specific CSO figure in the cited official data is 7.8% in consistent poverty among children aged 0–17 in SILC 2025, based on income from 2024.
What the letter argues
Writing from Castlewarden, Co Kildare, Alan T Kelly challenges the contrast between claims of economic success and the hardship faced by children and families. He argues that economic performance should not be celebrated without asking who benefits, and calls on government to treat child poverty as an urgent national concern. The letter names banks, multinationals, investors, landlords and political parties in making its case; those references are part of the writer’s political argument, not independently established findings in the letter.
Its closing question is: “If hundreds of thousands of Irish children living in poverty isn’t a national emergency to this Government, I would love to know what is.”

The letter gives an approximate figure of 200,000, but does not document how it was calculated or what it means by “below the poverty line.” The Central Statistics Office’s latest child-specific measure cited here is different: in SILC 2025, 7.8% of children aged 0–17 were in consistent poverty, down from 8.5% in SILC 2024. These figures should not be treated as interchangeable. The letter’s approximate headcount has no stated measure or reference period on the page; the CSO figure is a percentage for a defined age group and a specific poverty measure. Converting that rate into a number of children would require a population denominator that matches the age group, period and definition.
What do “at risk of poverty” and “consistent poverty” mean?
The CSO uses distinct measures that describe different aspects of hardship:
- At risk of poverty: equivalised income below 60% of the national median income. It is a relative-income measure; being below the threshold does not, by itself, establish whether a household cannot afford basic items.
- Consistent poverty: being both at risk of poverty and experiencing enforced deprivation. It combines low income relative to the national median with difficulty affording essentials.

For context, the CSO reported that 12.6% of the overall population was at risk of poverty and 4.7% was in consistent poverty in SILC 2025. Those are all-person rates, not child-specific figures, and the income reference period is 2024. CSO: SILC 2025 poverty release

Why the distinction matters
A relative-income threshold shows how a household’s income compares with the national median. The consistent-poverty measure adds evidence of material hardship, as defined by the CSO’s deprivation indicators. Each can inform discussion of poverty, but they answer different questions. Without a stated definition, the letter’s “below the poverty line” figure cannot be directly compared with either CSO measure.
The letter’s central political challenge remains separate from that statistical distinction: whether economic success is reaching children and families who need support. Kelly puts it this way: “If the Government cannot protect children from poverty, perhaps it should stop congratulating itself on how well the economy is doing.”
