The Legal Aid Agency (LAA) says attackers accessed and downloaded a significant amount of personal data held in its online digital service. The possible exposure covers applications made through that service from 2007 to 16 May 2025, but the government has not confirmed that every applicant was affected or published a final number of people involved. Key LAA services have since been restored, while the incident continues to create privacy concerns and operational consequences for legal-aid providers in England and Wales.
What happened in the Legal Aid Agency breach?
The Ministry of Justice says it became aware of a cyber-attack on LAA online digital services on 23 April 2025. The initial investigation focused on possible compromise of legal-aid provider details. On 16 May, the department discovered that the intrusion was more extensive and that attackers had accessed a large amount of applicant information. The affected online services were taken offline that day. (c001)
The LAA’s 2024–25 annual report says its systems had been breached from December 2024 and that data was exfiltrated from January 2025. The incident notice was first published on 19 May 2025 and updated on 31 July 2025. That update extended the possible application period back to 2007, rather than 2010, and said information about partners of applicants could also be included. (c001, c004)

The official notice covers people who applied for legal aid through the LAA digital service between 2007 and 16 May 2025. This is a potential scope, not a finding that every person in that period had data accessed. The incident concerns the LAA service used by legal-aid providers to record work and receive payment; it was not described as a breach of every UK justice system. (c001, c004)

Was my legal-aid data stolen?
There is no published, person-by-person confirmation for all applicants. In a written answer dated 19 June 2026, the Ministry of Justice said the volume and long timespan of the data, together with fragmented, unstructured and incomplete records, made identification difficult. It said that in many cases identifying specific individuals may be impossible. The same answer said that, as far as the department was aware, no data had been shared or placed in the public domain at that time. (c003)
That statement does not establish that no one was affected, nor does it rule out future misuse or disclosure. It means the authorities have not supplied a final verified list or total. The minister, Sarah Sackman MP, said on 19 June 2026 that the government expected to be in a better position to outline how many people were potentially impacted later that month; that was an expectation, not a final count. How the breach affected lawyers and legal-aid applicants
The LAA’s annual report calls the operational effect “profound”. It says contingency arrangements were introduced to keep legal aid available and support providers. (c004)
The House of Commons Justice Committee later reported evidence that some providers had to turn away new clients, including people seeking help connected with domestic abuse. Its report also recorded claimant distress, concerns about whether notification was adequate and difficulties obtaining information about individual exposure. Those findings describe evidence considered by the committee; they should not be read as a claim that every provider or claimant experienced the same outcome. (c005)

The Law Society has separately described disruption to providers and called for investment and support for LAA digital systems. Those are the society’s policy requests, not an announced compensation scheme or established legal remedy. (c006)
Are LAA online services back?
The current GOV.UK incident hub, updated 29 May 2026, says access to key LAA online digital services has been restored for England and Wales. Operational instructions and contact routes can change, so providers should use the live incident hub rather than relying on an old telephone number or copied web address. (c002)

What should applicants do now?
- Be alert for impersonation. Watch for unexpected calls, emails or messages claiming to be from a solicitor, the LAA, a court or another official body.
- Check identity independently. Do not provide information merely because a caller knows details about an old legal-aid application. End the call and use a trusted, independently located contact route to verify it.
- Review passwords. The LAA notice advises particular care with passwords that may have been exposed. Change reused passwords and use a unique password for each important account.
- Follow specialist guidance. The notice directs readers to the National Cyber Security Centre’s advice on phishing, account security and suspicious contact.
- Use the current official channel for questions. The GOV.UK incident hub lists the LAA customer-service and case-specific routes currently available. Do not assume a historic contact detail is still valid. (c001, c002)
What lawyers and providers should tell clients
- Explain that the government describes the exposure as possible and has not confirmed that a particular client’s record was accessed.
- Warn clients that criminal-history, financial and identity information may be involved, so convincing impersonation attempts are possible.
- Use the current LAA operational guidance for provider and case queries, especially where a matter was handled during the service outage.
- Record and escalate suspicious approaches through the firm’s normal information-security and safeguarding procedures.
Warning about sharing the breached data
The official incident notice says an injunction prohibits sharing the breached data and warns: “Anyone who does so could be sent to prison.” That warning concerns sharing data covered by the injunction; it is not a general statement that discussing the incident is unlawful. (c001)
What is confirmed, possible and still unknown?
| Question | Current position | Authority and date |
|---|---|---|
| When was the attack discovered? | 23 April 2025; wider scope identified and services taken offline on 16 May 2025 | LAA/MoJ incident notice, 2025 (c001) |
| How far back may records go? | Applications through the digital service from 2007 to 16 May 2025 | Notice update, 31 July 2025 (c001) |
| What data categories may be present? | Identity, contact, criminal-history, employment and financial information; partner data in some instances | Official notice (c001) |
| How many people were affected? | No final verified total published in the cited June 2026 answer | Ministry of Justice written answer, 19 June 2026 (c003) |
| Are key services available? | Restored according to the incident hub | GOV.UK hub, updated 29 May 2026 (c002) |
Bottom line for applicants and lawyers
Treat an old LAA application as a reason for heightened vigilance, not as proof that your individual record was accessed. The government says a substantial body of applicant data may have been taken, but fragmented records prevent reliable person-by-person identification in many cases. Use the current GOV.UK incident hub for updates, verify unexpected contacts independently and secure any password that may have been reused elsewhere.
