Lead in drinking water and lead-based paint pose different household hazards, so they require different checks and fixes. Corroding plumbing can release lead into water; deteriorating or disturbed paint can create contaminated dust and chips. Neither source can be ranked as the greater risk without knowing the home’s conditions and measuring exposure. In the United States, start with a water utility and a certified water test for plumbing concerns; for paint, investigate older or damaged surfaces and use qualified lead professionals before renovation.

How lead pipes and lead paint expose people

Question Lead in drinking water Lead-based paint
Main source Corroding lead service lines or other plumbing, including faucets, fixtures, solder, and some galvanized plumbing Deteriorated, damaged, or disturbed paint that releases dust or chips
Common exposure route Drinking water or using it to prepare food and formula Inhaling or swallowing dust, or swallowing paint chips; dust can transfer from hands, toys, and other objects
How to investigate Ask the utility about the service line and local testing process; test water through a certified laboratory Arrange appropriate paint testing or a qualified lead inspection or risk assessment
First precautions Use cold tap water for drinking and cooking, follow local flushing advice, and consider a correctly certified and maintained filter Avoid disturbing suspect paint, limit access to peeling paint and dust, and use lead-safe professionals for covered work
Long-term source control Address plumbing sources, including full service-line replacement where appropriate Have damaged or hazardous paint stabilized, repaired, or abated using qualified lead-safe practices

Lead can affect children and adults. EPA says there is no known safe level of lead in a child’s blood. Potential effects include impacts on children’s IQ, attention, learning, and behavior, and increased risks for adults involving heart disease, high blood pressure, the kidneys, and the nervous system. These possible effects are not a diagnosis and do not identify the source of an individual’s exposure. EPA’s drinking-water guidance and home exposure guidance describe how people may encounter lead from more than one source.

How lead reaches drinking water

Lead can leach into water as lead-containing plumbing corrodes. Corrosion can be more likely in water with higher acidity or low mineral content, while the amount released also depends on water chemistry, how long water sits in the plumbing, and the plumbing’s condition. A lead service line is often the most significant source in a home that has one, but other plumbing materials and fixtures can contribute.

Lead in water cannot be seen, tasted, or smelled. A normal-looking glass of water is not evidence that it is lead-free, and a neighbor’s result or a system-wide report does not establish the result at your tap. Testing is needed.

How lead paint creates exposure

In U.S. homes built before 1978, paint may contain lead, but the building’s age alone does not prove that a particular surface does. Peeling, chipping, cracking, and paint dust are warning signs. Friction surfaces such as windows can also produce dust without obvious flaking. Children can swallow dust when it gets on hands, toys, floors, or other objects they put in their mouths. Renovation can create and spread dust if work is done unsafely.

Which is more dangerous: lead pipes or lead paint?

There is no universal winner. The more important source in a particular home depends on factors such as whether lead plumbing is present, water chemistry and contact time, paint condition, renovation activity, and how people use the space. Both routes may exist in the same home, so checking one does not rule out the other.

EPA’s November 2025 public-notice template estimates that drinking water may account for 10 to 20 percent of a person’s potential lead exposure, and 40 to 60 percent for infants consuming mostly formula mixed with lead-containing water. These are EPA estimates in that template, not predictions for every household. EPA’s 2024 children’s brochure says approximately half a million U.S. children ages 1–5 had blood lead levels above 3.5 µg/dL, the blood lead reference level at which CDC recommends public-health actions; that figure is not attributed specifically to paint or drinking water. EPA’s public-notice template and 2024 brochure provide the qualifications for these figures.

How to check for lead in drinking water

  1. Ask your water utility about your service line. Request the material information for the line serving your home and ask how to access the utility’s service-line inventory and local testing process. A licensed plumber may help identify plumbing materials when records are unavailable. Service-line ownership and replacement responsibilities vary by location. See EPA’s lead in drinking water guidance and service-line replacement guidance.
  2. Arrange a water test. Follow the utility’s instructions or contact a certified drinking-water laboratory identified by your state or local drinking-water authority. The collection method matters, so use the lab or utility’s directions rather than relying on an informal sample.
  3. Use cold water for drinking, cooking, and formula. EPA advises against using hot tap water for consumption. Boiling is not a lead-removal method: EPA states, “Boiling water does not remove lead from water.”
  4. Flush only as your utility advises. The useful duration depends on local conditions, including whether a lead service line is present and its length. There is no one flushing time that fits every home; ask the utility what it recommends for your address.
  5. If using a filter, check the exact product and cartridge. EPA advises choosing a filter independently certified for lead reduction, installing it correctly, and replacing cartridges on schedule. Verify that certification applies to the exact model and compatible replacement cartridge. A filter is an interim exposure-reduction measure, not a substitute for testing or fixing the source. EPA’s lead program FAQ is dated January 2026; EPA also provides water-testing guidance.

How to assess and address lead paint

  1. Investigate older or damaged surfaces. In pre-1978 housing, consider appropriate paint testing or a qualified lead inspection or risk assessment, especially where paint is peeling, chipping, cracking, or on windows and other friction surfaces. Age signals a need to investigate; it does not confirm lead.
  2. Do not sand, scrape, or otherwise disturb suspected lead paint yourself. Unsafe work can create dust and expose household members. Keep children away from peeling paint, dust, and active work areas while the hazard is assessed.
  3. Use lead-safe certified contractors for work covered by federal rules. EPA describes certification and work-practice requirements for contractors disturbing painted surfaces in pre-1978 homes, child-care facilities, and schools. Its child-focused brochure states that the pre-renovation pamphlet threshold is six square feet or more of painted surface indoors or more than 20 square feet outdoors, and also includes window replacement or demolition. Applicability can depend on the project and current federal or state rules; confirm requirements before work begins. See EPA’s 2024 brochure and the January 2026 EPA lead-paint program FAQ.
  4. Prevent dust from spreading. Keep children out of work areas. Lead dust can travel on workers’ skin, hair, clothes, and equipment; changing clothes and showering before returning home can reduce transfer from occupational or hobby exposures.
  5. Ask a health professional about blood testing when exposure is possible. A clinician or local health department can advise on testing and follow-up. A blood lead test assesses exposure from all sources; it cannot by itself determine whether the source was paint, water, or something else.

What water action levels do—and do not—mean

EPA gives the maximum contaminant level goal (MCLG) for lead in drinking water as zero, based on the science that no safe level of lead exposure is known. EPA separately describes 15 parts per billion as the drinking-water lead action level. That action level is a regulatory trigger for additional water-system action, not a health-based boundary that makes water below it risk-free. It also does not replace testing at an individual tap. See EPA’s drinking-water page.

When both hazards may be present

Use separate checks because a water test cannot assess paint and a paint inspection cannot establish the water’s lead level. If the household has both older plumbing concerns and damaged paint or planned renovation, contact the utility and arrange appropriate paint assessment rather than assuming one result settles the other. A clinician or local health department can advise about blood testing if exposure may have occurred; source investigations are still needed to identify where lead is coming from.

EPA’s guidance is federal U.S. information. State requirements, utility procedures, funding, and responsibility for service-line work may differ, so confirm local instructions with the relevant utility and state or local authorities.
