KYOCERA AVX broke ground in April 2024 on a 49,000-square-foot manufacturing and design center at Knowledge Park on Penn State Behrend’s campus in Erie, Pennsylvania. The company projected the facility would open on April 30, 2025, but the available official announcements do not confirm that the building opened or began production.
What is KYOCERA AVX building in Erie?
The project is a manufacturing and design center for precision quartz frequency-control components and related materials. KYOCERA AVX announced the groundbreaking on April 15, 2024; the ceremony took place on April 12, and construction had started on February 17. The company’s announcement describes the planned facility and its capabilities: KYOCERA AVX’s April 2024 announcement.
Penn State Behrend reported that the center was expected to produce more than 1.2 million high-precision crystal oscillators annually. That is the announced annual capacity, not a confirmed production result: Penn State Behrend’s groundbreaking report.

Where is the facility, and when was it expected to open?
The site is in Knowledge Park at Penn State Behrend in Erie, Pennsylvania. KYOCERA AVX’s 2024 release projected an opening date of April 30, 2025. That date was a forecast; the official sources cited here do not establish whether the specific building was completed, opened, or entered production by October 2026.

What products is the center intended to make?
The planned output centers on low-noise quartz frequency-control products used to provide precise timing and frequency references in electronic systems. KYOCERA AVX listed:
- Low-power oven-controlled crystal oscillators (OCXOs), temperature-compensated crystal oscillators (TCXOs), and voltage-controlled crystal oscillators (VCXOs).
- Precision AT-, SC-, IT-, and FC-cut crystals.
- Quartz, PZT, lithium niobate, langatate, and YCOB transducer blanks.
The company and Penn State identified military, aerospace, industrial, communications, autonomous-vehicle, commercial-drone, satellite, and radar systems among the intended application areas. These are target markets, not a list of confirmed customers or products already shipping from the Erie site.

What capabilities are planned for the building?
KYOCERA AVX says the center will include engineering and environmental-testing laboratories, sound-sensitive measurement rooms, ISO Class 7 and Class 8 cleanrooms, and automated assembly and testing equipment. The company connects this capacity to mass production of high-reliability frequency-control products for low-Earth-orbit (LEO) and medium-Earth-orbit (MEO) applications.
Bringing design, engineering, testing, and manufacturing together on the Behrend campus also supports collaboration with the university. Penn State describes the relationship as involving research, student talent, and workforce development; it says the company frequently hires graduates of Behrend’s electrical engineering technology program and expects research engagement and capstone opportunities to grow.

How does the facility relate to Bliley Technologies?
KYOCERA AVX acquired assets of Bliley Technologies in October 2023. In its facility announcement, KYOCERA AVX said it would continue Bliley product lines while developing products that combine Bliley and KYOCERA AVX intellectual property. The Erie center therefore represents both continued production of existing product lines and a stated opportunity to develop combined offerings; the announcement does not specify which combined products will be made there or when they will be available.

The April 2024 KYOCERA AVX announcement confirms the planned building, construction start, and projected opening date, but does not verify completion or production. Penn State’s September 2026 update says KYOCERA AVX has invested in and moved to Knowledge Park, but it concerns a separate Center for Manufacturing Competitiveness project and does not provide a completion notice for this frequency-control facility: Penn State Behrend’s September 2026 update. It would therefore be inaccurate to treat the 2025 target date or the separate Knowledge Park update as confirmation that this building is operating.
