Kerala Chief Minister V D Satheesan said on October 1, 2026, that the state would frame a law to provide senior citizens with “legal guarantees.” The announcement describes an intention to prepare legislation—not a law shown to have passed or taken effect. A September report identified the measure in preparation as the Kerala State Senior Citizens (Care and Protection of Rights) Bill, 2026, and outlined proposed care standards and caregiver safeguards.
What Satheesan announced
Speaking on the International Day of Older Persons, Satheesan said the government would frame a law to provide “legal guarantees” or protection to senior citizens. PTI reported that he called it a first of its kind in the world; that is the Chief Minister’s claim, not an independently verified finding. PTI’s report published by Hindustan Times describes a proposed law, not enacted legislation.
Satheesan also said Kerala had made its senior citizens department operational, following a UDF assembly-election campaign promise. He described older people as a “silver economy” and said the government aimed to support their active participation. His reported words were: “Good governance and care are not in words, but in deeds.”

A September 15, 2026, Times of India report names the bill in preparation the Kerala State Senior Citizens (Care and Protection of Rights) Bill, 2026. It says Satheesan reviewed the draft and that procedures were being completed. The proposals reported there aim to support care, welfare, dignity, and older people’s rights through a more comprehensive system.

Ageing at home and in the community
The reported approach would encourage healthy, active ageing and help older adults remain at home and in family or community settings where possible. When care is needed, the proposal envisages safe, quality services.
Standards for care providers
The draft reportedly proposes standards and accountability for elder-care centres, assisted-living facilities, day-care homes, and home-care agencies. The report does not establish the final standards or how they would be enforced.
Training and credentialing caregivers
Reported provisions include a Kerala Geriatric Care Certification Framework, caregiver training and certification, background checks, and a state-level registry of trained caregivers. These are proposed elements, not confirmed operating requirements or proof that a government-approved caregiver directory is already available.
How this differs from Kerala’s existing elderly commission law
The proposed care-and-rights bill is distinct from the Kerala State Elderly Commission Act, 2025, which is already a separate legal framework. The Act provides for a commission to advise the government on elderly welfare and protection, support rehabilitation, coordinate departments, inquire into complaints, recommend remedies, and provide legal aid when needed. The text of the Kerala State Elderly Commission Act, 2025 establishes these commission functions; it is not the proposed 2026 care-and-rights bill.

The September report does not provide the draft bill’s full text, so it is not possible to compare the two frameworks clause by clause. In particular, the reported material does not specify the proposed bill’s complaint route, remedies, enforcement powers, or final rights and service entitlements.
Other senior-citizen policy context
The Government of Kerala’s document portal lists an order dated March 8, 2026, approving the Kerala State Policy for Senior Citizens – 2026. The listing confirms the approval and date, but does not expose enough policy text to describe its detailed provisions. The government order listing is therefore evidence of the policy’s approval, not a basis for attributing specific guarantees to it.

Separately, the 2026 Governor’s Address reports that ₹45,500 crore was disbursed for social security and Welfare Fund Board pensions from May 2021 through November 2025. It gives a monthly pension rate of ₹2,000 and coverage of 62 lakh beneficiaries statewide. Those figures describe pension support across Kerala, not a budget or outcome measure for the proposed bill. The 2026 Governor’s Address provides that broader welfare context.
