Kemi Badenoch is entering the 2026 Conservative conference with her position as leader described as secure and her own public profile said to have improved. But the party still faces a harder task: persuading voters to trust its brand after years of political turmoil and its record in government from 2010 to 2024. A BBC report published on 3 October 2026 frames the conference as an attempt to define what conservatism means now—and make the Conservatives prominent again.
What “the big stage” means for Badenoch
The phrase has a literal and political meaning. The Conservatives are holding their 2026 conference’s main stage at Birmingham’s Symphony Hall, a venue the report says is again large enough for the event. BBC political editor Laura Kuenssberg treats the choice as a sign the party can attract an audience again, while using it as a metaphor for Badenoch’s ambition to restore the Conservatives’ political prominence.
That is a reading of the venue and the conference, not a measure of support among voters. The report offers no attendance figures or polling to quantify the party’s standing.

Why a stronger leader image may not fix the party brand
The report says Badenoch’s leadership position is secure and describes her public profile as improved, but it gives no poll or other numerical measure of either claim. Her personal image and the Conservative Party’s reputation are separate challenges.

An unnamed shadow cabinet member put the continuing problem this way: “The problem we still have is trust of the party and the brand”. The report links that concern to years of party turmoil and says the Conservatives must persuade voters that their identity now differs from their record in government between 2010 and 2024.
The principles Badenoch wants the party to emphasize
For the conference, the report describes Badenoch’s message as a return to principles she calls conservative: people keeping more of their money, government intervening only when needed, and concern about public debt and spending. In interviews that week, as reported by the BBC, Badenoch said the party was “finally saying what we believe” and “should be more aggressive” in displaying its core.

The message is also a contrast with parts of the Conservatives’ recent record. The report says the party is prepared to distance itself from a growing civil service, a higher tax burden and a law intended to address climate change. It does not provide a policy-by-policy account or establish how the proposed principles would translate into specific measures.

The report identifies two policy directions being signalled ahead of the conference. They are positioning statements, not evidence of enacted policy or demonstrated effects.

More prison places
The Conservatives are proposing a major expansion of prison places. The report links the proposal to “Prison works”, a slogan associated with former Conservative leader Michael Howard. It gives no capacity figure, timetable or assessment of the proposal’s likely effects.
A tougher approach to young people claiming benefits
The party is also signalling a “tough love” approach for young people seeking benefits, as part of a broader emphasis on the size of the benefits bill. The report does not specify savings, eligibility changes or the details of any proposed requirements.

How Labour and Reform UK complicate the strategy
The report describes two different electoral challenges. Andy Burnham, a Labour rival, is presented as more popular at the time of publication, making the contrast between Labour and the Conservatives easier to draw but potentially harder for Badenoch’s party to win. This is the report’s assessment, not a polling result included on the page.
Reform UK poses a separate question on the right. The Conservatives are unsure whether Reform has peaked or whether voters who left the Tories for Nigel Farage’s party will return. An unnamed shadow minister described the problem as “we’ve still got a whole battle on the right”. The report offers no forecast of how that contest will develop.

The risk in appealing to a more traditional Conservative identity
A clearer appeal to traditional conservatism could sharpen the party’s message, but the report highlights a risk: if the tone sounds divisive, it may revive the “nasty party” label and put off voters beyond the party’s strongest right-leaning base.
An unnamed former cabinet minister warned Badenoch that she must appeal to constituencies such as Cheltenham and Maidenhead as well as Clacton. The warning is about the breadth and tone of the appeal; it is not evidence that support in any of those constituencies has already shifted.
