Google Voice is the simpler free option if you already have internet access; TextNow can also provide wireless service away from Wi-Fi, but only with its SIM, a compatible device, coverage, and a limited set of free-data apps. Neither is a guaranteed substitute for a mobile carrier or a reliable destination for every bank or short-code verification message.
What “free” means for each service
Google Voice’s personal plan is listed at $0 for one user with a personal Gmail account. It provides calling, texting, voicemail, and access through the web and mobile apps. Google’s plan table describes the personal number region as US only; this is distinct from Google Voice’s paid business plans. Google Voice plan details
TextNow’s free app is ad-supported and provides a phone number and North American calling and texting over Wi-Fi or data from an existing wireless carrier. Without Wi-Fi or another carrier’s data connection, the app alone does not give you a cellular connection. TextNow also offers optional SIM-based wireless service, with eligibility dependent on device compatibility and coverage. TextNow getting started
Google Voice vs. TextNow: costs and practical differences
| What to compare | Google Voice personal | TextNow free app and optional wireless |
|---|---|---|
| Base price | $0 for one user with a personal Gmail account, according to Google’s plan table accessed October 7, 2026. | The app is free and ad-supported. The cited support pages do not state current prices for the SIM or optional data add-ons. |
| Calls and texts | Almost all calls from the US to the US and Canada are free. Certain destinations cost $0.01 per minute; international calls use listed rates. Google setup and calling costs | TextNow says US and Canada calls to and from its phone are free. Some remote areas, including Yukon and Alaska, may require ILD credits. TextNow service FAQ |
| Connection away from Wi-Fi | Use the web or mobile app over an internet connection; Google also describes linking a phone during setup. The personal plan is not presented as a mobile-data plan. | The free app needs Wi-Fi or another carrier’s data. TextNow’s SIM provides wireless service subject to device compatibility and coverage. |
| Free data | Not listed as part of the personal plan. | With an active upgraded SIM, the Free data plan supports selected apps, including maps, email, banking, payment, and rideshare apps. It is not unrestricted internet access; the supported-app list can change, and apps must first be downloaded over Wi-Fi. TextNow Free data details |
| Call and voicemail tools | Includes voicemail transcripts, call forwarding, call screening, spam controls, and browser/mobile access, as described in Google’s setup and plan information. | TextNow’s getting-started page lists features such as call forwarding and voicemail transcripts among benefits on paid plans; check current in-app plan details for availability. |
| Number setup | US users can search for numbers by city or area code. Setup requires verification with a text-capable phone. | Users can select a number by area code, retain an existing TextNow number, or port a number from another wireless provider. |
Google also lists standalone paid plans: Voice Starter at $10 per month and Voice Standard at $20 per month. The plan table lists premium features such as three-way calling, call recording, desk-phone support, and 911 emergency support on these tiers; these are not the $0 personal plan. Which one fits your situation?
Choose Google Voice for a second number and call management
Google Voice is a good fit if you want a free personal US number, useful voicemail and screening features, and access from a browser or mobile app. You still need an internet connection for app-based use, and some calls are not free. During setup, Google says users can search numbers by city or area code and must verify with a text-capable phone. Google Voice setup
Choose TextNow if you want an ad-supported app or are considering its SIM
TextNow suits someone who can use Wi-Fi or an existing carrier’s data for calls and texts and is comfortable with ads. If you need service away from Wi-Fi, evaluate its SIM-based wireless option separately: check the exact device in TextNow’s compatibility checker and confirm coverage where you plan to use it. The Free data benefit is restricted to supported apps rather than general browsing. TextNow service FAQ

Choose neither as your only lifeline without checking the gaps
If you need dependable cellular coverage, unrestricted mobile data, or a number guaranteed to work for account verification, these free options may not meet the need. The official service information reviewed does not establish universal acceptance by banks, short-code senders, or identity-verification systems, nor does it guarantee that every verification message will arrive.

Check these details before signing up
- Connection: Decide whether you will normally have Wi-Fi or another carrier’s data. TextNow’s free app depends on one of those connections unless you activate its SIM-based service.
- Coverage and device: For TextNow wireless, confirm local coverage and compatibility for your specific device before paying for or activating a SIM. TextNow says compatible GSM devices can be activated; use its current checker rather than assuming a particular model will work.
- Calling destinations: For Google Voice, review the current rates if you call internationally or to less-common destinations. The US-to-US/Canada free-call description has exceptions.
- Verification needs: If you intend to use the number for a bank or other account, check that provider’s rules and keep another recovery method. Acceptance is not guaranteed by either service’s cited support pages.
- Current terms: Google’s cited plan pages were accessed October 7, 2026. TextNow’s Free data page and Service FAQ were updated August 19, 2026; its getting-started page is dated July 23, 2025. Confirm current plan, device, coverage, and app details before relying on them.
