KB5039319 is the June 14, 2024, Windows 11 Insider Preview update for Beta Channel build 22635.3785, based on version 23H2. It fixed several hibernation and LSASS problems for Beta participants, while other announced features and fixes were staged rollouts rather than changes guaranteed to appear on every PC that day. Microsoft also listed known issues involving IIS/WCF, Settings, Start, and Widgets.

What KB5039319 is

Microsoft announced build 22635.3785, identified as KB5039319, for the Windows Insider Beta Channel on June 14, 2024. It was based on Windows 11 version 23H2 and used the 22635.xxxx build series through an enablement package. This was an Insider preview announcement, not a general Windows release notice.

Microsoft split the changes between items available to everyone in the Beta Channel and features or fixes rolling out gradually to Insiders who enabled “Get the latest updates as they are available.” A gradual rollout could take time to reach eligible devices. Microsoft cautioned that preview features could change, be removed, or never ship outside the Insider program. Microsoft’s release announcement is the source for the build details below.

Changes and fixes available to all Beta Channel participants

Microsoft said KB5039319 addressed these three issues for everyone in the Beta Channel:

  • A problem that could prevent a PC from resuming from hibernation after BitLocker was enabled.
  • An LSASS memory leak during a Local Security Authority (Domain Policy) Remote Protocol (LSARPC) call.
  • LSASS becoming unresponsive after installing the April 2024 security updates on Windows servers.

Gradual rollouts and companion app updates

Start, taskbar, sharing, and Spotlight

For Insiders with the latest-updates toggle enabled, Microsoft was gradually rolling out several Start and desktop changes:

  • Right-clicking supported pinned apps in Start could show jump lists.
  • Apps could be dragged from Start to the taskbar or desktop.
  • Windows Share was gaining an option to share content with a paired Android device through Link to Windows on Android and Phone Link on the PC.
  • Microsoft was trying different interactions for Windows Spotlight on the desktop.

These were staged preview changes, not universal capabilities guaranteed to be present immediately after installing the build.

Additional gradual fixes

Microsoft also listed gradual fixes for a taskbar visibility problem affecting a small number of Insiders, two File Explorer screen-reader announcement issues, and a Start menu account-settings link issue. The File Explorer fixes concerned breadcrumb flyouts in open and save dialogs, and column-header flyouts.

Copilot update added June 19

Microsoft added a Copilot-in-Windows update to the announcement on June 19, 2024, after the initial June 14 publication. Under that experience, Copilot became an app pinned to the taskbar whose window users could resize, move, and snap. Microsoft said managed commercial devices would not receive the new experience and that the WIN+C shortcut was being retired as part of the change. This dated addition was also a rollout, not a change to assume every Beta device received on June 14.

Snipping Tool and Microsoft Store

Snipping Tool version 11.2405.31.0 and newer was receiving an automatic-save option for screen recordings. Recordings were saved in the Screen Recordings folder inside Videos, and the behavior could be turned off in Snipping Tool settings. Microsoft said this update was rolling out to Beta and Release Preview Insiders.

Microsoft Store version 22405.xxxx.x and higher in the Canary, Dev, and Beta channels was receiving an improvement to Microsoft Wallet checkout. The version and channel qualification applies to that Store update, not to the Windows build itself.

  • IIS and WCF: Microsoft was investigating whether Internet Information Services (IIS) and Windows Communication Foundation (WCF) might fail after installing the update.
  • Wi-Fi settings: Settings could crash when opening Wi-Fi properties.
  • Optional features: Installing an optional feature through Settings could crash the app. Microsoft advised installing optional features before moving to build 22635.3720.
  • Start menu: “Most used” could appear even when its corresponding setting was off.
  • Widgets on left-aligned taskbars: For Insiders using the new Widgets entry point, swipe invocation and unpinning might fail with a center-aligned taskbar. The Widgets board could also be positioned incorrectly when Copilot was in side-by-side mode.
