Karnataka Chief Electoral Officer V. Anbukkumar has directed Electoral Registration Officers (EROs) across the state to investigate bulk applications and take legal action when an applicant is found to have knowingly made a false written statement or declaration. The reported instruction requires an inquiry under Rule 20 of the Registration of Electors Rules, 1960 before action is taken. It does not establish that any particular filing, political party or group was responsible.
What the Karnataka CEO directed
The direction applies to applications in Forms 6, 6A, 7 and 8, and reportedly went to EROs in all 224 Karnataka Assembly constituencies. It followed reports of bulk Form 7 filings and allegations that some applications were not genuine.
As quoted in contemporaneous reporting, the Office of the Karnataka Chief Electoral Officer’s circular said: “It has come to the notice of this office that there are instances of filing of bulk applications in Form 7 before the EROs. It is also alleged that such forms are not genuine.” The circular’s wording describes allegations; it is not a finding that every bulk application is false.
What Form 7 does—and what it does not do by itself
Form 7 is used to object to a proposed inclusion or deletion of a name from an existing electoral roll. In the Karnataka dispute, the allegation is that bulk Form 7 applications sought to remove eligible voters. Filing an objection is not, by itself, proof that a voter’s name has been deleted or that the objection is valid.

What happens if an application is found knowingly false
Under the reported direction, an ERO must first conduct an inquiry under Rule 20 of the Registration of Electors Rules, 1960. Legal action is to follow where that inquiry establishes that an applicant knowingly made a false written statement or declaration. The instruction does not describe an automatic penalty for every rejected objection or every bulk filing; the key issue is whether knowing falsity is established after inquiry.
Why the order followed a protest
Chief Minister D. K. Shivakumar and Congress colleagues protested at the CEO’s Bengaluru office. Shivakumar sought an FIR and a detailed, time-bound investigation into alleged bulk objections aimed at removing eligible voters. Reports say the protest ended after the CEO issued or conveyed the direction.

The Indian Express reported that the SIR began on June 30, 2026, and had reached the claims-and-objections stage. That timing places the Form 7 dispute within a live roll-revision process; it does not resolve whether any particular voter was wrongly removed.

- Whether eligible voters’ names were actually removed as a result of the disputed objections.
- Whether any political party or group coordinated the filings or was responsible for wrongdoing.
- What safeguards and remedies apply to voters whose names are challenged or removed during the ongoing SIR.
The CEO’s reported direction establishes an inquiry-and-action process, not the outcome of those inquiries. The next concrete evidence would be verified filing data and findings about falsity, actual roll changes and responsibility.
