Short answer: Kargo and Argo CD ApplicationSets solve different layers of a multi-cluster GitOps system. ApplicationSet generates and maintains Argo CD Application resources from templates and inputs such as registered clusters or Git content. Kargo controls how artifact revisions and desired-state changes move through lifecycle stages. Argo CD then reconciles that desired state in each target cluster.

They are usually complementary, not competing alternatives. Kargo’s documented Quickstart uses an ApplicationSet to create applications for test, UAT, and production, then uses Kargo to promote changes between those stages. Choose ApplicationSet when your main problem is fleet-wide application generation; add Kargo when you also need controlled, observable promotion.

The difference in one sentence

An Argo CD ApplicationSet is a resource-generation mechanism; Kargo is a promotion-orchestration system. ApplicationSet answers, “Which Argo CD Applications should exist, and where should they point?” Kargo answers, “Which artifact revision should move to the next stage, under what authorization and health conditions?”

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

This distinction matters because a generated Application is not itself a release pipeline. The ApplicationSet controller creates or updates Argo CD Applications, while Argo CD’s application controller reconciles those Applications against Kubernetes clusters. Kargo changes the desired state represented in Git or in an Argo CD Application; a GitOps agent such as Argo CD performs the deployment. Kargo’s core-concepts documentation states this boundary explicitly: “Promotions are different from deployments.”

The term “fleet management” can therefore be misleading. ApplicationSet manages the declaration of many applications, destinations, and templates. Kargo manages the controlled movement of versions through stages. Neither replaces the other’s primary function.

What Argo CD ApplicationSet does

Generates Argo CD Applications

The ApplicationSet controller watches an ApplicationSet custom resource and automatically generates Argo CD Application resources from it. The generated Applications contain the source repository or chart information, destination cluster and namespace, synchronization settings, and other template-defined properties. The official ApplicationSet documentation describes the controller as automatically generating Applications from the contents of an ApplicationSet custom resource.

When you edit the ApplicationSet template, the controller propagates the template change to generated Applications. That makes it useful for fleet-wide policy or configuration changes: one template edit can update a common sync policy, project assignment, namespace convention, or source definition across many generated Applications.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Uses generators to describe variation

Generators supply the values that differ from one generated Application to another. The documented options include:

  • List generator: turns explicitly supplied entries, such as cluster names and server URLs, into separate Applications.
  • Cluster generator: reads Argo CD’s registered clusters and can generate an Application for each matching cluster.
  • Git generator: derives Applications from repository files or directories, allowing repository content to define the fleet.

These generators answer the inventory and templating problem. A generated Application carries a target destination, so one ApplicationSet can describe many clusters without manually authoring an individual Application manifest for every destination.

Where ApplicationSet stops

ApplicationSet does not provide Kargo’s stage model, Freight records, Warehouses, or promotion processes. It can create Applications for development, UAT, and production, but it does not by itself decide when a revision is approved for the next environment. That decision must come from another process, a repository workflow, or a promotion tool such as Kargo.

ApplicationSet also does not remove the security responsibility associated with creating Applications. Argo CD’s documentation warns that allowing developers to create Applications through ApplicationSets has security implications. An ApplicationSet can potentially generate Applications that target sensitive projects or clusters, so operators must control who may create or modify ApplicationSets, which repositories are trusted, and which destinations templates are allowed to reference.

What Kargo does

Models stages and promotion

Kargo is a continuous promotion platform. It organizes a delivery path into stages, watches artifact repositories through Warehouses, groups compatible artifact revisions as Freight, and runs promotion processes that propagate desired-state changes from one stage to another.

A stage represents a lifecycle point such as test, UAT, or production. A Warehouse observes one or more artifact sources. Freight is Kargo’s record of the revisions selected for promotion. A promotion process applies those revisions to the stage’s desired state and can incorporate progression, health, and verification decisions documented by the workflow.

Changes desired state rather than cluster state

Kargo’s role is to update the desired state, commonly by changing a Git revision, image reference, chart version, or an Argo CD Application’s desired revision. Argo CD remains responsible for comparing that desired state with the live cluster and synchronizing the difference.

This separation gives each controller a clear responsibility:

  • Kargo: selects, authorizes, sequences, and records promotions.
  • Argo CD: renders the selected desired state, compares it with the cluster, and applies the resulting resources.
  • Kubernetes: runs the resulting workloads and reports health back through the deployment stack.

Uses explicit authorization for Argo CD updates

Kargo’s Argo CD integration includes an argocd-update promotion step that can update an Argo CD Application, including its desired revision. An Application must explicitly authorize a Kargo stage through the kargo.akuity.io/authorized-stage annotation before Kargo updates it. The integration behavior and annotation requirement are documented in Kargo’s Argo CD integration guide.

That annotation is more than a convenience label. In a multi-tenant Argo CD installation, it is an access-control boundary: it limits which Kargo stage may modify a particular Application. Treat the annotation as part of the security design, review it during application onboarding, and prevent untrusted users from adding or changing it on production Applications.

How Kargo and ApplicationSet work together

The documented pattern

Kargo’s Quickstart uses an ApplicationSet with a List generator to create Applications for test, UAT, and production. Each generated Application is associated with a Kargo stage through the kargo.akuity.io/authorized-stage annotation. Kargo then promotes changes through those stages, while Argo CD synchronizes the revisions that the Applications specify.

In that example, stage branches are initially absent and the generated Applications are out of sync. The first promotion creates the stage branches and brings the Applications into the expected state. This is an example pattern, not a requirement that every organization use branch-per-environment Git. The same separation can be implemented with other repository layouts or revision strategies supported by the tools.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Control flow for a promotion

  1. Artifact observation: Kargo’s Warehouse observes new image, chart, or repository revisions.
  2. Freight formation: Kargo groups the selected revisions into Freight that can be promoted together.
  3. Stage selection: A promotion process identifies the next stage and applies that stage’s rules, authorization, and verification logic.
  4. Desired-state update: Kargo changes the stage’s Git content or updates the authorized Argo CD Application revision.
  5. Argo CD reconciliation: Argo CD detects the new desired state, renders it, and synchronizes resources to the target cluster.
  6. Health feedback: Application and workload health informs whether the stage is ready for the next promotion, according to the configured process.

ApplicationSet continues to own the lifecycle of the Applications themselves. Kargo does not need to recreate those Applications for each release; it updates the authorized desired-state input and lets Argo CD deploy it.

Side-by-side comparison

Decision area Argo CD ApplicationSet Kargo Use together when
Primary job Generate and maintain many Argo CD Applications from templates and generators. Orchestrate controlled promotion of artifacts and desired state through lifecycle stages. You need both fleet declaration and release progression.
Main inputs Explicit lists, registered Argo CD clusters, Git files, and directories. Stages, Warehouses, Freight, artifact revisions, and promotion processes. Cluster inventory comes from ApplicationSet while release candidates come from Kargo.
Output Argo CD Application resources with rendered destinations and source settings. Updated Git state or authorized Argo CD Application revisions. Kargo updates the input that ApplicationSet or Argo CD consumes.
Deployment responsibility Generated Applications are reconciled by Argo CD. Does not directly make live cluster state match desired state; a GitOps agent performs deployment. Argo CD remains the deployment engine after every promotion.
Environment progression No native stage-promotion workflow; templates can represent environments but do not approve movement between them. Stages and promotion processes represent movement, sequencing, and verification. ApplicationSet creates one Application per stage and Kargo governs transitions.
Variation model Generator parameters and template substitutions vary applications by cluster or repository content. Artifact combinations and stage-specific promotion logic vary what revision is advanced. Generators define where an app exists; promotions define which version reaches each stage.
Security focus Control who can create ApplicationSets and which generated destinations are permitted. Authorize stage-to-Application updates and protect promotion credentials. Apply both controls so fleet generation cannot bypass release authorization.
Operational topology Runs with the Argo CD control plane that owns the generated Applications. Can use a central control plane with distributed controllers associated with Argo CD control planes. Map Kargo controllers to the Argo CD instances that manage each fleet segment.

Designing a multi-cluster setup step by step

1. Define the ownership boundary

Start by deciding which system owns each object and decision. Let ApplicationSet own the set of Argo CD Applications and their common template. Let Kargo own artifact selection, stage progression, and promotion records. Let Argo CD own reconciliation and synchronization. Document these boundaries before writing manifests; otherwise, teams often create competing automation that edits the same field.

2. Choose the ApplicationSet generator

Use a List generator when the fleet is an explicit, curated set of cluster entries and each entry needs a known name or server URL. Use a Cluster generator when Argo CD’s registered-cluster inventory should determine the generated set. Use a Git generator when repository files or directories are the authoritative inventory.

For each generated Application, decide how the destination, namespace, project, source path, and revision are derived. Keep stable values in the template and put only genuine per-cluster differences in generator data. This reduces accidental drift when the template changes.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

3. Represent lifecycle stages clearly

Decide whether test, UAT, and production are separate Applications, separate clusters, separate namespaces, or some combination. The Quickstart demonstrates separate stage Applications, but its branch layout is illustrative rather than mandatory. Your stage model should make it obvious which Application corresponds to which Kargo stage and which artifact revision is expected there.

4. Authorize Kargo explicitly

For every Application Kargo may update, add the correct kargo.akuity.io/authorized-stage annotation and verify that the stage name matches the intended owner. Review authorization during promotion design and application handoff. Do not assume that being in the same Argo CD project automatically grants Kargo permission to update an Application.

5. Connect the promotion path

Configure Kargo Warehouses to observe the artifact sources that matter to the application. Define how revisions become Freight and which promotion process advances them from one stage to the next. Decide whether Kargo updates Git or uses the Argo CD integration to update an authorized Application revision. The important invariant is that every promotion produces a reviewable desired-state change and that Argo CD remains the component applying it.

6. Verify synchronization and health

After a promotion, check the Kargo promotion status, the resulting Git or Application revision, Argo CD’s sync status, and the workloads’ health in the target cluster. A successful Kargo promotion does not necessarily mean that Kubernetes has finished rolling out the workload; it means the desired state was advanced according to the promotion process.

Topology for one or many Argo CD control planes

Single control plane

A small or test installation can run a single Kargo controller in the Kubernetes cluster hosting the Kargo control plane and its data. That arrangement is operationally simple when one Argo CD control plane manages the relevant Applications and the central components can reach the required APIs.

Distributed controllers across clusters

For larger environments, Kargo’s architecture supports distributing controllers as agents across clusters that connect back to a central control plane. The purpose is to retain centralized observability without giving one central Kargo installation privileged access to every cluster. The architecture and topology are described in Kargo’s architecture guide.

The documented enterprise pattern typically associates one Kargo controller with each Argo CD control plane. If an organization operates several independent Argo CD instances, plan for a corresponding set of Kargo controllers rather than assuming that one controller will automatically represent every instance.

Credential and provisioning work

Distributed topology reduces the blast radius of central credentials but adds deployment work. The architecture guide describes creating a control-plane service account for each controller, then distributing tokens and configuration to the appropriate clusters. It characterizes this provisioning as non-trivial; automating it at very large scale can itself become a significant platform project.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Before choosing this model, inventory every Argo CD control plane, its managed clusters, its network path to the central Kargo services, and the credentials each controller requires. Decide how tokens are rotated, where configuration is stored, and how a controller is removed when an Argo CD instance is retired. The architecture guide also points large-scale operators toward hosted control-plane approaches for organizations that do not want to build this provisioning system themselves.

Security and tenancy decisions

Protect ApplicationSet creation

An ApplicationSet can generate many Applications at once, so permissions to create or edit one should be treated as fleet-level privileges. Restrict the repositories and projects that an ApplicationSet may reference, validate destination clusters and namespaces, and separate developer self-service from production fleet administration. Argo CD’s ApplicationSet documentation specifically calls out the security implications of allowing developers to create Applications through ApplicationSets.

Protect promotion authorization

Use the authorized-stage annotation to express which Kargo stage may update an Application. Review who can edit that annotation and who can alter the Kargo stage or promotion process it names. A malicious or accidental change could otherwise redirect a promotion to an unintended application or environment.

Separate observation from mutation

Many teams can need visibility into promotion and sync status without needing permission to change desired state. Design read-only roles for Kargo and Argo CD dashboards, and reserve mutation rights for the teams responsible for release policy. This is especially important when multiple tenants share one Argo CD control plane.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Common mistakes and how to correct them

Correction: Assign ApplicationSet the generation job and Kargo the promotion job. Keep Argo CD as the reconciler unless there is a deliberate architectural reason to use another GitOps agent.

Assuming a generated Application is a deployment

Symptom: An ApplicationSet update is considered successful even though the target workload has not synchronized.

Correction: Check Argo CD sync and health after the Application resource is generated or changed. Generation creates the control object; Argo CD still has to render and apply it.

Omitting stage authorization

Symptom: Kargo’s Argo CD update step cannot modify an Application, or a multi-tenant design gives the wrong stage update rights.

Correction: Add and verify the kargo.akuity.io/authorized-stage annotation on the intended Application, then inspect permissions around who may change it.

Hard-coding a branch-per-environment assumption

Symptom: A team rejects the combined design because it does not want separate Git branches for every stage.

Correction: Treat the Quickstart’s branch layout as one documented example. Choose a repository and revision strategy that fits your governance while preserving the same separation between promotion and reconciliation.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Centralizing credentials too broadly

Symptom: One Kargo installation requires privileged access to every cluster managed by several Argo CD control planes.

Correction: Evaluate distributed Kargo controllers associated with the relevant Argo CD control planes. Include service-account creation, token distribution, rotation, networking, and retirement in the operating plan; distributed control is not a zero-configuration option.

Which option should you choose?

Choose ApplicationSet alone when

  • Your main requirement is to create and maintain many similarly structured Argo CD Applications.
  • Cluster membership, repository directories, or registered Argo CD clusters are the primary sources of variation.
  • Promotion decisions are handled adequately by an existing repository workflow or release process.
  • You do not need Kargo’s Freight, Warehouse, stage, or promotion-process model.

Choose Kargo with Argo CD when

  • You need controlled movement of artifact revisions through test, UAT, production, or other lifecycle stages.
  • You want promotion history, stage authorization, and health-aware progression in addition to application generation.
  • Argo CD already reconciles the desired state and should remain the deployment engine.
  • Your organization can operate the required Kargo control-plane and controller topology.

Use both when

  • You have a changing or growing cluster fleet and need templated Application creation.
  • You also need a formal, auditable path for advancing versions between environments.
  • Different teams own fleet definition, release policy, and cluster reconciliation.
  • You can enforce ApplicationSet permissions and Kargo stage authorization as separate controls.

Version and documentation caveat

Exact fields, integration behavior, and UI details can change between Kargo and Argo CD releases. The ApplicationSet link above points to the Argo Project’s mutable master documentation rather than a version-pinned release page. Before implementing a production design, verify the ApplicationSet generators, Kargo promotion steps, annotations, and controller topology against the versions installed in your clusters.
