To get a JPEG close to a requested size, encode the same image at different quality settings, measure each output, and narrow the settings with a binary search. A quality value controls an encoder’s compression behavior; it does not specify a byte count. If you need a maximum size, ImageMagick’s jpeg:extent can search for the highest quality that stays under that ceiling. It does not promise an arbitrary exact byte count.
First, decide whether you need a size ceiling or an exact byte count
These are different requirements. “At most 200 KB,” for example, allows any output at or below the cap. “Exactly 200 KB” requires the final file to match a specific byte count. Confirm which one the upload form, publishing system, or assignment actually checks.
For a ceiling, choose the best-looking output that stays under the limit. For an exact target, first see whether any quality setting in your chosen encoder produces precisely that number of bytes. If none does, the quality-slider search has not met the requirement; changing encoding settings may alter the output size, but you must encode and measure the result again.
JPEG does not define a standard rate-allocation mechanism for targeting a specific bitrate, according to the JPEG AI common training and test conditions document. That standards context does not rule out useful encoder-specific size-search tools; it is another reason not to assume every exact byte target is attainable through a quality slider. Why a quality number cannot predict file size
JPEG quality is an encoder control that affects quantization and the trade-off between image fidelity and compressed size. The number is not standardized across software, and the resulting file size also depends on the image and implementation. ImageMagick notes that size at a given quality is indeterminate and may vary with image content, software, or JPEG library version. ImageMagick’s JPEG examples
The scales themselves differ. mozjpeg documents quality from 0 to 100, with a default of 75. Pillow documents a 0–95 scale, also with a default of 75. Those values describe the respective encoders, not a universal JPEG scale. mozjpeg usage documentation · Pillow JPEG documentation

Binary-search quality by encoding and measuring
Binary search reduces the number of settings you need to try when you can identify one quality setting that produces a file above your target and another that produces one below it. It does not avoid encoding test files: each trial still has to be generated and measured. Keep the input and every non-quality setting fixed so the results are comparable.

Write down the maximum size or exact byte count, and use the same unit the receiving system uses. If the requirement is ambiguous, check whether it accepts a ceiling or demands an exact match.
- Fix the encoding conditions. Choose the encoder and record its version. Use the same source image, dimensions, color handling, metadata policy, subsampling, optimization, and progressive setting for every trial.
- Establish bounds. Encode a starting quality, record the actual file size in bytes, then find a lower and a higher quality candidate whose outputs fall on opposite sides of the target, where possible.
- Test the midpoint. Encode at a quality between the current bounds and measure the resulting file. For a maximum-size target, if the output is too large, move the upper-quality bound down; if it fits, retain it as a qualifying candidate and test higher quality within the remaining interval.
- Narrow the interval. Repeat the midpoint trial, replacing the bound on the same side of the target. Stop when the quality steps are exhausted or the result is close enough for the actual requirement. No fixed number of trials guarantees success: it depends on the starting interval, encoder, and target.
- Validate the final file. Re-encode the selected setting with the intended final options, measure that file, and inspect its decoded appearance at the intended display size. Keep the best-looking result that meets the size rule, not simply the highest quality number.
ImageMagick’s examples say five or six manual trials may be sufficient after bounds are established, but that is guidance rather than a guarantee. Its automated extent search may make multiple encodes and take longer. ImageMagick’s JPEG examples

Use ImageMagick’s size-ceiling search when it fits
ImageMagick documents the jpeg:extent define as a way to set a maximum output size and search for the highest quality that does not exceed it. That makes it relevant when the requirement is a cap and the goal is to retain as much quality as possible. It is not documented as a guarantee of exact byte equality. Consult the ImageMagick defines reference and verify the syntax and behavior for your installed version before relying on it.
Even when using the automated search, check the resulting file’s byte count and visual quality. An option designed to honor a cap does not remove the need to validate the final output against your actual requirement.

Keep encoder options consistent and understand their trade-offs
mozjpeg quality and optimization
mozjpeg documents a quality range of 0–100 and a default of 75. Its guidance for photographic images is generally 50–95, with the practical aim of selecting the lowest setting that remains visually indistinguishable for that image. It cautions that values above about 95 can sharply increase file size for gains that are rarely perceivable; quality 100 still does not remove all information loss. These are mozjpeg-specific recommendations, not universal JPEG rules. mozjpeg usage documentation

Keep it consistently enabled or disabled across trials.

Progressive JPEG
Progressive output stores image data in multiple scans so a decoder can display a rough image early and refine it. mozjpeg says that, at the same quality, the final decoded image is equivalent and total size is about the same, often a little smaller. Pillow also exposes a progressive save option. Decide whether to use it before the search and keep the setting fixed. mozjpeg usage documentation · Pillow JPEG documentation
Pillow quality and available controls
Pillow documents a 0–95 quality scale with a default of 75 and advises avoiding values above 95. It says quality 100 disables portions of the compression algorithm, producing large files with little quality gain. Pillow also exposes options for optimization, progressive output, subsampling, and quantization tables; quality='keep' retains the quality, subsampling, and quantization tables of an existing JPEG. Keep all relevant options consistent during a size search. Pillow JPEG documentation
Choose among outputs by size and appearance
When multiple encodes satisfy the size rule, compare the measured files and inspect their decoded appearance at the size people will actually view them. Keep track of the encoder and version alongside the options used; a different implementation or setting can change both output size and observed quality. The relevant decision is the best-looking output that satisfies the ceiling—or an output that measures exactly to the byte count, if exact equality is truly required.
