It would not simply be a conventional FAA air traffic controller talking to every drone pilot by radio. UTM is being developed as a shared, largely digital coordination ecosystem, and no standardized job title or qualification pathway for this specific role is established in the cited official material.
What would a delivery drone air traffic controller do?
The title points toward coordinating low-altitude drone operations, including package deliveries. The FAA describes UTM as a collaborative ecosystem for managing unmanned aircraft. Its functions include flight planning, authorization, surveillance and conflict management, with the aim of supporting increasingly complex operations such as package delivery. Those system functions suggest what a future coordination job might involve, but they are not a confirmed job description. A person in such a role could work with shared airspace information, planned routes and operating constraints, and tools that support conflict management. The cited FAA and NASA materials do not establish a standardized occupation, specific employer title or role-specific competency list.

UTM is separate from, but complementary to, air traffic services. The FAA describes coordination primarily through a distributed network of automated systems and APIs—not routine voice communication between pilots and controllers. Operators manage their flights within real-time FAA airspace constraints without receiving positive air traffic control services from the FAA through UTM.

NASA describes digital sharing of planned flight details and the importance of trusted automation for routine beyond visual line of sight (BVLOS) operations. In high-volume operations, pilots or controllers will not be able to see every drone. That makes automated information exchange central to the concept, though it does not mean human oversight or operator responsibility disappears. NASA explains what UTM is and how it may affect airspace and safety.
What is the U.S. regulatory status?
Many small-drone operations can be conducted under the FAA’s Small UAS Rule, Part 107; more complex operations may require additional certification or approval. The FAA’s commercial drone operations guidance describes that framework.

For scaling operations that fly BVLOS, the relevant FAA rulemaking in the cited material is a proposed performance-based regulation. It is intended to support low-altitude BVLOS operations and third-party services, including UTM, with package delivery among the contemplated uses. It remains a proposal, not a final rule. No role-specific credential or training path for a “delivery drone air traffic controller” is established in the cited official sources. The FAA’s conventional air traffic controller hiring pathway is a separate occupation: it includes eligibility requirements, several months of Academy training, and two to three additional years of classroom and on-the-job training after Academy graduation. - Visual line of sight or BVLOS: Are the drones operated where a pilot can see them, or beyond that visual range?
- Human or automated coordination: Does the role involve direct human coordination, monitoring automated systems, or a combination?
- Operational responsibility: Who is accountable for safe flight operations—the drone operator, a service provider, or another party?
- Approvals and certifications: What permissions does the operation require under the applicable FAA rules?
Is this a real job title yet?
It is a useful way to describe a possible future career direction, not a confirmed standardized occupation. The FAA and NASA sources describe UTM capabilities and operational concepts, but they do not establish a salary, job count or standard credential for “delivery drone air traffic controller.” Conventional ATC figures or general drone-industry statistics would not answer those questions for this specific role.
