Jammu and Kashmir has notified its Compressed Bio-Gas (CBG) Policy 2026 after approval by the Council of Ministers chaired by Chief Minister Omar Abdullah. The policy is intended to turn organic waste into compressed gas for automotive fuel and organic fertiliser, while encouraging investment and improving waste management. What the J&K CBG Policy is intended to do
The policy framework is designed to support projects that process organic waste into compressed bio-gas (CBG) and bio-manure. The government’s stated aims include better waste management, energy security, rural employment, sustainable agriculture and green investment. These are policy objectives, not evidence that the projected outcomes have already been achieved.
Hindustan Times attributed this description to Omar Abdullah: “The policy aims to promote investment in CBG production by facilitating the utilisation of diverse organic waste streams, including cattle dung, apple pomace, municipal solid waste, pine needles and crop residues.” Hindustan Times, October 3, 2026.

Which waste streams are named
Contemporaneous reports identify five potential feedstocks: cattle dung, apple pomace, municipal solid waste, pine needles and crop residues. The policy summary does not establish whether every project must use a particular feedstock, how much material a project must source, or what aggregation arrangements qualify.

Reported financial and operating incentives
The following are announced provisions as reported by Hindustan Times in 2026. They should not be read as automatic payments: the available report does not set out full eligibility conditions, calculation methods, claim deadlines or application procedures.

How the reported permission provision works
Hindustan Times reports that eligible non-statutory permissions may receive deemed approval if they are not disposed of through the single-window portal within 60 days. The report limits this mechanism to non-statutory permissions; it does not say statutory clearances are waived or automatically granted. Which permissions qualify and how the 60-day period is calculated are not specified in the reporting.
Targets, validity and what remains unconfirmed
The reported policy summary includes a target to distribute bio-manure to 10,000 farmers and a target of around 2,000 direct rural jobs by 2030. These are targets, not confirmed delivery figures. The policy is reported to remain valid through 2032. Hindustan Times.

The available reports do not reproduce the complete notified policy. As a result, prospective developers cannot use this summary alone to determine project eligibility, required statutory approvals, application steps, incentive claim requirements or project returns. Those details require the official policy text and applicable implementation rules.

The reported measures may make CBG investment more attractive, but a project still depends on practical and regulatory factors that the news summaries do not resolve. Before relying on any incentive, a developer would need to verify:

- Where potential CBG and bio-manure buyers are located and what transport or offtake arrangements are feasible.
- Which incentives the project qualifies for, how claims are calculated, and whether support can be combined.
- Which statutory clearances and non-statutory permissions apply, and which permissions are eligible for the reported deemed-approval process.
No vendor, technology ranking or comparative project economics is established by the cited reporting.
