JERA, Dell Technologies and RHAELM plan to develop an AI infrastructure project at JERA’s Chiba Thermal Power Station, with more than US$15 billion (¥2.3 trillion) in expected capital deployment, up to 400 MW of planned power capacity and operations targeted around 2028. JERA’s announcement does not confirm a $140 billion national investment total: it describes ambitions to explore other sites and support multi-gigawatt-scale capacity in the 2030s, but gives no such total.

What the partners have announced

On October 1, 2026, JERA, Dell Technologies and RHAELM announced a memorandum of understanding to develop a standardized model for AI infrastructure in Japan. The proposed framework combines power generation, electrical infrastructure, cooling and computing rather than treating each data-center project as a separate design and delivery effort. The announcement is an agreement to develop the approach and a planned first project, not confirmation that an operating data center has been completed.

JERA and RHAELM are jointly developing the Chiba project. Dell is working with them on the standardized compute model. Apollo Global Management intends to be RHAELM’s strategic investment and financing partner for this first project; that statement does not mean Apollo has committed to finance a national rollout.

How much will the Chiba AI data center cost?

JERA expects total capital deployment for the Chiba project to exceed US$15 billion (¥2.3 trillion). That estimate covers land, power infrastructure, facility construction and AI compute. It is a project-wide estimate, not a price for Dell hardware or an announced server purchase.

A Jiji Press report carried by Nippon.com on October 2, 2026, independently summarized the project as an approximately $15 billion facility. The announcement’s more-than-$15-billion figure should not be extrapolated to other sites or treated as a confirmed total for Japan’s AI infrastructure investment.

Is Japan’s AI data center push really worth $140 billion?

The $140 billion figure is not stated in JERA’s announcement, which gives the Chiba project estimate and describes possible expansion to other JERA sites. It says JERA and RHAELM aim to support multi-gigawatt-scale AI infrastructure capacity in Japan during the 2030s, but does not attach a national investment figure to that ambition.

The source and assumptions behind a $140 billion total—including its geography, scope and whether it represents committed funding—are not established by the available official announcement. It should therefore be treated as unverified, not as committed investment or an official Japanese government or JERA forecast.

How large is the project, and when could it open?

  • Planned power capacity: up to 400 MW, or 400,000 kW, according to JERA. JERA characterizes it as potentially Japan’s largest single-site AI infrastructure deployment; that is the company’s description, not an independently verified ranking.
  • Target operations: around 2028. This is a target, not a guaranteed opening date.
  • Potential expansion: JERA and RHAELM say they intend to explore applying the model at other JERA sites and aspire to multi-gigawatt-scale capacity in Japan during the 2030s. This is an ambition, not a funded construction schedule.

Why build an AI data center at a power station?

The partners propose using behind-the-meter power from JERA’s operating generation asset at Chiba. In practical terms, the plan integrates the site’s generation with the electrical infrastructure, cooling and computing needed for an AI data center. The intended benefit is to bring power and compute planning together rather than relying solely on a new grid connection.

JERA and its partners say this approach could make capacity available years sooner than a conventional grid-connected development. Their announcement does not provide an independently measured schedule comparison, so the claimed time advantage remains a projection rather than a demonstrated result.

What each partner is contributing

  • JERA: the Chiba power-station site and power-generation capabilities, as well as a role in developing the project.
  • RHAELM: joint development with JERA and project delivery leadership.
  • Dell Technologies: work on the standardized compute model, including pre-integrated, rack-scale AI infrastructure.
  • Apollo Global Management: intends to act as RHAELM’s strategic investment and financing partner for the first project.

Dell’s role is in the infrastructure design and compute layer. The announcement does not name a specific server model or say the project’s equipment is available as a retail product.
