On October 8, 2026, Vice President JD Vance announced an investigation into nine universities over alleged misuse of J-1 exchange visas. The announcement and reported subpoenas do not establish that any school committed fraud; the sources available at the time did not document completed investigations or findings.
Which universities are being investigated over J-1 visas?
The nine universities named in Vance’s announcement were:
- Harvard University
- Yale University
- Stanford University
- Brown University
- University of Pittsburgh
- University of California, Davis (UC Davis)
- California Institute of Technology (Caltech)
- Arizona State University
- Massachusetts Institute of Technology (MIT)
The White House listed a press conference on fighting visa fraud on October 8, 2026. The Associated Press reported the university names and described responses from several schools. White House announcement Associated Press report
What did JD Vance allege?
Vance alleged that universities were using J-1 visas to bring foreign researchers into roles at lower cost than American graduate students and researchers. In remarks reported by The Harvard Crimson, he claimed U.S. workers in those roles made about $20,000 more than people brought in on J-1 visas. He also claimed J-1 visas were used on federally funded grants at a rate of about 61% at the named universities, compared with a stated national average of 38%.

Those are figures Vance cited at the October 8 press conference, not independently verified statistics. The Crimson reported that he did not explain how he calculated them; the underlying dataset and methodology are not established in the available reporting. The Harvard Crimson report
Vance characterized the matter by saying, “Something weird is going on at these universities,” as reported by The Harvard Crimson. That is his characterization of the allegations, not a finding by investigators.
What is a J-1 Research Scholar visa?
J-1 is a broad Exchange Visitor Program with 15 categories, rather than a visa pathway limited to students. The State Department describes the Research Scholar category as temporary participation primarily to conduct research, observe, or consult in connection with research projects at research institutions and other eligible settings. Research Scholars may also teach or lecture unless their program sponsor disallows it. State Department: Research Scholar category State Department: Exchange Visitor Program categories

The State Department designates program sponsors. For Research Scholars, sponsors screen and select qualified participants, monitor their stay and progress, and support the program’s exchange objectives. More generally, a participant’s activities must be consistent with their J-1 category and Form DS-2019. State Department: Research Scholar category State Department: sponsor guidance
This explains why J-1 participants may work in university research settings; it does not show that any university named in the announcement violated program rules.
What have the universities said about the inquiry?

Have the universities been found guilty of visa fraud?
No final finding is documented in the sources available at the time of the announcement. Vance’s announcement concerns an investigation and allegations; neither the announcement nor the reported university responses prove wrongdoing. The sources also do not establish that the inquiry was complete.
Where did the 61% and $20,000 figures come from?
The Harvard Crimson attributed the figures to Vance’s October 8, 2026 press-conference remarks: about $20,000 in claimed pay difference, about 61% J-1 use on federally funded grants at the named universities, and a stated national comparison of 38%. The report says Vance did not explain the calculations. Without the underlying data and methodology, the figures should be understood as claims he made, not verified comparisons.
