Japan’s Prime Minister Sanae Takaichi said policies to build the country’s growth capacity and competitiveness could help bolster confidence in the yen. She also said the policies were not intended to manipulate exchange rates. The remarks came as an October 1, 2026 report described earlier efforts, including U.S. intervention, as underwhelming; analysts cited in the report argued that intervention alone may not sustain a yen recovery.
What Takaichi said about the yen
In a Nippon TV interview referenced by an October 1, 2026 report, Takaichi connected investment in growth and crisis-management areas with stronger competitiveness and market confidence. Reuters translated the comments quoted in the report. Takaichi said: “Our economic policy is not aimed at manipulating exchange rates.” She also said such efforts would “strengthen Japan’s global competitiveness, thereby helping ensure market confidence in the yen.”
The distinction she drew is between pursuing domestic economic goals and targeting a particular exchange rate. The report does not provide an independent interview transcript or recording text with which to check the translation.
What the reported yen figures show—and do not show
The report said the U.S. dollar traded at ¥158.37 at 5:57 a.m. ET on Thursday, October 1, 2026. That is a timestamped quote from the report, not a live or current exchange rate.

It also attributed a 3.3% gain against the dollar in the third quarter of 2026 to Deutsche Bank data, describing the yen as a strong performer among G10 currencies that quarter. That reported quarterly gain does not by itself establish what caused the move, or whether it represented a sustained recovery.
Why intervention may not be enough
The October 1 report characterized earlier efforts, including U.S. intervention, as underwhelming. OCBC analysts Sim Moh Siong and Christopher Wong said intervention alone was unlikely to produce a sustained recovery without domestic policy changes. That is their analysis, not a definitive finding about why the yen moved or a guarantee about what policy will achieve.

Foreign-exchange intervention and domestic economic policy work through different channels. Intervention can be used to address disorderly or excessive currency moves; growth-oriented policies may influence expectations about Japan’s competitiveness and economic prospects over a longer horizon. The reporting does not isolate the effect of either channel in the yen’s performance.

How the IMF frames exchange-rate policy
The IMF’s 2026 Japan Article IV material says exchange-rate flexibility should help absorb external shocks and that foreign-exchange intervention should be limited to exceptional circumstances that pose risks to stability, including sharp fluctuations that threaten stability. This is broad policy guidance, not an IMF assessment of the specific intervention discussed in the October 1 report.
