Japan is developing plans for an automated freight corridor called the Auto Flow Road, with Tokyo–Osaka as its basic long-distance corridor under consideration. The popular phrase “conveyor belt road” is shorthand: the plan is not a confirmed, continuous conveyor belt, and the entire route is not under construction. Japan’s transport ministry says suitable sections could begin operating by the mid-2030s, a planning target rather than a guaranteed opening date.
What is Japan’s “conveyor belt road”?
The Auto Flow Road (自動物流道路) is a proposed logistics system that would use dedicated road space to move freight through automated operations. Rather than sharing conventional road lanes in the usual way, freight would travel through spaces set aside for logistics. The nickname “conveyor belt road” helps convey the idea of continuous movement, but the official project is an automated logistics road—not a commitment to install one literal conveyor running from Tokyo to Osaka.
In a 2 November 2024 interview with the Associated Press, Yuri Endo, an official overseeing the effort at Japan’s Ministry of Land, Infrastructure, Transport and Tourism (MLIT), described its concept as “to create dedicated spaces within the road network for logistics, utilising a 24-hour automated and unmanned transportation system.” Endo also said, “We need to be innovative with the way we approach roads.” Associated Press, 2 November 2024.
Is Japan building it between Tokyo and Osaka?
Tokyo–Osaka is the basic long-distance corridor being considered, but that does not mean officials have confirmed a final alignment or started building an end-to-end road. MLIT’s final summary calls for further work on route potential, connections, implementation, trials, and institutional arrangements. Its project page also describes ongoing implementation planning and studies of potential locations and construction concepts. Why is Japan considering an automated freight corridor?
MLIT frames the proposal as a response to pressure on logistics and as a way to support greenhouse-gas reduction. The idea is to move freight with automated systems while easing pressure on conventional trucking. Those are project aims, not demonstrated results: the corridor has not been established as an operating system, and the official materials do not report verified performance outcomes.
How would the system work?
The central proposal is dedicated road space for freight movements supported by automated, unmanned transport. The emphasis is on using road infrastructure for logistics around the clock, rather than relying only on conventional truck journeys. The exact vehicles or transport equipment, operating arrangements, interfaces with existing freight networks, and engineering design have not been settled in the official materials cited here. Illustrations of possible infrastructure should therefore be read as concept representations, not final designs.

What is the timeline?
MLIT’s final summary, published on 31 July 2025, sets an operating horizon for suitable sections by the mid-2030s. That is a government planning target for sections considered suitable—not a firm construction schedule or a promise that a complete Tokyo–Osaka corridor will open by then. The ministry’s subsequent project information describes continued work on implementation planning, trials, possible locations, and construction concepts. MLIT final summary; MLIT project page.

MLIT has established an implementation consortium for public bodies and private firms interested in operating or using the system, or in contributing relevant technologies. The ministry describes its role as discussing business models, operational trials, technology development, and infrastructure. Its existence signals implementation planning, but it does not establish that a company has been chosen to build or operate the Tokyo–Osaka corridor. MLIT Auto Flow Road implementation consortium.

- Under consideration: Tokyo–Osaka as the basic long-distance corridor, with route and connection feasibility still being studied.
- In development: trials and implementation planning, including work on potential locations and infrastructure concepts.
- Not established in the official materials cited: a final full-route alignment, final engineering specification, confirmed construction budget, or guaranteed end-to-end opening date.
- Not yet an achieved outcome: operational capacity, emissions reductions, or other measured project performance.
The clearest reading is that Japan is advancing a plan for an automated freight corridor, not building a proven conveyor-belt highway from end to end. The mid-2030s target applies to suitable sections, while the route, design, cost, and full-corridor schedule remain unresolved.
