Japan’s Fair Trade Commission (JFTC) inspected four major brewers on 7 October 2026 as part of an investigation into suspected coordination of wholesale beer prices. The reported action is an investigation—not a finding that a cartel existed or that any company broke the law.
Which companies were inspected, and why?
Reporting named Asahi Breweries, Kirin Brewery, Sapporo Breweries and Suntory. The JFTC is investigating suspected coordination of wholesale prices. The Japan Times reported allegations that representatives coordinated the timing and scale of price increases for beer, low-malt beer and other beer-like beverages over several years, including through separate meetings after Brewers Association of Japan monthly meetings. AFP, in a report carried by Malay Mail, described alleged periodic discussions about pricing and the timing of increases. These are reported allegations, not established regulator conclusions. The Japan Times and Malay Mail reported the investigation on 7 October 2026.
The Japan Times characterized the JFTC action as a compulsory investigation. Malay Mail’s AFP report said the companies confirmed they were under investigation and would cooperate. The reporting does not document a final decision or a criminal accusation in this beer case.
What does the investigation establish—and what does it not?
An inspection is an investigative step, not proof of an infringement. The reported subject is alleged coordination between competitors over wholesale pricing. The available reports do not establish that coordination occurred, identify which individuals may have participated, or quantify any effect on prices paid by consumers.

Wholesale prices are the prices companies charge in the supply chain; they are not the same as retail prices paid by shoppers. A suspected agreement about wholesale increases does not, by itself, establish a particular retail overcharge or show how any retailer set its prices.
What do the market figures and price changes mean?
Malay Mail reported that the four brewers account for around 90 percent of Japan’s beer market. That approximate, attributed market-share figure provides context for the investigation; it is not evidence of collusion.

The Japan Times reported that manufacturers’ domestic sales of beer and low-malt beer totaled ¥1.61 trillion in 2024, attributing the figure to Japan’s National Tax Agency. This is a sales value for that beverage category, not the value of any alleged cartel or an estimate of consumer losses.

The Japan Times also reported that all four companies raised prices in October 2022 and April 2025, with further price revisions taking effect in October 2026. It said shipping prices were lowered following consolidation of the liquor tax on beer and beer-like beverages, and that companies cited rising raw-material and transport costs to explain price increases. Those cost explanations are distinct from the investigation’s allegation: higher costs may explain a company’s decision to raise prices, while the question under investigation is whether competitors coordinated their pricing or timing.

What have the companies said?
Malay Mail reported that the companies confirmed the investigation and said they would cooperate. The report attributed this wording to a Suntory statement: “undergoing an on-site inspection by the Fair Trade Commission on suspicion of breaching the anti-monopoly act in relation to its alcohol trading activities.” It did not identify an individual speaker.

The reports available for 7 October 2026 do not establish whether the JFTC has completed its investigation, what evidence was collected, or what procedural step will follow. Possible outcomes cannot be inferred from the fact that inspections took place.

A separate JFTC case illustrates why it is important not to conflate an investigation with a finding. In an official release dated 17 April 2026, the commission described a diesel-fuel matter in which it said it had found grounds to believe a criminal violation occurred after a compulsory investigation and filed an accusation. That case concerned diesel-fuel retailers, not brewers, and says nothing about the outcome of the beer investigation. JFTC release on the separate diesel-fuel case.
