Yes. On October 2, 2026, Japan added Garantex Europe OU to its Ukraine-related sanctions list under the Foreign Exchange and Foreign Trade Act. The official appendix identifies the entity as entry 402 and gives “Garantex” as an alias. Japan’s notice subjects payments and specified capital transactions involving listed Russian entities and individuals to a permission system; it does not state that every transaction or all assets worldwide are frozen.
What Japan listed
Japan’s Ministry of Foreign Affairs published the measures on October 2, 2026. Appendix 1 names Garantex Europe OU as entity number 402 and lists Garantex as its alias. The designation is for that named legal entity; the appendix does not establish that every Garantex-branded company or affiliated business was separately listed. See the Ministry of Foreign Affairs announcement and its Appendix 1.

What restrictions apply
Under the announcement, payments to listed Russian entities and individuals are subject to a permission system. The notice also applies a permission system to capital transactions with them, including deposit, trust, and money-loan contracts. Because Garantex Europe OU appears in the official list, it falls within these listed-entity measures. The notice describes legal restrictions and permission requirements—not a blanket claim that all dealings are prohibited or that assets everywhere are frozen. The Ministry’s announcement provides the package terms.
Other measures in the October 2 package
The Garantex listing was one part of a broader set of measures. Japan’s announcement also covers:
#1 Best Overall
- 33 Russian entities and nine individuals subject to the listed-entity measures.
- Export prohibitions involving four designated entities in countries other than Russia and Belarus.
- Service restrictions and specified capital-transaction restrictions involving 35 named vessels.
- Additional prohibitions on exports to Russia of items that could contribute to enhancing Russian industrial capabilities.
These categories are described in the Ministry’s release. The package counts describe the measures as a whole, not the effects or transaction volume of the individual Garantex designation.
When the measures took effect—and a narrow vessel exception
The Ministry announced the measures on October 2, 2026. Its transition note concerns the vessel provisions: restrictions on relevant services or performance of obligations apply on or after October 2, with an exception for obligations based on contracts concluded before October 2 and performed before November 1, 2026. That exception is stated for the vessel measures; the announcement does not extend it to Garantex Europe OU’s listed-entity restrictions. See the official announcement.
Why Japan says it acted
Japan said it introduced the measures in view of the international situation surrounding Ukraine, to contribute to international efforts toward peace and a resolution of the issue, and in line with measures taken by other major countries. That is the government’s stated rationale for the package. The reviewed announcement and appendix do not provide a separate Garantex-specific explanation. The package rationale appears in the Ministry’s notice.

How to read reports about the listing
Interfax reported on October 2 that Japan added 33 entities and nine individuals and covered other parts of the package. Its report corroborates the broader package context, but its text does not mention Garantex; the Japanese appendix is the direct source for the specific designation. Interfax’s report is useful for context, while the official appendix establishes the listed name, entry number, and alias. OpenSanctions also records a Japan Economic Sanctions and List of Eligible People entry dated October 2, 2026, but it is a secondary aggregation rather than the authoritative designation record: OpenSanctions entity page.
