The International Telecommunication Union (ITU) and the International Cable Protection Committee (ICPC) formed the International Advisory Body for Submarine Cable Resilience in November 2024 to encourage practical cooperation on protecting, deploying and repairing submarine communications cables. In July 2026, the ITU said the body had completed its two-year work programme and published its working-groups report.
What is the ITU advisory body for submarine cable resilience?
It is a multistakeholder advisory initiative formed by the ITU and ICPC to bring governments, regulators, cable operators and other experts together around the resilience of submarine telecommunications cables. The ITU’s terms of reference describe these cables as providing more than 99 percent of the world’s intercontinental connectivity. The ITU’s November 2024 launch release separately said cables carry most of the world’s internet traffic and support services such as commerce, finance, government, digital health and education. The body was announced on 29 November 2024, after the ITU invited nominations on 23 September and set 15 October 2024 as the expression-of-interest deadline. ITU launch announcement; ITU call for nominations.

Submarine cables are essential infrastructure, and damage can interrupt or constrain international communications. The ITU’s 2024 launch release identified accidental human activity—including fishing and anchoring—as well as natural hazards, abrasion and equipment failure among the primary causes of cable damage. It cited ICPC estimates of 150 to 200 cable faults globally each year and about three cable repairs per week. Those are estimates reported in the 2024 launch announcement, not a new 2026 count. ITU Secretary-General Doreen Bogdan-Martin said at the body’s 29 November 2024 launch: “Submarine cables carry over 99 per cent of international data exchanges, making their resilience a global imperative.” ITU launch announcement.

The ITU’s current body page describes 42 leaders and experts from the public and private sectors, with relevant UN agencies serving as advisors. Its co-chairs are Nigeria’s Minister Bosun Tijani and Sandra Maximiano, chair of Portugal’s ANACOM. ITU advisory body page.

The terms of reference established an initial two-year period and set the following governance arrangements:
- At least two meetings per year.
- A quorum of two-thirds of members.
- Consensus-based decisions.
- Two co-chairs, with ITU and ICPC representatives serving as co-executive secretaries.
- Voluntary, non-remunerated membership.
ICPC Chair Graham Evans described the body’s formation with the ITU as “another step toward safeguarding our global digital infrastructure” on 29 November 2024. ITU launch announcement.

What did the body recommend, and what is its status?
In July 2026, the ITU announced that the two-year work programme was complete and that the working-groups report had been published. The ITU describes the report as offering practical guidance on cable deployment and repair, risk identification and mitigation, and geographic diversity in connectivity. ITU announcement, July 2026.
The declaration and report address complementary parts of resilience: faster deployment and repair, better preparation for physical risks, and more geographically diverse connectivity. The ITU’s July 2026 announcement establishes completion of this body’s programme; the consulted ITU materials do not identify a successor body or other follow-on mechanism.
