Nine ISRO employee associations, acting together as a Joint Action Council (JAC), wrote again on 7 October 2026 to ISRO Chairperson V. Narayanan asking for an early, structured meeting on their policy questions about privatisation. As of the 8 October 2026 reporting by The News Minute and The Hindu, that meeting had not been confirmed as scheduled or held. ISRO’s position is that the agency “will neither be privatised nor will its importance be diminished.” The associations are not disputing that headline. They want written, specific answers on which manufacturing and operational functions may move to industry or public-sector undertakings, and what that means for staff.
How the request reached the chairman
The JAC’s first representation was dated 4 September 2026. After an earlier address delivered by video conference, the associations said their core questions were still open. Their second letter, dated 7 October 2026, asked for a more structured interaction than that address provided. The 8 October reports describe the request as made but not yet answered with a meeting date.
The letter is the associations’ request and their account of the discussions so far. It is not a record of a decision by ISRO or the government.

- ISRO Staff Association
- SHAR Employee Association
- ISAC Employees Association
- ISRO Staff Association–LPSC
- ISRO Staff Association–BBU
- NRSA Employees Union Space
- Employees Association BBU
- ISRO Staff Association–IPRC
- SAC Employees Welfare Association
The list spans several ISRO centres and units, which is why the questions are framed around the organisation as a whole rather than one facility.
What the associations are asking
The JAC’s questions fall into three groups. Each is a request for clarity, not a finding that a specific change has been made.

- READY FOR CUSTOM PAINT FINISH - Molded in light gray plastic so you can paint and detail to your exact preferences for a museum-quality appearance. (Paint & glue required, not included.)
Mandate and transfers of work
- What ISRO’s future mandated role will be.
- Whether manufacturing and operational functions for launch vehicles and satellites will move to industry or public-sector undertakings (PSUs).
- How technology and facilities would be transferred.
On the Launch Vehicle Mark-3 (LVM-3), the objection is conditional. The JAC says it “strongly object[s] to transfer of LVM-3 till successful realisation of Next Generation Launch Vehicle (NGLV).” In other words, the objection is to moving LVM-3 work before the NGLV programme has succeeded, not to every transfer in principle.

What ISRO has said
ISRO’s clarification dated 6 September 2026 is the agency’s official position on the reforms. It says ISRO will continue advanced research, strategic and national missions, space science, exploration and frontier capabilities. It says mature production can increasingly be carried out by industry or PSUs through competitive processes. In ISRO’s framing, this is an expansion of India’s space ecosystem, not a retreat from it.

- FOR BASIC TEACHING TO ADVANCED SCIENCE: 444 pieces molecular model kit, including 136 atoms, 158 bonds and 150 parts for Carbon-60(Fullerene), provides to students from Grade 7 to Graduate level.
- TWO CHEMICAL STRUCTURE MODELS: The ball-and-stick models use spheres to represent atoms and sticks to represent chemical bonds. In the space-filling model, the spheres are drawn to scale and are next to one another as atoms are in real molecules.
- CHEMISTRY EDUCATIONAL MOLECULE MODEL IN 3D: It can display chemical structure, molecular bond, and bond angle in all directions. Demonstrate fundamental molecular geometry, chemical molecular structure, stereochemistry with 3D modeling studies.
- EASY TO LEARN: The universal standard adopted for each atom's color makes it easier for you to use and learn. Atoms and chemical bonds combine tightly and firmly and can be easily disassembled by disconnecting tools.
- If you’re not in love with it for whatever reason, we’ll give you a full replacement or refund—no questions asked. If you have any doubt, please tell us. With nothing to worry about, or even to share with your friends, try it now.
The same clarification cites several figures. They are ISRO’s own numbers, not independently verified estimates:
- More than 450 Indian space start-ups (ISRO, September 2026).
- An estimated size of about $8.4 billion for India’s space economy (ISRO, September 2026).
- A stated target of $44 billion for India’s share of the global space market by 2033. This is a target, not a current measurement.
ISRO’s statement does not answer the associations’ implementation questions. It describes direction, not the timing, sequencing or safeguards of any particular transfer.

Who does what under the published reform structure
Several official documents set out the roles of different bodies. Read together, they show a policy direction toward wider private participation and commercialisation.
| Body | Published role | Source |
|---|---|---|
| ISRO | Advanced research, strategic and national missions, space science, exploration and frontier capabilities. Mature production may increasingly move to industry or PSUs through competitive processes. | ISRO clarification, 6 September 2026 |
| IN-SPACe | Promotes, enables, authorises and supervises non-governmental space activities. | ISRO overview of reforms and IN-SPACe |
| NSIL | Commercialisation functions, including operational launch vehicles, launches, satellites and services. | ISRO description of reforms |
| Department of Space | Designing and developing launch vehicles and satellites, operational launch flights, and promoting and authorising private firms. | Department of Space / ISRO mission description |
| Government expectation | Private entities expected to take up end-to-end solutions in satellite and launch-vehicle manufacturing and related services. | Parliamentary answer, 14 December 2023 |
This structure explains why employees ask how ISRO’s own mandate will change as manufacturing and operations are carried out by other entities. The published roles describe who would do what. They do not, on their own, set a timetable for moving any particular function.

Has ISRO been privatised?
The question mixes two things: the future of the organisation and the transfer of particular work. Keeping them apart clears up most of the confusion.
| Question | What the reporting and official documents establish | What they do not establish |
|---|---|---|
| Is ISRO as an organisation being privatised? | ISRO says it will not be privatised (6 September 2026). | Nothing in the reviewed material shows ISRO itself being converted or sold. |
| Is policy moving toward private participation? | The reform roles above and the 2023 parliamentary answer point that way. | A final, approved transfer decision or its legal basis. |
| Will LVM-3 work be transferred? | The JAC objects to transfer before NGLV is successfully realised. | Not stated in the reporting available as of 8 October 2026. |
| Will employee positions be reduced? | The associations raise safeguard and recruitment concerns. | No evidence in the reviewed material that positions will be reduced. |
For that reason, “privatisation concerns” or “questions about private-sector participation and transfers” are the accurate descriptions of the dispute. Stating that ISRO is being privatised goes beyond what the official documents or the employee letter support.
What is still open
- Whether the requested meeting will be held, and when.
- Whether the associations’ questions will be answered in writing.
- Any final timetable or list of functions to be transferred.
- How cadre review, recruitment and PRIS vigilance matters will be handled.
A change in status would show up as a formal order, a notified transfer, a published meeting outcome or a written reply from ISRO. Statements of intent alone would not settle the questions raised.
