The ISM band is shorthand for radio-frequency bands designated internationally for industrial, scientific, and medical applications. In the ITU’s formal definition, ISM applications use equipment that generates and uses radio-frequency energy locally for industrial, scientific, medical, domestic, or similar purposes, excluding telecommunications. The designation does not automatically make a frequency unlicensed or unregulated: national rules and device approvals still apply.
What does ISM band mean?
“ISM” stands for industrial, scientific, and medical. The International Telecommunication Union (ITU) defines an ISM application as the operation of equipment or appliances designed to generate and use radio-frequency (RF) energy locally for industrial, scientific, medical, domestic, or similar purposes, excluding telecommunications. The definition appears in Radio Regulations No. 1.15 and is reproduced in Recommendation ITU-R SM.1056-1.
That distinction is important: ISM describes the purpose and operation of equipment, not every radio device that happens to use an ISM-designated frequency. A communications device does not become an ISM application just because it operates in one of those bands; telecommunications are explicitly excluded from the definition.

ISM equipment generates RF energy for a local process or function rather than to provide telecommunications. ITU materials give examples across medical, food-processing, heating, and scientific uses.

These examples illustrate the definition; a product label alone does not determine whether a particular operation qualifies as an ISM application.
Which frequencies are designated for ISM applications?
The ITU Radio Regulations identify bands in Nos. 5.138 and 5.150. Their conditions differ, and some designations are region-specific. The following ranges are international designations, not a complete guide to what a device may use in a particular country. The ITU reproduces the provisions in its Terrestrial Services FAQ.

The provisions do not give every band the same status or conditions. For example, 902–928 MHz is identified in No. 5.150 for Region 2, while the 433.05–434.79 MHz designation in No. 5.138 has a Region 1 qualification and an exception tied to No. 5.280.
Are ISM frequencies unregulated?
No—not as a general rule. The ITU states in its FAQ that “the term ‘unregulated frequencies’ is not used within ITU texts.” An international ISM designation is not a blanket license to operate equipment or transmit communications. National rules can determine licensing procedures, whether a band is available for a particular application, equipment approval, and whether foreign persons may use equipment. The relevant rules therefore depend on both the country and the device or installation.

How to check whether an ISM designation applies to your device
- Identify the purpose. Determine whether the equipment generates and uses RF energy locally for an industrial, scientific, medical, domestic, or similar purpose, rather than for telecommunications.
- Check the exact frequency and ITU provision. Compare the operating range with Nos. 5.138 and 5.150; do not assume that all designated bands have the same conditions.
- Confirm the geographic scope. Check the applicable ITU Region and any listed country exceptions, including the Region 1 qualification for 433.05–434.79 MHz and the Region 2 scope of 902–928 MHz.
- Consult the national regulator’s rules. Verify local authorization, band availability, equipment approval, and operating requirements before relying on an international designation.
The current ITU publication record identifies the Radio Regulations, Edition of 2024, revised through WRC-23. Regulations and national implementation can change, so use the current edition and local requirements for compliance decisions.
