Yes. Zone of the Enders: The Fist of Mars is a turn-based tactical game, more precisely described as a strategy RPG or tactical RPG. Its battles use tactical turns rather than the fast-paced, real-time action associated with the series’ main console entries.
Why it counts as a turn-based strategy game
In combat, you direct a group through tactical moves, attacks, and other actions on a tactical screen. The turn-based structure lets you make decisions about positioning and actions instead of relying on continuous movement and attacks. An unofficial series reference describes this approach as distinct from the high-speed robot action of earlier Zone of the Enders titles.

So “turn-based strategy” is a fair broad description. “Strategy RPG” or “tactical RPG” is more specific: those labels capture both the tactical combat and the game’s story-oriented structure. A game database likewise describes the game as alternating story sequences and tactical, turn-based combat.

How its gameplay differs from the main series
The Fist of Mars is a side story in the Zone of the Enders setting, with new characters and Orbital Frame models. Its combat is built around directing a group through tactical encounters; the main console entries are associated with direct, fast-paced action. In practical terms, expect to plan moves and attacks by turn, not to control a frame through continuous real-time combat.

The game database identifies the original platform as Game Boy Advance and its physical medium as cartridge. The dedicated franchise reference lists releases on September 27, 2001 in Japan, February 12, 2002 in North America, and June 7, 2002 in Europe. Those dates are reported by that secondary reference, not presented here as official Konami confirmation.
