No. Premium is an octane grade, and TOP TIER is a detergent-performance standard. They answer different questions, so a pump can be TOP TIER at any octane level, including regular, and a premium pump is not automatically TOP TIER. Choose the octane your vehicle’s owner’s manual specifies, then separately choose a station that is on the current TOP TIER list if you want fuel that meets that program’s detergent standard.
What “premium” means
Premium is the highest octane grade at most U.S. fuel pumps. Octane rating measures how well gasoline resists engine knock, which is premature combustion inside the cylinder. The octane rating shown on the dispenser is the fuel rating the Federal Trade Commission treats as the label that matters to consumers. This article covers U.S. pump labeling; octane numbers and fuel labels differ in other countries.
Higher octane is only useful when the engine needs it. FTC consumer materials issued in 1997 and 2005 make this point directly. Jodie Bernstein, Director of the FTC Bureau of Consumer Protection, is quoted as saying: “Unless your owner’s manual calls for high octane fuel or your engine is knocking, there’s no reason to pay for premium gasoline.” A 1997 FTC release also quotes the American Automobile Association: “Premium gasoline won’t enhance car performance.” Treat these as historical consumer guidance; the owner’s manual remains the authority for your vehicle.

TOP TIER is a gasoline detergent-performance program. Its gasoline standard sets performance requirements for deposit control, meaning how well the fuel keeps engine intake valves and fuel injectors clean. The program describes itself as sponsored by vehicle manufacturers. It is a program standard, not an octane grade and not a government certification.
Licensed TOP TIER fuel marketers must use TOP TIER-approved additives in every grade of gasoline they sell. The program’s consumer FAQ states: “TOP TIER™ licensed Fuel Marketers are required to use TOP TIER™ Approved additives in all grades of gasoline sold at their stations.” That is why TOP TIER status is a station-level question that applies across grades, not a property of one grade.

Can regular gas be TOP TIER?
Yes, if the station participates. Because licensed marketers must apply approved additives in all grades, a TOP TIER station’s regular gasoline can carry the program’s standard even though regular is a lower octane grade. The reverse is also true: a premium pump at a non-participating station is not TOP TIER because it is premium.
Does premium have more detergent?
Not established. The program’s detergent requirement applies to all grades at a licensed station, and octane is a separate rating. TOP TIER says its formulations are proprietary, so the program does not establish that every TOP TIER gasoline uses identical chemistry, and it does not establish that a premium grade contains more detergent than regular from the same brand. A detergent standard also does not guarantee a particular mileage or repair-cost outcome.

Which fuel to buy
- Open the owner’s manual and find the fuel recommendation, usually in the specifications or maintenance section. Note the octane rating it specifies.
- If the manual calls for premium, buy premium. If the manual permits regular, regular is the correct grade, and premium does not clean the engine or improve performance on its own.
- If the engine knocks on the grade the manual specifies, have a qualified mechanic inspect it. Knocking is a reason to diagnose the engine, not a reason to buy a higher octane than the manual lists as a routine choice.
- To choose a TOP TIER station, use the station finder on the TOP TIER brand directory site and confirm that the specific location is listed. Participation can change, so check before relying on it.
- Check the manual for any additional fuel or additive requirements. TOP TIER status does not replace those instructions.
Evidence limits
- The TOP TIER homepage promotes a “19x cleaner” finding attributed to an AAA study. The original report and its methodology were not available for this article, so treat that figure as a program claim, not an independently verified statistic.
- TOP TIER states that some sponsor data are not publicly available, so some of the program’s supporting evidence cannot be checked by the public.
- The FTC quotes above come from consumer materials issued in 1997 and 2005. They describe the agency’s guidance at that time and do not replace current manufacturer instructions.
The core answer is settled by the definitions themselves. The open question is only whether a particular brand’s premium and regular formulations differ in detergent content, and the public sources available for this article do not answer that.
