The UK Health Security Agency (UKHSA) assessed the risk of plague to the wider UK population as “very low” on 6 October 2026. The assessment followed reports that a woman who worked at an anti-plague institute in Russia’s Irkutsk region had died. The available reporting does not confirm plague as the cause of her death.
Is there a risk of plague in the UK?
UKHSA’s reported assessment on 6 October 2026 was that the public-health risk from plague to the wider UK population “currently remains very low.” Chris Lewis, UKHSA’s director of global health protection, said the agency was aware of media reports of emergency containment measures in Russia’s Irkutsk region and was seeking information through International Health Regulations channels to understand the circumstances and verify those reports. Nation.Cymru’s report, credited to Press Association health editor Jane Kirby, carries those statements.
This is an assessment of risk to the wider UK population, not a confirmation of the reported illness or a statement that an outbreak is occurring in the UK.
Has plague been confirmed as the cause of the woman’s death?
No confirmation is established in the available incident reporting. The woman was identified as an employee of the Irkutsk Anti-Plague Research Institute of Siberia and the Far East, in south-eastern Siberia. The report says Russian authorities had found no evidence that her illness was caused by pathogens she worked with. It also says media reports suggested she may have died of pneumonic plague. Neither account confirms that diagnosis.

How does plague spread, and what is pneumonic plague?
Plague is a zoonotic infection caused by the bacterium Yersinia pestis. It is usually found in small mammals and their fleas. The World Health Organization (WHO) describes three relevant routes of infection: bites from infected fleas, unprotected contact with infectious tissues or body fluids, and inhalation of respiratory particles from someone with pneumonic plague. Pneumonic plague affects the lungs and can spread from person to person through respiratory particles, making close exposure to an infectious person a public-health concern. That possibility does not mean every case of pneumonia is plague, or that every exposure results in infection. Bubonic plague is commonly associated with infected flea bites; its transmission pattern should not be treated as interchangeable with pneumonic plague.

Laboratory testing is required to confirm plague. WHO says early diagnosis and antibiotic treatment can save lives. The disease’s general figures underscore why suspected cases need prompt professional assessment: WHO gives an incubation period of one to seven days, a case-fatality ratio of 30% to 60% for bubonic plague, and an untreated case-fatality range of 30% to 100% across the severe forms described. These are general disease figures, not estimates for the Russian incident or the risk in the UK.

In England, UKHSA’s clinician guidance on plague sets out the pathway for urgent specialist advice, testing and assessment of potentially exposed contacts. Diagnosis, testing, prophylaxis and treatment are clinical and public-health matters; the guidance is not a basis for self-diagnosis or self-treatment.

The country-risk listing is broad context: it does not establish the cause of this woman’s illness, an exposure at her workplace, or person-to-person transmission in the reported event.
