No. The latest official status located shows that the House passed H.R. 7022, the Mystic Alerts Act, and that a Senate committee later ordered it reported favorably with a substitute amendment. Those steps do not establish Senate passage or that the bill was sent to President Trump for signature.

What is the latest status of H.R. 7022?

Representative August Pfluger introduced H.R. 7022 on January 12, 2026. The House passed it on April 20, 2026. On September 16, 2026, the Senate Committee on Commerce, Science, and Transportation ordered the bill reported favorably with a substitute amendment, according to the official House bill-status listing.

A committee’s action is not the same as approval by the full Senate. The official records located for this article do not establish that the Senate passed the bill, that it was enrolled and presented to the President, or that it was signed. GovInfo records the April 21, 2026 referral to the Senate; the later committee action is listed on the House status page. Legislative status can change, so consult the official bill page for any subsequent action.

What would the Mystic Alerts Act do?

The House-passed version addresses emergency alerts transmitted by satellite. It directs the Federal Communications Commission (FCC), in consultation with the Department of Homeland Security (DHS) and the Federal Emergency Management Agency (FEMA), to develop rules for covered commercial mobile service providers that choose to transmit emergency alerts by satellite.

The House-engrossed text also addresses subscriber notification and opt-out information, separate fees, technical standards, and provider liability. These are provisions of the House-passed text, not confirmation that the rules are in force. The Senate committee ordered a substitute amendment reported; the official material cited here does not establish the complete text of that substitute, so House-passed provisions should not be assumed to match it in every detail.

Even if enacted, the measure would set a statutory framework and require subsequent FCC rulemaking. It has not, based on the latest status located, already changed emergency-alert service. Nor does the proposal establish that every consumer satellite phone, messenger, or other device can receive Wireless Emergency Alerts.

Why is Camp Mystic part of the bill’s name and context?

An official release from Congresswoman Lizzie Fletcher’s office connects the measure to the deadly July 4, 2025 floods in Central and West Texas, including Camp Mystic. The name reflects that context; it does not mean the bill has become law or that it has already altered alert delivery.

In the April 20, 2026 release, Pfluger said: “The Mystic Alert Act steps up where our systems often fall short, ensuring Wireless Emergency Alerts can still be delivered via satellite when traditional networks fail.” The quoted statement uses “Mystic Alert Act”; the bill’s formal short title is “Mystic Alerts Act.”

How to distinguish the bill’s procedural stages

  • House passage: The House approved its version on April 20, 2026.
  • Senate committee action: On September 16, 2026, the committee ordered it reported favorably with a substitute amendment.
  • Senate passage: This is a separate step requiring action by the full Senate; it is not established by the committee vote.
  • Presidential presentment: A bill must complete the required legislative steps and be sent to the President before it is ready for signature. The records cited here do not show that has happened.

For the House-passed language, consult the engrossed House text and the April 20, 2026 Congressional Record. The GovInfo referred-in-Senate record documents the referral stage. Check the current Congress.gov status before relying on this procedural snapshot.
