There is not enough primary evidence to say the European Commission is considering the specific broad levy described in this headline. The Commission proposed an EU digital-services tax in 2018 and has discussed other options for taxing digital activity, but those historical documents do not establish a new plan to tax large corporations broadly to avoid naming individual US technology companies. The EU’s separate minimum-tax framework, in force from 2024, is not a digital-services levy.
What the Commission has actually proposed
The 2018 interim Digital Services Tax
On 21 March 2018, the Commission proposed an interim EU-level Digital Services Tax as part of a package on taxing the digital economy. It also pursued longer-term reform of corporate-tax rules. The Commission argued that differing national approaches risked fragmenting the Single Market: “A multiplicity of different approaches to the taxation of the digital economy risks further fragmenting the EU Single Market, creating additional barriers and legal uncertainty for companies and distorting competition in the Single Market.” The statement is from the Commission’s communication Time to establish a modern, fair and efficient taxation standard for the digital economy.
This was a dated proposal focused on digital activity, not evidence of the current broad corporate levy described in the headline. The 2018 communication cannot by itself establish that the Commission has revived or changed that proposal.
Options discussed in 2017
A 2017 Commission communication considered possible approaches to taxing economic activity conducted digitally, including a levy on revenue from digital services or advertising. It presented these as policy options for consideration and identified legal and international questions, including treaty, State aid, fundamental-freedoms, trade-agreement and WTO issues. It does not document a decision to introduce the particular broad levy at issue. See the Commission’s communication on a fair and efficient tax system in the EU for the Digital Single Market.

How the broad-levy claim should be read
The claim that the Commission is considering taxing large corporations broadly to reach big US technology companies without singling out individual firms is not established by the cited Commission materials. A 2025 European Parliamentary Research Service briefing discusses the possibility of a unilateral EU proposal such as a digital-services tax amid international developments, but it is parliamentary analysis—not a Commission announcement or proposal. See Taxation of large digital platforms in light of international developments.
Without an attributable Commission statement or proposal supporting the exact claim, it should be treated as unverified reporting, not confirmed EU policy. The distinction matters: a discussion of a possible policy, a proposal formally issued by the Commission, and a measure adopted and implemented are different stages.

How this differs from Pillar Two
The EU has implemented the OECD/G20 Pillar Two minimum corporate-tax framework from 2024. It applies to large domestic and international groups with a presence in an EU member state, subject to the framework’s conditions. It is a general minimum-tax regime, not a tax specifically directed at US technology companies.

| Interim Digital Services Tax | Revenue from specified digital services; the Commission’s proposal addressed digital-economy activity. | Proposed by the Commission in 2018; the proposal is not evidence of a new current levy. |
| Pillar Two | Minimum taxation of corporate profits for large domestic and international groups meeting the framework’s conditions and with an EU member-state presence. | Implemented in the EU from 2024. |
The Commission’s Minimum Corporate Taxation explainer describes Pillar Two’s EU implementation and scope. The two policies should not be conflated: one is a digital-services revenue proposal from 2018; the other is a minimum corporate-tax framework implemented from 2024.

What would confirm a new Commission plan
To establish the headline’s claim as Commission policy, look for a Commission-issued proposal, communication, or attributable statement that specifies the broad levy and its intended scope. A parliamentary briefing or reporting about what the Commission may consider can provide context, but does not substitute for that primary evidence.
