There is not enough product-specific evidence to say that every item described as “steam-treated” is safe—or that the phrase alone proves its treatment worked. Steam is a heat-based process, but the term is not defined as a standardized consumer label in the federal guidance reviewed here. For a particular product, ask the seller or producer what treatment was used and follow the product’s ordinary safe-handling instructions.

What does “steam-treated” mean?

The phrase can refer to applying heat through steam, but it does not by itself identify a standardized treatment, its conditions, or its effectiveness. A 2024 patent application describes a proposed harvest-side phytosanitary system: produce is placed in a temperature-monitored chamber where steam raises the temperature to target organisms. A patent describes a proposed process; it is not independent validation of a retail product or proof that all implementations produce the same result. See the patent application.

That distinction matters because a treatment’s outcome can depend on the specific process and the fruit or vegetable involved. FDA produce guidance says washing can reduce overall potential microbial hazards, while noting that results depend on treatment conditions and the produce surface. How steam treatment differs from irradiation

Steam treatment uses heat. Food irradiation uses ionizing electromagnetic radiation and is described by the CDC as a cold process. The CDC explains that “Food does not become radioactive.” That statement is about irradiation, not steam treatment. CDC, “How Food Irradiation Works”.

USDA FSIS also distinguishes the methods: conventional pasteurization relies on heat, while irradiation uses ionizing radiation. Steam treatment should not be confused with irradiation simply because both may be used to address food-safety or pest concerns. USDA FSIS guidance.

What irradiation labels do—and do not—tell you

FDA says to “Look for the Radura symbol along with the statement ‘Treated with radiation’ or ‘Treated by irradiation’ on the food label.” This labeling guidance applies to irradiation, not steam treatment; the Radura is not a mark for steam-treated produce. For bulk irradiated foods, FDA says each item must be labeled or a label must appear next to the sale container. What to do if a product’s claim is unclear

  1. Ask what the claim means for that item. Contact the seller or producer and ask what process “steam-treated” refers to and what the treatment was intended to address.
  2. Follow the product’s handling directions. A treatment claim is not a reason to disregard ordinary safe produce handling instructions.
  3. Wash produce as appropriate. FDA describes washing as a way to reduce overall potential microbial hazards, but its effectiveness varies with conditions and the produce surface; it does not verify a commercial treatment.

What the evidence does not establish

The available sources do not provide a safety rate, treatment success percentage, or universal rule for retail produce marketed as steam-treated. FDA’s statement that irradiation can reduce or eliminate microorganisms and insects is specific to irradiation, and FDA cautions that irradiation does not replace proper handling because contamination can occur afterward.
