Short answer: SpinQuest’s published rules do not list Oregon among the excluded states, but that does not mean Oregon has approved the service. Oregon law and a 2025 Attorney General opinion make clear that online casino-style gambling can fall under the state’s gambling laws. The reviewed official sources do not determine whether SpinQuest’s specific sweepstakes model is lawful in Oregon, so its legal status is unresolved.

Can I play SpinQuest in Oregon?

SpinQuest’s retrieved official rules list certain excluded U.S. states, but do not name Oregon. That is the operator’s stated eligibility position, not a finding by Oregon regulators, a license, or a legal opinion that SpinQuest is lawful in the state.

The same rules say participation is void where prohibited or restricted by law and place responsibility on participants to determine whether participation is lawful where they live. Because the rules can change, check the live terms before relying on their state list.

What Oregon law says about online gambling

Oregon defines “gambling” broadly as staking or risking something of value on a contest of chance or a future contingent event outside the participant’s control, with an understanding that someone may receive something of value based on the outcome. The statute also contains exclusions and exceptions, so applying the definition requires consideration of the activity’s details and any applicable exception. Oregon Revised Statutes, Chapter 167, includes this definition at ORS 167.117(7).

Oregon’s statutory definition of “casino game” includes games such as roulette, blackjack, poker, craps, and baccarat. Whether a particular activity falls within a statutory category, exception, or authorization depends on its facts; moving a game online does not by itself settle that analysis. See ORS 167.117(4) in the Oregon statutes.

What the 2025 Oregon Attorney General opinion establishes

On November 13, 2025, Attorney General Dan Rayfield issued Opinion 8297 in response to the Oregon State Lottery. It says private online sports betting offered to Oregonians is gambling under Oregon law if the other elements of the relevant offenses are met. Its answers also say the analysis does not change for fantasy sports or esports betting, and that traditional casino games do not stop being gambling simply because they are offered online. The opinion opens: “Gambling is unlawful in Oregon with limited exceptions.”

The opinion is significant state guidance, but it is not a statute or court judgment. The Oregon DOJ explains that Attorney General opinions are not new laws; they state the government’s legal position and the Attorney General’s best view of what a court would likely decide on the question asked. Oregon DOJ’s overview of Attorney General opinions describes their status.

Opinion 8297 does not rule on SpinQuest. It also says it does not address whether an activity that is gambling is specifically authorized by law, certain federal-law questions, or tribal gaming under compacts. It supplies relevant general guidance, not a determination of every issue affecting a specific service.

How SpinQuest describes its sweepstakes model

SpinQuest’s rules identify Social Gaming Room LLC, a California corporation, as sponsor/promoter and describe two kinds of currency:

  • Gold Coins: described as entertainment-only, with no monetary value and no redemption for prizes.
  • Sweep Coins: described as promotional currency used in promotional games that may allow prize redemption. The rules say they cannot be purchased directly, but may be obtained through free methods, including postal request, and may be offered as a bonus with certain Gold Coin purchases.

These are the operator’s descriptions of its mechanics. The reviewed Oregon statutes and Opinion 8297 do not analyze whether the combination of free entries, purchase-linked bonuses, and redeemable prizes in SpinQuest’s particular implementation meets an Oregon exception or is otherwise authorized. The available sources therefore do not establish that its sweepstakes structure is either lawful or unlawful in Oregon.

What to take from the available information

  • Operator eligibility: Oregon is not named in the retrieved SpinQuest excluded-state list.
  • State law: Oregon’s gambling definition is broad, and the 2025 Attorney General opinion says online delivery does not turn traditional casino games into non-gambling activities.
  • Legal certainty: The reviewed sources provide no Oregon approval or SpinQuest-specific ruling.

Do not use a VPN, location-spoofing tool, or other method to get around a restriction: technical access does not change the legal analysis, and SpinQuest’s terms prohibit evading restrictions.
