SpinQuest’s published rules do not list Kentucky as an excluded state, but that does not establish that the platform is legal there. Kentucky law focuses on chance, consideration and the possibility of receiving something of value, while the service describes promotional Sweep Coins that can be redeemed for prizes or cash. Kentucky’s 2026 lawsuit over other sweepstakes-casino operators adds enforcement context, but it does not name SpinQuest. The available sources do not establish a SpinQuest-specific Kentucky ruling.

Does SpinQuest accept players from Kentucky?

SpinQuest’s rules identify Social Gaming Room LLC as the platform host and list several excluded states: Idaho, Michigan, Montana, Connecticut, Nevada, New Jersey, New York, Louisiana, Maine, Indiana, Tennessee and Washington. Kentucky is not on that list in the rules reviewed. SpinQuest’s rules

That indicates only the operator’s stated eligibility terms. It is not a state approval, a guarantee that registration or play will be available, or a legal determination. Operator access and legal status are separate questions.

What does Kentucky law consider gambling?

Kentucky’s current KRS 528.010 defines gambling in terms of staking or risking something of value on an outcome based on chance, with an understanding that someone will receive something of value for a specified outcome. The statute also defines certain electronic devices involving consideration and chance-based entitlement to money or property as gambling devices; one category expressly refers to consideration that includes a sweepstakes entry. The current version is effective July 15, 2026, includes enactments through the 2026 Regular Session, and identifies amendments in 2026 Kentucky Acts chapter 184. Because the statutory text has been updated, older summaries may not reflect the current wording.

Why SpinQuest’s Sweep Coins matter to the question

SpinQuest’s rules describe Sweep Coins as sweepstakes entries used in promotional play for a chance to win more Sweep Coins, which may be redeemed for real prizes or cash. SpinQuest’s rules That mechanic makes the statute’s references to chance, consideration, sweepstakes entries and something of value relevant to assessing the platform.

The available sources do not establish how Kentucky authorities or a court would apply those definitions to SpinQuest’s specific operation. The fact that the rules describe a promotional sweepstakes format, or omit Kentucky from an exclusion list, does not resolve that legal analysis.

What Kentucky’s 2026 enforcement action does—and does not—show

On June 17, 2026, Kentucky Attorney General Russell Coleman announced a lawsuit against VGW and affiliates, alleging unlawful sweepstakes-casino operations. The release describes the state’s position concerning paid Sweeps Coins and cash-out winnings and names Chumba Casino, Global Poker and LuckyLand Slots. It does not name SpinQuest. This is an allegation and an enforcement action involving the named defendants, not a final ruling about SpinQuest or its legal status in Kentucky. A separate September 3, 2024 Attorney General advisory said the 2023 amendment to KRS 528.010 covered certain gambling devices when chance is present even if skill also contributes, and discussed risk-free-play machines. That advisory concerns a different kind of device and does not decide SpinQuest’s position. Attorney General advisory on gambling devices
