There is no universal yes-or-no answer to whether PS5 emulation is legal: the result can depend on your jurisdiction, the emulator, how its firmware and game files were obtained, whether security protections are bypassed, and the terms that apply to you. The sources available here do not establish that emulation requires a PS5 console or a physical game disc.
What Sony’s PS5 software licence says
Sony’s cited English-language agreement for Indonesia says Sony Interactive Entertainment Inc. grants a “non-exclusive, non-commercial right to use System Software solely on your PS5 system.” It reserves Sony’s intellectual-property rights and restricts activities including reverse engineering, using system software with unauthorized or modified software, bypassing PS5 security or authentication, and obtaining system software from sources Sony has not authorized. The agreement applies those restrictions to the greatest extent permitted by the user’s jurisdiction.
This is Sony’s contractual position, not a ruling that resolves every copyright or anti-circumvention question. The linked agreement is specifically the Indonesia English PS5 System Software Licence Agreement, accessed October 4, 2026. It says its terms may change and the latest version supersedes earlier versions; readers elsewhere should check the agreement for their own region.

Emulator software, firmware, and game files are separate questions
Whether an independently written emulator is lawful is not the same question as whether a particular copy of Sony firmware or a game was lawfully acquired, whether it may be used in that emulator, or whether obtaining or using it involves circumventing technological protections. Sony’s licence bears on the contractual restrictions, but does not by itself answer each of those separate issues for every jurisdiction.

Owning a PS5 game or disc does not, on the evidence available here, automatically make downloading a copy, bypassing security, or using any emulator lawful. The source of the files and the method used to obtain or use them matter; a definitive answer requires the relevant jurisdiction and specific setup.
What the U.S. game-preservation exemption covers
For the United States, the Copyright Office’s regulation at 37 CFR § 201.40 includes limited video-game exemptions. One provision, § 201.40(b)(19), addresses certain lawfully acquired complete games that depend on an external server after that server support has ended, including conditions related to local gameplay and preservation by eligible libraries, archives, or museums.

That provision is not a general personal-use permission to circumvent protections or emulate any currently supported commercial game. Its specific requirements and definitions matter. It should not be treated as a broad exemption for copying a disc or using a PS5 emulator.
Why the Connectix case is not a blanket PS5 rule
Sony v. Connectix concerned development of an emulator for the original PlayStation and intermediate copies of its BIOS. A 2026 Cardozo Arts & Entertainment Law Journal article summarizes the Ninth Circuit’s result as finding those intermediate copies fair use on the facts of that dispute.

That was not a PS5 decision. It does not settle an end user’s acquisition or use of PS5 firmware or game files, whether circumvention is permitted, or what current local law requires.

The available sources establish the official platform for using PS5 system software under Sony’s agreement, but they do not establish the technical requirements of any PS5 emulator. They also do not verify a currently working emulator, a firmware extraction method, game dumping, compatibility, or a physical-disc requirement.

A PS5 is therefore relevant if you want Sony’s official play path; the sources do not show it is technically necessary to run an emulator. Nor do they show that owning a physical disc authorizes a downloaded image or that a disc is required for a specific emulator. Those points need to be verified for the particular emulator and game rather than assumed.
