Short answer: Blizzard’s current End User License Agreement (EULA) prohibits unauthorized software or processes that intercept, collect, read, or mine information generated or stored by its Platform. That language creates a meaningful policy risk for parsing World of Warcraft traffic with an unauthorized tool. Blizzard’s published rules do not clearly settle whether every passive, local troubleshooting capture is treated the same way, so do not assume it is allowed without express authorization.

What Blizzard’s rules say about packet parsing

The EULA’s data-mining restriction covers using “any unauthorized process or software that intercepts, collects, reads, or ‘mines’ information generated or stored by the Platform.” It also says Blizzard may, at its discretion, allow certain third-party user interfaces. The rule is not limited to software that changes gameplay; its wording concerns collecting or reading platform information, which is why packet parsing raises a policy question. Read Blizzard’s End User License Agreement.

Blizzard’s Anti-Cheating Agreement provides a related definition: unauthorized third-party programs can include software, code, or methods not expressly authorized by Blizzard, including an add-on or mod that, in Blizzard’s determination, “intercepts, mines or otherwise collects information from or through Blizzard games.” The agreement was last updated February 3, 2016, so it is supplementary context; the current EULA is the principal source for the restriction. Read Blizzard’s Anti-Cheating Agreement.

Why the tool’s behavior matters

Blizzard’s documents do not offer a complete safe-or-unsafe chart for network diagnostics. A tool’s risk depends on more than its label: whether Blizzard expressly authorizes it, what information it collects, and whether it also reverse-engineers, bypasses security, modifies the client, automates actions, or changes gameplay.

  • Observation or collection: A tool that intercepts or collects game information may implicate the EULA’s data-mining language even if it does not visibly alter play.
  • Reverse-engineering or security bypass: These activities raise additional concerns under Blizzard’s rules and recent enforcement guidance.
  • Modification or control: Software that changes the client, automates actions, or controls gameplay raises issues beyond passive observation.
  • Authorization: The EULA recognizes that Blizzard may permit certain third-party interfaces, but that is not blanket approval for packet-capture or parsing utilities.

What account consequences Blizzard describes

The EULA says Blizzard may monitor device memory for unauthorized third-party programs while the Platform is running. If a program is detected, the Platform may send Blizzard information such as the account name, program details, and the time and date. Blizzard also reserves the right to act under the agreement, with or without prior notice. It states: “Blizzard may suspend or revoke your license to use the Platform, or parts, components and/or single features thereof, if you violate, or assist others in violating, the license limitations set forth below.” The EULA describes monitoring and remedies.

In an August 5, 2025 World of Warcraft forum notice, Blizzard community manager Kaivax said Blizzard regularly works to stop third-party software that reverse-engineers or bypasses client security to modify the game client or control the game, and that enforcement can extend to permanent account closure. That notice addresses the described prohibited software behavior; it does not establish that Blizzard bans every local packet inspection. Read the World of Warcraft notice.

The Anti-Cheating Agreement describes limited scans of game-occupied RAM, the game process, the Windows Process List, and the Windows Handles list. That disclosure describes the checks listed in the agreement; it should not be read as proof Blizzard necessarily detects every packet capture.

What is—and is not—settled for passive captures

The published official materials reviewed do not say whether every passive capture used only for local troubleshooting is treated identically to protocol reverse-engineering, data mining, client modification, or automated control. They also do not name a packet-capture application as approved. The defensible conclusion is that unauthorized parsing carries meaningful risk under the broad rule, but the sources do not establish that every passive capture automatically leads to a penalty or that any particular passive method is safe.

Practical guidance for players

  • Do not treat the absence of a named tool on a prohibited-software list as approval.
  • Do not assume that a capture is safe merely because it is local, passive, or used for troubleshooting.
  • Avoid combining packet analysis with reverse-engineering, security bypass, client modification, automation, or gameplay control.
  • If you need to use a specific tool or method with WoW, seek Blizzard’s express authorization before using it. The published materials do not provide a general safe harbor for packet parsing.
