Not yet. As of 7 October 2026, Norway’s government says it intends to propose a temporary, selective restriction on AI glasses and potentially other camera- or audio-equipped wearables in certain places. It is not an enacted general ban, and the government has not finalized which devices or locations would be covered.
What Norway has announced
On 5 October 2026, Norway’s Ministry of Digitalisation and Public Administration said it would bring a proposal for a temporary ban to the Storting as soon as possible. The government also plans to appoint an expert group to advise on longer-term national rules for body-worn technology. The announcement is an intention to propose legislation, not a change in law. The ministry’s announcement describes a temporary measure as a way to allow time for a thorough assessment and informed debate about lasting regulation.
The government says it is not seeking a total ban on AI glasses or wearable technology. It may consider limited exceptions for vulnerable groups and socially beneficial uses, but it has not specified what those exceptions would be.

Where a restriction could apply
The government has named possible settings, not a final list of prohibited locations. It is considering both places where people commonly gather and places where privacy concerns may be especially acute.

The Associated Press also reports these possible settings in its coverage of the announcement. Whether a particular place makes the final proposal remains unsettled.
Which devices could be covered?
The government has not decided whether a restriction would target glasses with cameras and audio recording, glasses with cameras and AI functions, or a broader category of body-worn technology with cameras, audio recording, and/or AI. The proposal should therefore not be read as applying only to AI features or to one brand.

Ray-Ban Meta is a prominent example of AI glasses, according to the Associated Press, but the ministry’s announcement does not name that product. Whether it—or any specific model—would be affected depends on the eventual scope and wording of a proposal.
Why the government is considering a temporary restriction
The stated concern is that people could be photographed, filmed, or audio-recorded without knowing it. The government says covert capture could make shared spaces feel unsafe or lead people to avoid them. It presents a temporary restriction as time to examine the issue before deciding on lasting rules; the announcement does not provide a quantified estimate of how common covert recording is or what effect a ban would have.

In the ministry’s 5 October announcement, Minister of Digitalisation and Public Administration Torgeir Micaelsen said: “I am concerned that new, powerful technology is being introduced where people risk being photographed, filmed or audio-recorded without knowing it.” This is a translation of his Norwegian statement, not an original English-language quote.
How the current proposal differs from earlier steps
- 25 August 2026: The government signaled it wanted stricter regulation of smart glasses and similar devices. Then-minister Karianne Tung raised the possibility of prohibiting functions such as facial recognition of other people in public and announced plans for an expert group. That was an earlier policy signal, not a law or the later place-based temporary-ban proposal. The ministry’s August announcement describes that step.
- 5 October 2026: The government announced its intention to submit a temporary-ban proposal and establish an expert group on lasting regulation. The scope remains to be assessed.
- 5 October 2026: The Storting separately recorded receipt of a representative proposal from SV MPs Kirsti Bergstø and Mirell Høyer-Berntsen. The Storting case page, accessed 7 October 2026, showed no committee consideration or parliamentary decision yet. This parliamentary proposal is distinct from the government’s stated intention to submit its own proposal.
What to watch for in the proposal
The unresolved questions are practical ones: whether rules would cover only AI glasses or broader camera- and audio-equipped wearables; which locations would be included; how long a temporary restriction would last; and what exceptions might apply for accessibility or other socially beneficial uses. These are open policy questions, not settled legal provisions.
