NASA was not reported to be leaving Goddard altogether. The story concerns building consolidation at the agency’s Greenbelt, Maryland, campus: CNN reported in November 2025 that workers feared equipment and lab capabilities could be lost during building closures, while NASA described the moves as strategic consolidation. In June 2026, NASA’s inspector general said the accelerated moves generally aligned with Goddard’s Master Plan, but communication failures caused confusion and increased workforce challenges.
What NASA buildings were being emptied?
The reports concern NASA’s Goddard Space Flight Center in Greenbelt, Maryland—not a plan to vacate every NASA building or close the entire center. CNN reported on November 4, 2025, that more than a dozen buildings on the Greenbelt campus were being emptied and padlocked during the federal shutdown. According to four sources cited by CNN, some furloughed employees had only days to return temporarily to help clear buildings of specialized equipment.
CNN also described internal communications warning that equipment not moved in time—including one-of-a-kind hardware—could be disposed of or donated. Those concerns came from workers and communications reviewed by CNN; they are not findings in the later inspector general summary.
How many buildings and laboratories were involved?
A document compiled by Goddard workers concerned about the moves, and reviewed by CNN, said 13 buildings were being shuttered, including about 100 laboratories. Those figures describe that worker-compiled document as reported by CNN; they are not an independently audited inventory or the inspector general’s count. CNN described the Greenbelt campus as roughly 1,270 acres, with more than 30 large buildings and dozens of smaller structures. CNN’s report, syndicated by KRDO, includes the workers’ account and NASA’s response.

Why was NASA moving out of buildings?
NASA told CNN the closures were part of a strategic consolidation plan developed by Goddard leadership. A spokesperson said Goddard leadership had proposed and received approval to begin consolidating buildings at the Greenbelt and Wallops campuses earlier in 2025. NASA said the changes should not affect ongoing projects and that it was planning for multiple fiscal-year 2026 scenarios while complying with the law.
NASA later told CNN that Dragonfly and Roman would remain operational and that leadership did not expect delays to those projects from the Greenbelt changes. These are NASA’s stated expectations, not independent proof that no equipment, facility capability, or work was affected.

What did NASA’s inspector general conclude?
In a public summary dated June 26, 2026, NASA’s Office of Inspector General said it reviewed NASA actions involving Goddard buildings, laboratories, facilities, equipment, and personnel following a congressional request. The OIG found that accelerated relocation and closure efforts generally aligned with the center’s Master Plan. It also found that communication failures throughout the process caused confusion and increased workforce challenges. The OIG’s review summary therefore supports neither a claim that the moves were wholly improvised nor a claim that their execution went smoothly.
Were the building moves caused by Trump’s budget cuts?
The available figures do not establish that the building closures were caused by an enacted NASA budget cut. The U.S. Government Accountability Office says the FY2026 President’s Budget Request proposed a 24% reduction in NASA funding compared with FY2025 enacted funding. But the enacted FY2026 appropriation largely maintained NASA’s FY2025 funding levels. A proposed cut and the funding ultimately enacted are different things. GAO’s NASA major-projects assessment provides that budget context.

NASA’s later agencywide announcement, issued May 22, 2026, described a realignment intended to accelerate mission delivery. Administrator Jared Isaacman said, “There will be no reduction in force, no program cancellations, no closures, but we will achieve cost savings through more efficient execution and taking an active role in delivering the outcomes the world has been waiting for from NASA.” That statement concerns the later agency realignment; it does not by itself explain or reverse the earlier Goddard campus moves. NASA’s announcement sets out the agency’s stated plan.

GAO reported that NASA had lost more than 4,000 civil servants—approximately 22% of its civil-servant workforce—by January 2026. It also said 25 of 36 major projects reported workforce effects. These are agencywide figures, not counts of Goddard employees affected by the building moves, and they do not isolate the effects of facility consolidation. GAO also reported that FY2026 funding contributed to NASA resuming hiring to rebuild the workforce and address skill gaps. GAO’s report is the source for those workforce and project figures.
