Manitoba has announced an intention to restrict children’s use of social-media accounts and AI chatbots, but the province had not set an age limit, start date, or enforcement plan in the latest legislative record cited here, from May 25, 2026. The announcement is a policy direction, not confirmation that a ban is in force.
What Manitoba announced
On April 25, 2026, Premier Wab Kinew said Manitoba intended to move toward restricting children’s use of social-media accounts and AI chatbots. The announcement followed a March 4 consultation launch on AI, data privacy, and child protection. The government said it would consider age limits based on the consultation results. The consultation announcement identified concerns including identity theft, deepfakes, child-targeted manipulation, biased algorithms, and misuse of personal data.
Kinew framed the proposed direction as a child-protection measure and said, “These forces contribute to anxiety and depression.” That was his stated rationale, not a finding about the effect of a specific Manitoba policy. The April 25 report said he did not announce an age limit, enforcement design, jurisdictional solution, or timeline.

What age would the restriction cover?
Manitoba has not specified an age threshold in the cited record. During a May 25, 2026 legislative discussion, a member said the province had not outlined the age limit, enforcement approach, or timeline. Deputy Premier Uzoma Asagwara said the government would listen to families and consider children’s needs, including access to services, education, and tools. The legislative transcript does not establish a finalized policy.

Would it include AI chatbots, and what services are covered?
Kinew’s April announcement referred to both social-media accounts and AI chatbots. However, Manitoba has not published a list of covered platforms or chatbot services in the cited material. It is also not established whether any eventual restriction would apply at home, in schools, or in both settings.
When would it start, and how would it be enforced?
No Manitoba start date, age-check method, enforcement system, privacy safeguards, or penalties were specified in the April announcement or the May 25 legislative record. Those details remain unresolved in the sources cited here; a bill or later formal policy could change the picture.

Could there be exceptions for children who rely on online tools?
Legislators raised the needs of young people with disabilities who may rely on AI or online services for communication or daily support. Asagwara emphasized listening to families and meeting children’s needs, but the transcript does not set out a formal disability-related exemption or accommodation rule. Families should not assume either that an exception will exist or that access will be prohibited in every circumstance until Manitoba publishes concrete rules.

| Development | Jurisdiction and status | Age or scope established in the cited record |
|---|---|---|
| Manitoba’s announced restriction | Provincial intention announced April 25, 2026; details still absent in the May 25 legislative record | No age threshold, covered-service list, enforcement model, or timeline specified |
| Bill C-34, the Safe Social Media Act | Federal bill introduced June 10, 2026; proposed legislation, not Manitoba policy | Proposes an under-16 social-media account restriction, a safeguards-based exemption path, and safety duties for covered services, including some AI chatbot services. Federal announcement |
| S.M. 2026, c. 31 | Manitoba school amendments assented to June 1, 2026 | Addresses school conduct, including appropriate AI use in school codes of conduct and AI-related bullying; it is not the announced provincewide account restriction. Statute and explanatory note |
The federal bill’s proposed under-16 threshold and safeguards pathway should not be attributed to Manitoba. Likewise, the school amendments do not show that Manitoba has enacted a general ban on children’s access to social media or chatbots.

The government’s March consultation announcement identified privacy and child-safety concerns such as deepfakes, manipulation, and personal-data misuse. Kinew separately voiced concern about platforms’ effects on children. These statements explain the government’s stated reasons for considering restrictions; they do not establish that a ban would produce a particular outcome.
