Leeds is a credible place to build a tech business, but the available evidence does not establish it as the UK’s best city. Its official and investment-promotion sources point to a substantial regional tech sector, universities and local innovation activity. Whether Leeds is the right choice for your startup depends on your customers, hiring needs, funding plans and operating costs—and those factors need to be compared with other cities on a like-for-like basis.
What makes Leeds a serious tech-business option?
Leeds City Council’s 2026–2030 plan names digital and technology as a significant growth sector, alongside finance and professional services, and health. It also sets out priorities around skills, talent pathways, the Leeds Innovation Partnership and the Leeds Digital Forum, and describes the Innovation Arc as a hub for knowledge-driven development.
Those statements show what the city intends to support; they do not prove that a particular startup will find customers, secure investment or hire the people it needs. Invest Leeds presents an ecosystem involving public and private organisations, researchers, startups, scaleups, corporates and universities. It identifies Nexus, a University of Leeds innovation community, as a route for businesses to connect with expertise, talent and facilities. Treat these as potential connections to investigate, not a guarantee of outcomes.
What do the headline tech and graduate figures actually measure?
The figures below cover different geographies and populations. They are useful indicators of scale, but they are not interchangeable measures of Leeds-based tech talent or startup performance.

| Figure | Geography and scope | What it does—and does not—tell you |
|---|---|---|
| 9,700 digital, tech and AI businesses | West Yorkshire; West Yorkshire Combined Authority sector page, accessed 2026 | A regional headline count, not a count for Leeds city alone. |
| 50,000 people employed | West Yorkshire; West Yorkshire Combined Authority sector page, accessed 2026 | A regional employment figure. It does not specify how many workers have the particular skills or experience your company needs. |
| 43,000 graduates annually | West Yorkshire; West Yorkshire Combined Authority sector page, accessed 2026 | A regional graduate total, not a tech-only figure. |
| 60,000 annual graduate intake | Universities named by Invest Leeds; page accessed 2026 | Across a variety of subject areas. It is not a count of technology graduates or experienced hires. |
The West Yorkshire Combined Authority also identifies software development and cybersecurity as growth areas. Its sector page makes a claim about the region having more tech scaleups than any UK area outside London and the South East, but the comparison method is not established here; do not treat that statement as a verified ranking.
Is there evidence of funding and business support?
There is evidence of local support activity, but the announcements cited are from 2025. They establish what was announced at the time, not that funding is open now or that an individual startup qualifies.

- July 2025: Leeds City Council described a UK Shared Prosperity Fund-backed Innovating, Enterprising and Thriving Programme. Its announced grants of £25,000 to £50,000 were for organisations delivering business-support and innovation projects—not grants automatically available to individual startups. The announcement included support activity in areas such as AI and financial, health and legal technology.
- February 2025: The council said seven successful Innovation@Leeds bidders would receive grants of up to £25,000 each to run knowledge-sharing events and mentoring programmes.
- September 2025: The council reported that eight Leeds-based projects had been selected under a separate grants programme.
These announcements indicate a history of public-backed support initiatives, not a promise of a new round. Check the relevant current programme page for availability, eligibility, deadlines and terms before including any grant in a business plan.
A West Yorkshire Combined Authority scrutiny committee report pack dated 23 January 2026 recorded £447.7 million invested in regional SaaS, data, cybersecurity and AI businesses during 2016–2023, comprising £381.3 million in private and £66.5 million in public funding. This is a historical regional total, not Leeds-only funding or a current annual investment rate. The reported components add to £447.8 million, so the source’s total and component figures appear to differ by rounding.

How should founders compare Leeds with other UK cities?
The available figures do not provide a consistent comparison of Leeds with Manchester, London, Bristol, Edinburgh or other hubs on costs, salaries, investor access, hiring or startup outcomes. Rather than choosing a city from a headline ranking, test whether it fits the company you are building.
- Check customer access. Leeds’s stated priorities include digital and technology, finance and professional services, and health. Identify prospective buyers and partners in your specific market, then assess whether being in Leeds gives you practical access to them.
- Define the hires you need. Compare the availability and cost of your actual technical and commercial roles in each city. Regional graduate totals and broad university intake figures cannot tell you whether experienced specialists are available.
- Verify funding and support. Compare current investor access, grant eligibility and programme terms. Do not assume a past council announcement means a programme is accepting applications today.
- Compare operating costs consistently. Assess current workspace, salaries, recruitment and travel costs using the same assumptions for every city. The cited sources do not establish how Leeds compares on these measures.
- Assess the useful parts of the network. Look for relevant university expertise, employers, public-sector organisations, peers and support programmes. The presence of institutions is not evidence that a particular relationship will be valuable; speak to potential partners and founders in your field.
So, is Leeds the UK’s best city for your tech business?
There is a reasonable case for putting Leeds on a founder’s shortlist: official sources identify technology as a growth sector, describe links among universities and businesses, and document regional tech activity and past support programmes. But the cited material is largely official or promotional, and it does not establish a national winner or show that Leeds will outperform other cities for your company.
